SAN DIEGO (KGTV) — Coaster service through San Diego County will be unavailable for two weekends this month.To give crews time to complete infrastructure improvements along the rail corridor, North County Transit District announced Coaster service from Oct. 19-20 and 26-27 would be shut down.On Fridays before the closures, southbound Amtrak R2R trains A792 and A796 will make their trips to Santa Fe Depot, but Amtrak train A590 will stop at Oceanside Transit Center.During the service shut down, Amtrak Pacific Surfliner and Metrolink will not provide service to Oceanside Transit Center. Trips on connecting buses will need an Amtrak reservation. Amtrak bus services will also need an Amtrak reservation. Rail 2 Rail passes are not eligible.Bus service connecting Coaster stations will not be available, but some passengers may have BREEZE Route 101 or MTS connections available.While no passenger rail service will operate on the corridor during these times, other vehicles and equipment will be in use. SAN DIEGO (KGTV) -- As school districts across San Diego County work to piece together how the next school year will look like and how they’ll pay for it, others are joining forces to try and get more resources.Two of the largest school districts in California, Los Angeles Unified and San Diego Unified, announced they plan to pool their purchasing power to secure PPE and other equipment that’s needed to safely reopen.They join the other districts in the struggle to find out how to fund all the changes they’ll have to make to keep up with the state’s guidelines in dealing with COVID-19.Last week, the state’s superintendent of schools released a handbook that looks at the options of possibly splitting up students based on grade level, having them report to school on two designated days, and doing distance learning on the other days. They’re also looking to stagger start and dismissal times.While some parents believe having students return to school is easier than virtual learning, San Diego Education Association President Kisha Borden said, “I also think it will create a need for more teachers, we may have to utilize more of our visiting teachers.”The state superintendent is also recommending face coverings before entering campus. They will not need to wear it while eating.In a statement, LA Unified Superintendent Austin Beutner and SD Unified Superintendent Cindy Marten said:“Schools across the state are working around the clock to plan for reopening because students must have the chance to continue their education. Unfortunately, last week the state published 55 pages of new guidelines on districts with no funding attached. Unless the funding needs are addressed comprehensively in the state budget, there is no way schools will be able to follow all the new recommended guidelines required for a safe, responsible reopening in the fall. It is inappropriate to pronounce public guidelines as recommended best practices and then leave districts without the necessary funding to implement them. Schools must be able to reassure parents, students and staff that their wellbeing is being addressed and these guidelines will now be viewed as a minimum threshold.”Meanwhile, in Sacramento, lawmakers just approved a state spending plan that rejects Gov. SAN DIEGO (KGTV) — City Council members will consider two proposals to develop vacant city-owned properties into permanent housing for homeless veterans, seniors, and youth and young adults.The two proposals, conditionally awarded development bids by the city, will also provide on-site supportive services. One proposal by Community Housing Works’ includes building 26 units for chronically homeless youth and young adults on a .336-acre site at the former Serra Mesa Library. That proposal includes on-site case management by YMCA Youth and Family Services. Ideally, the development would open in August 2023.The second proposal by San Diego Community Housing Corporation would turn the 1.42-acre Scripps Ranch Park and Ride site into 60 units for veterans and seniors. San Diego Program of All-Inclusive Care for the Elderly would provide on-site services. That proposal aims to open in January 2024."After a comprehensive review, we determined that both organizations submitted well-qualified and responsive proposals," said Deputy Chief Operating Officer Erik Caldwell. "Now, we will work on presenting both proposals to the City Council, so construction on these vital permanent housing projects can commence as soon as possible."The two proposals are in addition to two recent hotel purchases by the city to help homeless individuals transition into permanent housing. Last year, Mayor Kevin Faulconer announced that eight city properties would be offered up to develop into permanent supportive housing as well.In 2019, San Diego's Community Action Plan on Homelessness identified the need to increase permanent supportive housing by 2,659 units within the next 10 years, with 60% of those units developed within the first four years.A date hasn't been announced as to when the council will consider the two latest proposals. 1841

SAN DIEGO (KGTV) - Crowds have been sparse at Balboa Park since the start of the coronavirus pandemic, but that doesn't mean the park hasn't been busy."The change in Balboa Park is evident. The change in Balboa Park is important," says Peter Comiskey, the Executive Director of the Balboa Park Cultural Partnership.Comiskey says nearly every museum in the park has used the unexpected downtime to refresh their exhibits or renovate their facility. That includes large-scale renovations at the Timken and Mingei Museums."While they've been closed, they've been taking advantage of, in some cases, completely removing all of their pieces and reworking their entire buildings," says Comiskey.RELATED: Observation Wheel could bring people back to the parkBut it's not just museums. The 100-year old carousel is getting refurbished. Crews are almost finished building an observation deck around the Morton Bay Fig Tree. Five new cottages in the International Village are about to open up, housing 9 new cultural groups. "We want to do our part to help elevate the Palisades and revitalize it in the way that Plaza de Panama was."The pandemic allowed the Comic-Con Museum to get a head start on their online offerings, while still working on building renovations and exhibit planning.The Starlight plans show new terraced lawn seating, nature gardens, walking trails, and smaller stages surrounding the main bowl.Save Starlight President Steve Stopper says work is already underway on some of the smaller parts of the renovation, so they can build excitement over the coming months."It creates a window for people to get behind the idea," he says.
