VISTA (CNS) - An Oceanside physician who sexually assaulted five female patients referred by the U.S. Department of Veterans Affairs was sentenced Thursday to three years probation and was ordered to register as a sex offender and surrender his medical license.Dr. Edgar Manzanera, 39, could face three years in state prison if he violates the terms of his probation.Manzanera, who was contracted by the VA to review pension disability claims, pleaded guilty last September to one count of sexual exploitation by a physician for acts committed in 2015 and 2016, and admitted a special allegation of committing acts against multiple victims.RELATED: Former doctor pleads guilty to sexual misconductFour counts of sexual penetration with a foreign object were dismissed as part of the plea."The victims placed the defendant in a position of inherent trust and confidence and the defendant betrayed that trust," Deputy District Attorney Claudia Plascencia said when Manzanera pleaded guilty. "The victims allowed the defendant access to the most intimate parts of their body and he, in turn, under the guise of medical evaluations, performed unnecessary gynecological evaluations and inappropriate touching against these victims."The plea deal allows Manzanera to travel to Guatemala, where he also holds citizenship, but prosecutors said he will have to obtain approval from the probation department each time he leaves the country.RELATED: VA sued over Oceanside doctor accused of sexually assaulting multiple patientsManzanera's June 2018 arrest came two days before one of his former patients filed lawsuits in state and federal court against him, the VA and his former employer, QTC Medical Services."After the sexual assault, I cannot stand to be touched. My relationship crumbled, other than a small group of friends, I avoid people because I don't trust them," Joe Doe #4 told the court. "I've lost the basic belief in the goodness of people."The lawsuits filed in Vista and Arizona assert that Manzanera committed sexual battery against the plaintiff and falsely imprisoned her inside a clinic in Oceanside in 2016 while he was alone with her in an examination room.Although there was no medical reason for her to get naked, the veteran said Manzanera had her take off her clothes and lift a medical gown over her head until she couldn't see what he was doing, according to the lawsuit.RELATED: More than 150 San Diego doctors disciplined for sex abuse, negligence 2478
WASHINGTON (AP) — Democrats controlling the House say they'll vote next week on a bill that would make the District of Columbia the country's 51st state. It's an issue that they say has become far more important in the aftermath of protests for racial justice in both Washington D.C. and across the nation.Next Friday’s vote, if successful, would pass a D.C. statehood bill for the first time in the House, but the legislation faces insurmountable opposition in the GOP-controlled Senate. The White House's move to use federal forces to clear peaceful protesters so President Donald Trump could walk to a nearby church for a photo op two weeks ago prompted Democratic leaders to schedule the vote.If the measure was signed into law, the state of “Washington, Douglass Commonwealth” would be admitted into the U.S. and the new state would elect two U.S. senators and one U.S. representative. The state would consist of all D.C. territory except federal buildings and monuments, including the principal federal monuments, the White House, the Capitol Building, the U.S. Supreme Court Building, and the federal executive, legislative, and judicial office buildings located adjacent to the Mall and the Capitol Building. 1221
View this post on Instagram This honestly hurts my heart to have to post this right now, but I’m just requesting prayers and positive energy for my young guy! @RyanBowersOB has to be one of the most talented and gifted youngsters I’ve ever met but more importantly one of the most resilient and strong spirits I’ve personally witnessed. He had such a troubled and haunted journey when I first signed him that I wasn’t aware of because he did it all with a smile. One of the nicest and sincere kids you could ever meet. About 5 years ago I created a alternative rap group for him and @Kehlani along with a few other talented young artist called “PWD”. They were all so dope that I invested hundreds of thousands of dollars in them. They had amazing songs with @E40 @losangelesconfidential @djpremier and more. They toured with @therealtechn9ne and even performed on Wildnout, at SXSW and other festivals. And Bowers was the energy of the group, a writer, rapper, singer, skateboarder.??! The kid could do it all, but like most of us he had his own demons and darkness that he struggled with. We would often talk about God and Spirituality and he got to a place where it all was confusing for him and he couldn’t trust anyone. I told him I would always have his back and would be there for him so when I got the call today that he slit his throat and then immediately after the San Diego police shot him numerous times. My heart sunk. Through the grace of the Most High Ryan Bowers is still here with us, but he needs your prayers and positive energy. I promise you if my guy pulls through I will make the world know him and appreciate his amazing journey and gifts!! I love you my dude! I know you are going to pull through! ???? WASHINGTON — As COVID-19 cases skyrocketed before the Thanksgiving holiday weekend, the coordinator of the White House coronavirus response warned Americans to “be vigilant” and to limit celebrations to “your immediate household.” For many Americans that guidance has been difficult to abide, including for Dr. Deborah Birx herself. The day after Thanksgiving, Birx traveled to one of her vacation properties on Fenwick Island in Delaware. She was accompanied by three generations of her family from two households. Kathleen Flynn, whose brother is married to Birx's daughter, told the Associated Press she came forward about the travel out of concern for her own parents, and acknowledged there was family friction over the incident. Birx confirmed to the Associated Press she traveled to the Delaware property, but declined to be interviewed for the report. The Centers for Disease Control and Prevention has asked Americans not to travel over the holidays and discourages indoor activity involving members of different households.Birx joins a growing list of high-profile leaders on the federal and state level who have been criticized for appearing to disregard their own rules and warnings for slowing the spread of the coronavirus. Most notably, California Governor Gavin Newsom, who is facing a recall effort in his state after he was seen inside a posh restaurant after telling people to avoid socializing. 1423
WASHINGTON — A group of prominent Christians from both sides of the aisle, including a past faith adviser to former President Barack Obama, is forming a political action committee designed to chip away at Christian support for President Donald Trump. The new super PAC is called Not Our Faith. It plans to roll out six-figure TV and digital ads focused on Christian voters, particularly the evangelical and Catholic voters who helped power Trump to victory in 2016. Its first digital ad in Michigan and Pennsylvania takes sharp aim at Trump’s claim to a foothold with Christians. The ad was shared with The Associated Press before its release. 651
