LOS ANGELES (CNS) - As part of its stepped-up response to a surge in COVID-19 cases, California is tightening its requirements for face coverings, issuing revised rules that mandate everyone wear a mask at all times outside the home when within six feet of people from other households.The revised guidance issued Monday states that residents "must wear face coverings when they are outside the home," unless they are more than six feet away from other people.People who are outdoors but not close to anyone else do not have to wear a mask, but they must have one with them to put on in case they come within six feet of other people. The rules apply to anyone aged 2 or older, but exempt people with specific medical conditions and those who are hearing impaired or communicating with a hearing-impaired person.Other exemptions to the rule include:-- people in a car alone or with members of their own household-- people working alone in an office or room-- people who are "actively eating or drinking"-- workers who must wear respiratory protectionThe state has long called on residents to wear face coverings in public, particularly while in close contact with others. LOS ANGELES (AP) — The FBI is looking for three suspects who kidnapped a Chinese man after a business meeting in the Los Angeles area last month, but authorities haven't heard from the kidnappers since they demanded a million ransom and the man remains missing, investigators said Monday.Ruochen "Tony" Liao, 28, was abducted by three men on July 16 in San Gabriel — about 10 miles (16 kilometers) east of downtown Los Angeles — according to Gene Kowel, an assistant special-agent-in-charge at the FBI's office in Los Angeles.Liao, who owns a Southern California car dealership that sold high-end cars, such as Porches and Bentleys, had just finished an evening meeting with several business associates when three men pulled up in two vehicles — a Toyota minivan and a Range Rover — and abducted him, officials said.After they kidnapped him, the abductors contacted Liao's family and demanded that they pay a million ransom, but the money was not paid, Kowel said.On Monday, the FBI released a sketch of one of the men they believe was involved in the kidnapping, who they suspect may have been an acquaintance of Liao. The man, who the FBI identified only as "David," had attended the business meeting with Liao, according to Matthew Lombard, an attorney for Liao's family.Investigators are examining several theories in the case, including the possibility that Liao was involved in a business dispute and Liao had previously been involved in business deals with people who "were not the most reputable," Kowel said.Although the kidnappers had reached out initially to demand the ransom, Liao's family has not heard from them in about a month, he said."Our hope is that Tony is still alive. We're operating under the premise that he is still alive," Kowel said. LOS ANGELES (CNS) - Mudslides, flooded freeways and dangerous driving conditions plagued the Southland Thursday thanks to a second straight day of rain, prompting road closures, mandatory evacuation orders in Orange County and fears that the situation could get much worse before the storm moves out. As of midday, no evacuation orders had been issued in the Malibu area, the scene of the recent Woolsey Fire that now has residents on the lookout for mud and debris flows. A mudslide during the morning commute inundated a stretch of Pacific Coast Highway near Leo Carrillo State Beach, forcing a full closure of the heavily traveled roadway clear north to Ventura County. Crews had the bulk of the mud cleared by midday, and the road was reopened. In Orange County, voluntary evacuation orders were issued Thursday morning for select neighborhoods near the Holy Fire, affecting the Trabuco Creek, Rose Canyon and Mystic Oaks/El Cariso areas.
