ENCINITAS, Calif. (KGTV) — Dr. Pat Davis stood atop the bluffs at Grandview Beach in Encinitas on Friday, holding back tears."Bear with me, please," he says. "This is only the second time I've been near the beach since the accident."That accident, on Aug. 2, 2019. I came down here about a week ago for the first time in six months and it was difficult."But Davis made sure he would be there Friday, to help announce the first significant federal money devoted to help make the bluffs safer.Congressman Mike Levin announced 0,000 to start the engineering phase of the project to help prevent the tragedy from occurring again.RELATED: Community, husband of victim push for Encinitas bluff stabilization"The primary purpose of the project is to stabilize tall bluffs that erode due to high-energy storm swells and rising sea levels, posing threats to life, property and critical infrastructure," Levin said.There's still a ways to go.The project needs another roughly .5 million dollars for engineering, and it's estimated to cost million to carry out every five to 10 years. He says he'd like to see more education about staying 40 feet from the bluffs; more blunt warning signs saying people have died at the beach; beach closures to families at high tide or when there is no safe are away from the bluffs, and 100-foot safe zones where parents know it is safe for their kids to play."I'd like to be able to at least say that I tried to do something," Davis says. 2038

(KGTV) — Encinitas officials announced a "one-of-a-kind" crosswalk has been placed across Coast Highway 101 in downtown.Officials say the artistic crosswalk featuring surfboard shapes and waves spans across the highway at G Street and took two years of coordination between city staff and City Council to put together. The city says the crosswalk will improve walkability and bring more public art to the area.Artist Steffen Vala, whose work has appeared around the globe and been featured by Apple, Marvel, and other big brands, was commissioned for the crosswalk."The iconography of surfboard shapes is a nod to each surfer's 'magic board,' unique to them like their fingerprint. Juxtaposing this individualism is a unifying tidal wave laid out like the ocean's fingerprint that connects all the surfboards. This symbolizes the unifying, collective, 'party wave' we are all riding and our love in protecting the environment while celebrating our differences," the city said in a release.The city says the crosswalk is the longest decorative crosswalk of its kind and first one across a historic highway. 1132

Facebook and Instagram were both having issues as users reported problems with the social media sites early Tuesday morning. According to downdetector.com,  the East coast is reporting the most problems with Facebook in the United States, but issues are being reported globally as well. ESTERO, Fla. — A Florida man saved his dog from certain death after he wrestled an alligator that snatched the puppy and dragged the pooch into a pond."He just came out like a missile," 74-year-old Richard Wilbanks of Estero said of the gator that attacked Gunner, his cavalier King Charles spaniel.Wilbanks jumped into the water, pried open the gator's mouth and freed Gunner from the gator's jaws.The rescue was caught on camera by the Florida Wildlife Federation.Wilbanks told CNN that his hands were "just chewed up," but Gunner is doing OK."We live on a shared landscape," Florida Wildlife Federation spokeswoman Meredith Budd told WINK-TV in Fort Myers. ESCONDIDO, Calif. (KGTV) - The Escondido Union High School District is celebrating a grant renewal of over million to go towards helping students.The ASSETs grant comes from the federal government and helps funds after-school programs and other support services for students and parents.The district has received this funding for the past 10 years and schools have put it to good use.San Pasqual High School has created unique clubs like ukulele, welding, robotics, and mountain biking. The money also funds academic tutoring as well as programs like Drivers Ed.Everything created through the ASSETs grant money is free for students. "I can tell you it has literally transformed the experience for hundreds of students, hundreds," said San Pasqual High School Principal Martin Casas.Up until last week, next year's grant money wasn't a sure thing. Casas says the district worried the money would be cut from the federal budget.ASSETs grant schools like San Pasqual were trying to figure out which programs they'd have to cut if the funding didn't come through. Casas estimates they would have had to cut half of their programs.But now that the funding is secured, schools can look forward to creating even more programs.They'll receive 0,000 each year for the next five years.Some new programs in the works include building skateboards, music production, and mariachi.In addition to San Pasqual High, Orange Glen, Escondido and Valley High Schools will be getting ASSETs funding.The district says over 75 percent of its students qualify for free and reduced lunch, so these programs are vital.  1618
