SAN DIEGO (KGTV) - The San Diego County Office of Education is bringing solutions to families without internet access to start the school year.The “digital divide” was already in place before the pandemic. With an increased reliance on distance learning and working from home, it’s only gotten worse.Before coronavirus, 1 in 5 students in San Diego County were under-connected or not connected at all.Chief Technology Officer, Terry Loftus, with the County Office of Education is working to help fix that.“If the parent had an Android phone, that qualifies as connectivity, but it’s not broadband and it doesn’t meet the needs of distance learning,” said Loftus.The COE is stepping up to the challenge of bridging the digital divide that plagued about 100,000 families.“Approximately 36,000 of those were South and East county,” said Loftus. “Or our districts that have people on the Free and Reduced Meal Program and haven’t had access in the past.”Many families can’t afford cable or wireless connections, or were forced to cut the cord after losing their jobs.Others live in more rural areas where that connection isn’t possible.So, they’re adding satellite solutions and distributing hotspot devices.“The 5,000 devices that are going out in the next week or two in that initial order, zero are being paid for by families,” said Loftus.There are also options for undocumented families and those who don’t want to share personal information to secure a connection.“To get that service without having to give details about their financial background, immigration status,” said Loftus.Most of the new connections are coming at no cost to parents or students thanks in-part to money from the CARES Act.The COE is also working with legislators on Senate Bill 1130 that would build new infrastructure in communities that need it.They’re in the process of surveying families to see who still needs connectivity as their programs are rolling out. SAN DIEGO (KGTV) — There have been 137 community outbreaks reported in San Diego County since June 1, according to San Diego County health officials.Since March 25, the county has reported 164 community outbreaks that have resulted in 1,220 coronavirus cases:March: 3April: 16May: 8June: 34July: 93August: 10County officials broke those numbers down from June 1, 2020, to Aug. 4, 2020, where the majority of community outbreaks have been reported at restaurant/bar and business settings. See the data below:The county adds that community outbreaks between June and August from business, restaurant, and restaurant/bar settings have resulted in a total of 212 cases in June, 508 cases in July, and 48 cases in August.On Wednesday, the county reported 30 community outbreaks, much high than the county's trigger of seven in a week.Even though a restaurant or restaurant/bar is linked to a community outbreak, County Public Health Officer Dr. Wilma Wooten says that doesn't mean a business is failing to adhere to public health orders.RELATED: San Diego County Board approves plan to allow businesses to operate at county parks"It may not mean there's anything going on wrong at the restaurant or at the restaurant/bar," Wooten said. "Most of our outbreaks we do deploy an assessment team and if they are restaurants, the Department of Environmental Health has taken that role until, as of Tuesday, when that will now be under the (county) compliance program."Wooten said investigators visit a reported business and make sure they are adhering to signage, social distancing, face covering, and sanitation measures.The county has said in the past it doesn't name locations where a community outbreak was traced to in order to encourage businesses to cooperate with COVID-19 case contact tracers. 1799

SAN DIEGO (KGTV) — The suspect of a Spring Valley murder nearly seven years has been arrested in New York.Waverly James, 49, was arrested in New York for the Dec. 6, 2012, murder of 52-year-old Stanford Roy Johnson, according to the San Diego Sheriff's Department.Deputies say they were called to a home in the 9000 block of Lemon St. on Dec. 6, 2012, for a welfare check. Deputies found the rear door open and discovered Johnson dead from multiple stab wounds.James was identified as a suspect and arrested on a warrant in New York. He will be extradited to San Diego and booked for murder. 599

SAN DIEGO (KGTV) - There’s now a bombshell update about the standoff from earlier this summer at a condo complex near SDSU.Two officers were shot and dozens of neighbors were terrorized. 10News Investigative Reporter Jennifer Kastner has confirmed that officers wanted to search the suspect’s home for weapons days before the shooting.However, the Office of the San Diego County District Attorney did not attempt to get a search warrant. It was a horrifying night that ended with one person dead and two San Diego Police officers wounded by gunfire. Suspect Joseph Darwish died in the massive standoff.He had numerous hand guns and rifles, according to police. In the days after the shooting, 10News was tipped off by a law enforcement source that the FBI’s Joint Terrorism Task Force had wanted to search Darwish's home because they thought he had a weapon and was buying parts to make more weapons.Darwish wasn't supposed to own any weapons because of his criminal history. Our source says the FBI asked the District Attorney's Office to sign off on having a judge issue a search warrant, but the DA’s Office did not do so.For the past 7 weeks, 10News has been trying to confirm this with the DA’s Office.After our 10News attorneys got involved, the DA’s Office sent us a letter reading in part, “On June 13, 2018, the San Diego County District Attorney's Office received a request by law enforcement to review a draft of an affidavit in support of a search warrant to conduct a search of Mr. Darwish's person, property and residence. The District Attorney's Office determined that the warrant was legally deficient and so advised law enforcement.”June 13th was 10 days before the big shooting. 10News asked law enforcement expert and former police officer Kevin LaChapelle what "legally deficient" means. “It means that the District Attorney's Office felt that there was insufficient evidence or insufficient information that a judge would not grant a search warrant,” he explained.10News asked the DA’s Office why it turned down the FBI’s request to do a search warrant, but the DA’s Office will not answer that question, stating it's "exempt from disclosure".LaChapelle said this may have been a lesson learned the hard way, for the DA’s Office. He explained that the DA’s Office may reevaluate when it’s appropriate to seek a warrant. “It may help them start saying [a warrant] didn't meet [certain] criteria but it met this.It didn't meet a [level] 10 but it was at like a 7 and gosh, maybe [the DA’s Office needs] to start looking at this more so we can prevent these kinds of things,” he added. The FBI declined to comment about Monday’s story. San Diego Police have taken the lead on investigating the shootout. As of Monday morning, a lieutenant with the Homicide division said the investigation is still open and active and will probably take another couple of months to finish. 2913

SAN DIEGO (KGTV) -- The San Diego Rapid Response Network (SDRRN) gave 10News an exclusive look inside the shelter where they help asylum seekers daily. The location of the shelter is kept private to protect the migrants. Rapid Response usually houses people for 24 to 48 hours. When migrants first arrive, they see a doctor the go to an intake room where volunteers help make travel arrangements with family members already inside the U.S. The migrants are fed three times a day and are each given a full set of clothing. Sometimes, the network even funds their travel plans. Volunteers at the shelter tell 10News they are running out of resources to continue helping. They want city, county and state officials to step in and help. In the meantime, they are relying on donations from the community. They've set up a GoFund Me campaign and a travel fund for the migrants who need help with transportation. The city tells 10News they are exploring all options to help.Tuesday, the asylum claims of six Hondurans were accepted for processing, ending a 17-hour standoff, according to the Associated Press. The asylum seekers arrived at the crossing Monday afternoon but after several hours in the U.S., inspectors agreed to process claims of eight unaccompanied children and a mother with her five children. Six more weren’t initially allowed into the country and sat on blanket through the night before authorities processed their claims. The impasse highlighted a U.S. practice to limit entry for asylum seekers at official crossings when they are at full capacity, which it calls "metering" or "queue management." 1622
