BEIJING, Nov. 1 (Xinhua) -- Commander-in-chief of China's manned space program Chang Wanquan announced early Tuesday that the launch of Shenzhou-8 unmanned spacecraft is successful.The spacecraft was successfully sent into the designated orbit after the blastoff at 5:58 a.m. at the Jiuquan Satellite Launch Center in northwestern desert area, carried by an upgraded Long March-2F rocket.It is heading to rendezvous with the Tiangong-1, or "Heavenly Palace-1" that was put into space on Sept. 29 for the country's first space docking.The docking, if successful, will pave the way for China to operate a permanent space station around 2020, and make the nation the world's third to do so.The launch was attended by Chinese Vice Premier Zhang Dejiang. It was also observed by senior experts from the European Space Agency and the German Aerospace Center at the launch site.The docking will happen within two days after the launch of the Shenzhou-8 at a height of 343 km above Earth's surface. The spacecraft will return to Earth after two docking operations.

SHANGHAI, Jan. 11 (Xinhua) -- China has allowed the Bank of East Asia (BEA) to issue yuan-denominated bonds in Hong Kong for a second time, about three years after it became the first foreign-invested bank to make a yuan bond issuance, the bank said Wednesday.BEA China Ltd, a wholly-owned subsidiary of the BEA, was given the approval by the National Development and Reform Commission of China to issue yuan bonds in Hong Kong, it said.Details on the amounts and timing of the offerings weren't available. In 2009, in a major landmark, the BEA issued its first yuan bonds in Hong Kong in an aggregate principal amount of 4 billion yuan (630 million U.S. dollars).The BEA was among the first foreign-invested banks to be given the green light to issue yuan-denominated bonds in Hong Kong, a move analysts say will bolster the international influence of the Chinese currency, also known as renminbi.Sun Minjie, deputy head of BEA China, said the second bond issuance will give the bank stable access to capital, improve its debt portfolio, and support its development on the Chinese mainland.

HAIKOU, Dec. 16 (Xinhua) -- China will actively push forward maritime cooperation with the 10 members of the Association of Southeast Asian Nations (ASEAN) in light of the guidelines on conduct in the South China Sea, a Foreign Ministry official has said.Assistant Foreign Minister Liu Zhenmin made the remarks during an international seminar on implementing the Declaration on Conduct of Parties in the South China Sea (DOC) and maintaining the navigational freedom and security of the waterway.Early next year, China will hold a senior officials' meeting and working group meeting with ASEAN countries on the implementation of the 2002 Declaration on the Conduct of Parties in the South China Sea (DOC), Liu said in an interview with Xinhua on the sideliens of the seminar held in Haikou, Hainan Province, from Dec. 14-15..The senior officials' meeting is a guiding mechanism for implementing the DOC at governmental level. BEIJING, Oct. 26 (Xinhua) -- The State Council, or China's cabinet, has decided to create a food allowance for about 26 million needy students nationwide, according to a statement issued on Wednesday.Each student will receive an average of three yuan (47 cents) daily from the central budget, said a statement issued after a State Council meeting presided over by Premier Wen Jiabao.The policy will be implemented on a trial basis in 680 less-developed counties, the statement said.Authorities will have to allocate a total of 16 billion yuan annually from the central budget to meet the policy's requirements, it said.The money will be given to schools instead of directly to the students' families, allowing the schools to provide more and better food in their canteens, the statement said.Efforts will be made to build better canteens in rural primary and middle schools, the statement said.The statement added that daily allowances for needy students at primary boarding schools will also be increased from three to four yuan, while those for students at middle boarding schools will rise from four to five yuan.

Even so, a property tax is unlikely to be put into effect for Beijing, they said.This year, the average price of commercial housing units stopped rising in July and so far has been lowered by 6.3 percent below what it had been in the same period last year. Of all of those who bought property in the 11 months of the year, 90 percent were first-time buyers, said an announcement released by the Beijing Municipal Commission of Housing and Urban-Rural Development."The restrictions worked well this year," said Wang Rongwu, with the commission, at a news conference on Friday morning. "But keeping the property market sound will require prolonged restrictions. Our specific goals for the purchase limits next year are still under discussion."Chen Baocun, deputy secretary-general of the National Real Estate Manager Alliance, said property developers will be able to cope with an extension of the limits."Developers didn't expect a sudden drop of the purchase restrictions next year," he said. "They are prepared to accept the policies for a longer time."In an attempt at tamping down property prices, the central government took time at the country's central economic work conference on Wednesday to encourage more cities to adopt a property tax. Such a tax is already being tried out in Shanghai and Chongqing.Beijing, though, is not likely to look seriously at adopting one, "unless it is otherwise required to by the central government", Wang said.
