LANZHOU, Sept. 21 (Xinhua) -- Chinese President Hu Jintao has written a congratulatory letter to mark the 100th anniversary of the founding of Lanzhou University in northwest China's Gansu Province.     The university has been sticking to its motto of making constant efforts to become stronger and fostering its own features, and has developed glorious patriotic and academic traditions, Hu said in the letter.     After the founding of New China and particularly the country's reform and opening up, Lanzhou University has shared the fate of the nation and kept pace with the times, and made important contribution to the economic and social development in the western regions, the president said.     He expected the university to contribute more to supporting the national program of developing the western regions, building an innovation-oriented country and a moderately prosperous society in all aspects, and stepping up the socialist modernization drive.     A grand gathering was held Saturday to commemorate the centenary of the university. State Councilor Liu Yandong read President Hu's congratulatory letter at the conference, noting that talented people and education are the foundation of building a strong and modern country.     She hoped that the university plays a better role in cultivating innovation-oriented talents, and bolstering advanced thinking and science and technological achievements.

ZHENGZHOU, Aug. 16 (Xinhua) -- Chinese authorities began Sunday relocating the first batch of rural residents totaling 10,600 in central Henan Province to make way for one of the three routes of the country's massive South-to-North Water Diversion Project.     The residents in Xichuan County will move to 10 newly-built villages in 10 different counties of Henan, and the project is expected to be finished by Sept. 10, according to the relocation plan designed by the Henan Provincial Office of the South-to-North Water Diversion Project.     They need to move away from the Danjiangkou Reservoir, a water control pivot along the middle route of the diversion project, as the reservoir dam is being heightened to hold more water and ensure water supply for the diversion project, the plan said.     "I am happy to move to a new, larger home," said Zhang Faxiang, whose family was transferred to a new village in Xuchang County Sunday.     He said concrete roads were built in the new village, which are not commonly seen in central and western Chinese villages. The local government has provided tap water, methane gas for them and built primary schools, recreation centers and other public facilities.     According to the relocation plan, more than 320,000 people in Henan and neighboring Hubei Province will move away from the Danjiangkou Reservoir. Hubei authorities plan to relocate 12,000 people this year.     The South-to-North Water Diversion Project, one of the world's largest water project, is an effort to divert water from China's rainy south to its dry north. It has three routes: the eastern, middle and western ones.     The State Council, China's highest governing body, approved the ambitious project in December 2002 after a half century of debate.

  

PYONGYANG, Sept. 17 (Xinhua) -- Kim Yong Nam, president of the Presidium of the Supreme People's Assembly of the Democratic People's Republic of Korea (DPRK), met with Dai Bingguo, Chinese state councilor and special envoy of Chinese President Hu Jintao, here Thursday to discuss relations between their two countries.     Kim asked Dai to convey his greetings to his Chinese counterpart, Wu Bangguo, and offered congratulations on the 60th anniversary of the founding of the People's Republic of China.     Kim expressed his wish that the Chinese people, under the leadership of the Communist Party of China, will continue the country's modernization drive.     Kim reiterated that it is the unshakable stand of the Worker's Party of Korea and the DPRK government to consolidate and further promote the traditional DPRK-China friendship.     He said the DPRK side would work with the Chinese side to push forward DPRK-China relations.     Dai conveyed Wu Bangguo's greetings, saying the Chinese government and the Chinese people treasured the friendship with the DPRK, and would strengthen the exchange and cooperation with the DPRK side to write together a new chapter of the friendship.     This year also marks the 60th anniversary of the establishment of diplomatic ties between the two countries and has been named the Year of China-DPRK Friendship.     After the meeting, Dai and Kim watched the debut of the opera, "The Dream of the Red Chamber" at the Pyongyang Grand Theater. The opera, based on a Chinese classic, was staged first in the 1960s under the initiative and instruction of late DPRK president Kim IlSung.     The opera has been renovated and re-staged as a major event in the Year of China-DPRK Friendship. DPRK top leader Kim Jong Il has taken a strong interest in its development and has watched a rehearsal.

  

BEIJING, Aug. 13 (Xinhua) -- Chinese food and drug regulators are required to report food accidents to their superiors and local health authorities within six hours, according to a government draft regulation Thursday.     The draft, issued by the State Food and Drug Administration (SFDA), demands that once accidents occur involving 30 or more people, food and drug regulators at or above the county level should report them to their superiors and local health authorities within six hours.     With regard to food safety accidents that occur on campuses, during important nationwide festivities, involve 100 people or more, or kill one or more people, food and drug regulators should not only abide by the "six hour regulation," but also report them to the SFDA "in a timely manner," according to the draft.     Catering service runners, should they find food accidents, are asked to immediately stop using all suspicious food and cooking facilities and protect the site. They are also required to report to medical authorities and food regulators at or above the county level within two hours.     The draft regulation also stipulates that heads at schools, companies or government organs will be held accountable if food accidents occur twice in one year in their cafeterias.     The SFDA also asked food and drug regulators at all levels to formulate emergency plans to deal with food accidents based on local conditions.
