CINCINNATI -- Police officers trying to arrest a man ended up fatally shooting him and wounding one of their own after the man struggled and drew a realistic pellet gun.Police were serving a robbery warrant for 20-year-old James Clay in an apartment in Cincinnati at about 3:40 p.m. Friday, according to Police Chief Eliot Isaac.The officers knocked, but there was no response. CHULA VISTA (CNS) - A former Tijuana police officer was handed a two- year state prison sentence today for his role in a planned break-in of a Chula Vista residence, which he and others believed was a stash house containing around million in drug money.Marco Quijas-Castillo, 28, pleaded guilty earlier this year to one count of conspiracy to commit robbery for the attempted January break-in.A fellow Tijuana officer, Jesus Estrada Torres, 35, was also charged in the case and is awaiting trial on a conspiracy charge.According to preliminary hearing testimony, the two officers and four other men believed a shipment of money would be delivered to the three-bedroom residence, which was actually being rented by the FBI. The defendants were informed of the supposed shipment by an undercover FBI agent, according to testimony.According to the criminal complaint, Quijas-Castillo and Torres crossed into the United States from Mexico with Ignacio Martinez-Cruz, 34, and met up in Chula Vista with fellow defendants Nicholas Jeremiah Shaw, 25, Mario Eugene Hall, 35, and Tomas Emmanuel Ramirez, 30, who allegedly traveled to Chula Vista from San Bernardino County.Castillo and Torres ``provided counter-surveillance'' at a Kohl's store in Chula Vista, while the other four men met with the undercover agent, according to the complaint.Castillo and Torres also provided surveillance near the Chula Vista residence while Shaw walked up to the house, and ``entered a code into a lockbox containing a key to enter the house,'' the complaint alleges.According to testimony, the men planned to tie up two people believed to be inside the home, then take the money, but were arrested by law enforcement upon approaching the home. 1733

CHULA VISTA, Calif. (KGTV) -- The man accused of fatally stabbing a man during a road-rage dispute in the South Bay is due in court for pre-trial motions Monday. Rickey Smith, 60, is accused of stabbing 36-year-old Horace Williams to death as Williams sat in his van. According to police, the incident happened on November 27, 2018 along Sweetwater Road. Witnesses told police Smith was following Williams’ van as the two yelled at each other. RELATED: Man accused of killing driver in South Bay road rage incident pleads not guiltySmith’s pickup then reportedly hit the van from behind before Smith pulled in front of the van, slamming on the brakes. Witnesses told police the maneuver caused the crash. Police say Smith then got out of his truck and stabbed Williams. Smith, a father of five who had just dropped several of his children off at school, died at the scene. (KGTV) -- The Sweetwater Union High School District’s reopening plan for the 2020-21 was approved by its board Monday, with the school year set to begin Aug. 3 via distance learning.The district first announced its reopening plan during a meeting on July 23.From Aug. 3-Oct. 2, all classes will be virtual -- based on public health orders issued by the state.To start the year, while distance learning, students will be on a daily block schedule. Students will have three classes a day with 30-45 minutes of face time with their teacher and 45-60 minutes of class spent as independent study.Devices for distance learning will be available for all students. The district’s plan indicated a July 29-31 window for device distribution.Attendance will be monitored and grades “will be based on mastery and course completion requirements.”During the school year, the district plans to evaluate the possibility of a return to in-class instruction on three dates:-- Sept. 21: District will assess whether distance learning will continue after fall break.-- Nov. 30: District will assess whether distance learning will continue into second semester or potentially bring 10% of students back to schools.-- March 1: District will assess whether distance learning will continue through the end of the school year.If in-class instruction is allowed, all schools will have safety protocols in place that will be monitored.The reopening plan notes all afterschool programs will be virtual.All fall sports are postponed until at least mid-December, based on CIF guidelines.Click here to view a draft of the Sweetwater Union High School District's full reopening plan 1678
