RICHMOND, Va. — There has been a major drop in the number of people behind bars in the U.S. An analysis by The Marshall Project and The Associated Press found that between March and June, more than 100,000 people were released from state and federal prisons. That's a drop of 8%. By comparison, the Vera Institute of Justice found that for all of 2019, the state and federal prison population fell by 2.2%. As the U.S. struggles with the coronavirus, prison reform advocates are urging releases to halt its spread in correctional facilities. But their release, and how they behave when they’re out, is likely to affect the larger criminal justice reform movement. 671

Rocky, the owl recently rescued from the Rockefeller Christmas Tree, was released into the wild on Tuesday, completing a long journey that started from the world’s most famous Christmas tree. The Ravensbeard Wildlife Center showed video of Rocky’s majestic release into the wild on its Facebook page. The center is located about 100 miles north of New York City. The wildlife center said it released Rocky shortly before nightfall so the owl could find safe harbor for the night. It is believed that Rocky will join other owls in the region and head south for the winter.“She is a tough little bird and we're happy to see her back in her natural habitat. We are sure that Rocky will feel your love and support through her journey south,” the Ravensbeard Wildlife Center said in a Facebook post.It is believed that Rocky made the 170-mile trek with the tree. The owl was found when the tree made it into Manhattan. 919

Right now there is a mystery taking place over the Southwest United States.Hundreds of thousands of birds have been found dead since the beginning of September, according to wildlife experts in New Mexico and Colorado, where some of the most have been reported.“[It’s] really strange. Literally, birds dropping out of the sky type of thing,” said Alison Holloran, the executive director Audubon Rockies. “I actually got emails from Texas and New Mexico as well, where they’re also seeing larger numbers of die-offs.”The crowdsourcing website inaturalist.org has become a spot for people to post pictures of birds they have found as a way to provide more information to biologists and wildlife experts working to figure out why this is happening. The site reports more than 1,000 incidents have been reported involving 191 different bird species.“This is a very strange event,” said Travis Duncan, a spokesman with Colorado Parks and Wildlife. “Heavy smoke from the wildfires may have played a part in creating navigation challenges for the birds.”Duncan says biologists are still performing necropsies to determine a cause, but he says all signs point to a combination of the wildfires raging across the western United States and an early-season cold front at the beginning of September that brought snow and freezing temperatures to parts of the Midwest and Southwest.Duncan says it may have caused the birds’ main food source, which is insects, to die off, forcing these birds to migrate without enough fat and weight to keep them safe once the cold front hit.“This is a web of life. You pull one little string and the whole rope is going to move,” said Holloran. 1672

SACRAMENTO, Calif. (AP) — California is looking to tighten the rules about children under 13 using social media. The state Senate voted 31-4 on Thursday to require social media companies to first get the consent of a parent or guardian before creating an account for a child the company knows is under 13.Federal law already requires social media companies to get parental consent before collecting or selling data of children under 13. That's why most social media companies, including Facebook, already ban children under 13 from creating accounts.Democratic Sen. Henry Stern says the bill will protect children. But Democratic Sen. Scott Wiener says the bill would harm LGBT youth who live in abusive households by isolating them from others like them. The bill now heads to the state Assembly. 803

RICHMOND, Va. — Virginia has removed from its iconic state capitol the busts and a statue honoring Confederate generals and officials. That includes a bronze statue of Gen. Robert E. Lee positioned in the same spot where he stood to assume command of the state’s armed forces in the Civil War nearly 160 years ago.Virginia House Speaker Eileen Filler-Corn quietly ordered the Lee statue and busts of generals J.E.B. Stuart, Stonewall Jackson, Confederate President Jefferson Davis, and others removed from the historic Old House Chamber.A crew worked through the night Thursday to have them out of the Capitol by Friday morning. The other Confederate statues removed included:Joseph E.
