Voters must be registered at least 15 days before an election. If they fail to meet this requirement, they can conditionally register and vote provisionally, according to the San Diego Registrar of Voters. Voting materials, including sample ballots, are mailed starting 29 days before an election. If you changed your name, moved, or want to switch political parties, you must re-register to vote with a new application. In order to register to vote in California, you must be a U.S. citizen, a state resident, at least 18 years old before the next election, not in prison or on parole for a felony, and not declared mentally incompetent by the court. San Diegans will be able to vote March 3, 2020, in the presidential primary election.National Voter Registration Day was first observed in 2012 and is recognized by the National Association of Election Officials. SAN DIEGO (KGTV) - New technology is offering schools another weapon in the battle against vaping and e-cigarettes.At this week's National Conference on Education, Soter Technologies is promoting its FlySense machine. It's similar to a smoke detector but tuned to sense vaping byproducts in the air."We can determine if a flavor is in the air, if THC is in the air, or if nicotine is in the air," says CEO Derek Peterson. "The device can determine what's in the air, whether someone's using a jewel pen, vaping, or an old fashioned e-cigarette, or a regular cigarette."The device then sends an alert to cell phones of nearby teachers and administrators so they can respond. Peterson says they've already sold 7,000 FlySense devices around the country, including 1,000 in California.It's helping schools fight a growing epidemic. A recent study in the Journal of American Medicine says 5.3 million teenagers admit to using e-cigarettes. The CDC says they're harmful to kids and adults and can be addictive."Kids get hooked on the vaping pens because of the nicotine content," says Peterson. "They think it's cool. And then before you know it, they're trapped. They're hooked on the nicotine. They can't get off."In addition to the FlySense machine, Peterson's company gives schools an educational curriculum to teach the dangers of nicotine and vaping. SAN DIEGO (KGTV) - Nearly 300 goats are munching away at brush on and around Cuyamaca College.The college contracted with Environmental Land Management and its goats to help with fire mitigation.A preserve surrounds the 165-acre campus. The goats and ELM staff and machinery will clear about 50 acres of brush in six to eight weeks. The goats are estimated to do 65 percent of the clearing work.Julianna Barnes, the President of Cuyamaca College, says the goats are a way to be pro-active during the fire season.“Usually we bring out an all-human crew with heavy machinery,” Barnes said, “but it’s actually 20 percent the cost of bringing in an all-human crew. And it’s more environmentally sound.”The goats will eat 7- to 10-percent of their body weight. Also, goats do not re-seed plant life in their excrement, according to the college.“We have a lot of non-native plants, and they’re highly flammable,” Barnes said, “(The goats) love to eat, and they love these non- native plants.” 994

  

SAN DIEGO (KGTV) - Police arrested two people following a pursuit through San Carlos Friday night.Officers say they responded to reports of gunshots near the San Carlos Recreation Center around 9:53 p.m. They said they tried to pull over a suspicious vehicle, but it took off. A five-minute pursuit took place before the suspect’s car crashed near the Jackson and Golfcrest Drives.The suspects rushed out of the vehicle, but one was caught after surrendering at a nearby taco shop.  The other one ran into a nearby housing complex. That suspect surrendered after about a three-minute standoff.Police say they found guns in the car. The suspect's names have not yet been released.  713

  

SAN DIEGO (KGTV) -- Police are searching for a suspect in a Serra Mesa stabbing that left two people in critical condition Saturday night.Officers responded around 7:51 p.m. to a call of a brawl outside of a house party on the 8400 block of Neva Avenue, police said. At least two people were located with stab wounds to the torso.A resident told 10News described hearing people fighting outside his home. He tried to intervene but the suspect disappeared.“I rushed out to see if I could stop them from doing anything and by the time I think they already left the scene," said Turk Sapta.The unidentified victims were transported to a local hospital in critical condition, police said.No description of the suspect or suspects was given at this time.Stay with 10News for updates to this developing story. 813
