SAN FRANCISCO (AP) — Archaeologists have confirmed a long-time suspicion of historians and say that famed Alcatraz prison was built over a Civil War-era military fortification.SFGate reports researchers have found a series of buildings and tunnels under the prison yard of Alcatraz Federal Penitentiary, which once held Al Capone.A study published in "Near Surface Geophysics" says archaeologists used ground-penetrating radar and terrestrial laser scans and historical maps and photographs.They found fully buried structures, ammunition magazines and tunnels.Historians believe workers built over existing structures when the prison was built in the 20th century.Alcatraz first came to the attention of the U.S. government after it wrestled control of California from Mexico in the 1840s.Its location in San Francisco Bay made it attractive for military fortification purposes. 886

SAN DIEGO (KGTV)- Visitors and locals are expected to flock to San Diego beaches this Fourth of July weekend.While some beaches will close in California for the holiday weekend, San Diego County officials will keep local beaches open.San Diego County Supervisor Nathan Fletcher said no COVID-19 community outbreaks had been linked to beaches, and without the data, it would not make sense to close them off.According to Dr. Wilma Wooten, the county’s public health officer, leaders of San Diego’s coastal communities said they believe they can manage the enforcement of social distancing and facial coverings this weekend.Longtime Solana Beach residents Richard and Lori Brenckman are frustrated by the idea of crowds flocking to the beaches during a pandemic.“The general public has shown that it’s not trustworthy to social distance,” said Lori Brenckman. “They want to gather, and most people have proven that they won’t follow the rules.”Beachgoers are required to maintain social distancing and wear a facial covering when they come within six feet of someone not from the same household. Mixing with other groups is prohibited.Lifeguards across the county are preparing for the busy weekend.“It is the big holiday of the summer, so we expect giant crowds,” said Lifeguard Lt. Rick Romero with San Diego Fire-Rescue. “This a tourist destination; everyone wants to come to San Diego. SAN DIEGO (KGTV)-- The special needs teacher accused of having a sexual relationship with a student, pleaded not guilty to 20 felony counts. He also declared he would represent himself in the case. Against the advice of the judge, 49-year-old Juan Carlos Herrera told the courtroom, he will fight this alone. "I would like to represent myself," Herrera said. Relinquishing rights to counsel, the San Diego High school special needs teacher read the 20 felonies for the first time inside the defendant's box. Those charges include having sex, performing other sex acts, and physically and emotionally abusing one student between February 2018 and this March, when she was 15 and 16 years old."They occurred on an almost daily basis," Deputy District Attorney, Jessica Coto said. "They took place in hotels, in his car, and in his classroom." Coto said his ongoing manipulation extended to making threats."The defendant also routinely threatened the victim, that if she told anybody about what was happening, that she would cut off her arms and legs," Coto said. This all came to light on May 5, 2019, when police arrested Herrera at the US-Mexico border. Days prior, the girl's mother found inappropriate messages from Herrera on her daughter's phone.Because of the nature of the charges, and Herrera's second home in Mexico, the prosecution requested million bail. As his own attorney, Herrera fought back, saying he is a Navy veteran with a 25-year clean record with the district."It's not conceivable for someone with my earnings to make million, nor would I flee," Herrera pleaded. "I have been a person of honor and honesty since the beginning."The judge disagreed and kept the bail at million, handing Herrera his first loss, leaving him in utter disbelief.The judge also put a criminal protection order for the now-17-year-old victim. If convicted, Herrera could face a maximum of 16 years eight months in prison. But the prosecution mentioned, more time could be added if they find more evidence of sexual abuse. 2037

(KGTV) — Pacific Beach restaurants are open for dine-in service for the first time since the pandemic started."People look happy, people are just happy they don't have to cook for themselves right now, they have some place to go where someone can cook for them," Mavericks Event Manager Krista Marcheschi said.Mavericks is a popular destination for drinks and dancing weekend nights, but since the pandemic Marcheschi said they are adhering to the strict guidelines set by the county.RELATED: Encinitas lifeguards out in full force for Memorial DayMarcheschi said they closed on March 15th and reopened last week for take out. San Diego (KGTV)- People in North Park say they’re fed up with rushing water and flood damage from recent water main breaks. There have been at least four major water main breaks, since 2017, in the same area. The latest break over the weekend was located on Myrtle Avenue near Park Villa Drive. Neighbors were left without water for almost eight hours. They tell 10News they have been trying to get the city to fix the lines in the area for years. “In the past 12 years, we’ve had seven… five on my street, two on the side streets,” says neighbor Linda Nelson. Nelson has been living in her North Park home since 1980. She says they’ve had some breaks in the same spots. “What happens is they patch it up and then a year or two later it breaks where they patched it.”The city says the concrete pipe was over 50 years old. They are in the process of replacing all cast iron pipes around the city. Then they will then assess the concrete ones. The city hopes to have all the cast iron pipes removed by 2023. But with a fast-growing community, neighbors feel the infrastructure in areas like North Park should be first on the list. “They want more apartments on the transit lines, which mean North Park,” says Nelson. “If they increase the density and they don’t fix the infrastructure that we have that just puts more pressure on it. Until they can make it right for the folks that lived here for a long time, I don’t think we need any more people.” 1457
