SAN DIEGO (KGTV) -- A missing 16-year-old girl from Mira Mesa has been found after disappearing November 8. Cirena was found late Monday afternoon walking on a street in Salton City. A good Samaritan who saw news reports approached the 16-year-old and asked if she wanted to go to the police station, the family says. As of Tuesday morning, the family told 10News she was back home and healthy. After she went missing, the family says a missing persons report was filed. Days later, family members found Cirena’s phone tossed a few blocks away between two homes. "Online posts from some people who have known him say he has a gun," said Camacho.10news tracked down the sister of the 19-year-old. SAN DIEGO (KGTV) -- A Navy sailor is under investigation in connection with the fire that caused extensive damage to the USS Bonhomme Richard at Naval Base San Diego, sources told ABC 10News.Multiple sources with close ties to Naval Criminal Investigative Service (NCIS) told ABC 10News that investigators determined the July 12 fire may have been set intentionally. Investigators identified a sailor as an arson suspect in their probe, sources said.The sources added multiple search warrants were executed at the sailor’s home and property. SAN DIEGO (KGTV) – A man suspected of causing serious injuries that left a man in a coma-like state for nearly four years before his eventual death was arrested earlier this month, San Diego police announced Tuesday.San Diego police said 42-year-old Manuel Lopez was identified by investigators as the suspect in the death of Allen Stokes and was taken into custody on Sept. 3, on suspicion of murder.On March 12, 2016, Stokes was found unresponsive in an apartment building in the 7100 block of El Cajon Boulevard. Stokes was taken to the hospital for treatment, but his condition never improved.According to police, Stokes “remained in a conscious, yet unresponsive state, until his death” on Nov. 8, 2019.The San Diego County Medical Examiner’s Office determined Stokes’ death “was the result of injuries received in March of 2016.”Stokes was 67 years old at the time he was injured. He was 72 years old when he died, police stated.After Stokes’ death was determined to be a homicide, investigators gathered evidence and spoke to those who knew the victim and eventually identified Lopez as a suspect in the case.Police said Lopez was booked into County Jail following his arrest.During Lopez's Tuesday afternoon arraignment, Deputy District Attorney Mary Naoom alleged a mallet was used in the killing.In entering his plea, Lopez told San Diego County Superior Court Judge Peter Deddeh, `"`I'm innocent."Lopez was ordered held on million bail and a bail review hearing was set next week in his case.Anyone with information on the case is urged to contact SDPD’s Homicide Unit at 619-531-2293 or Crime Stoppers at (888) 580-8477. 1643

  

SAN DIEGO (KGTV) - A political kingmaker is using his fortune to shake up the San Diego race for District Attorney.The first television ads are hitting airwaves now, little more than a month before the election.The element of surprise surrounds the tone of an ad paid for by billionaire George Soros. He’s known for backing progressive candidates and shaking up elections, usually with controversial ads.The ad lays out Geneviéve Jones Wright’s qualifications to be San Diego County’s next District Attorney. It does not attack her opponent Summer Stephan, which is what most politicos expected.Jones Wright told 10News she had not seen the ad.Stephan’s campaign manager said he’s surprised the ad is more of an introduction than an attack. Jason Roe also said there is no doubt in his mind the gloves will come off, based on what he called Soros’ pattern of negative and dishonest ads.Jones Wright filed a complaint with the attorney general claiming Stephan was basically campaigning on the job and using photo ops with law enforcement in her campaign materials.Stephan’s campaign manager called it a distraction. 1128

  

SAN DIEGO (KGTV) - A handful of minor city code violations have forced the Hillcrest Farmers Market to make changes to their layout, resulting in a handful of vendors losing their spot.Market officials tell 10News they didn't get any officials citations or warnings, but they heard from police and the fire marshal in the past few weeks about the problems, and have worked with the city to address all of them.One, in particular, has led to the most disruption. Fire officials told the market they needed to keep a 20-foot buffer between the booths and the median on Normal Street, to allow enough room for a fire truck to drive through. To accommodate that, the market had to remove about 30 of its 200 vendor spots. Some of the booths were put in the north parking lot of the DMV, but 13 vendors still haven't returned to the market.Also, market officials say they had gotten complaints from local churches and business about parking and people crossing the street without using crosswalks near the vendor parking lot. To change that, they've hired a parking attendant to oversee the lot. The attendant also directs non-vendors to the free parking areas at nearby schools."All these changes have made things better," says Market Manager Mark Larson. He says it's been an adjustment, but the feedback has been great from both customers and vendors."Sales are up," Larson says while pointing out that the extra walking room has made it easier for families and people with strollers to navigate the market.The market also plans to expand onto Harvey Milk Street to make room for the vendors who lost their spot. They're also looking into adding a concert stage for live music. To do that, they need to re-submit their permit to the city. That could take a few months, but they're hopeful it will make the market better in the long run. 1852
