"In Beijing, there are 52 rivers with a total length of 520 kilometers inside the sixth ring road. Yongding and Jingmi rivers are the city's two main water sources, and Qinghe, Bahe, Tonghui and Liangshui are key drainage waterways," said Yu Kongjian, dean of the Sight Engineer Institute with Peking University. Originally, Beijing only wanted to control the floods by letting water flow out as soon as possible. Therefore, riverbanks were cemented down in order to prevent water leakage and the growth of plants, which could slow the water speed down. However, the shortage of rainfall in Beijing since 1999 showed that this method was not correct. On the one hand, streams had less fresh water to clean themselves. On the other, more polluted water was dumped into the rivers as more people moved into the capital. And in the summer of 2001, something bad happened. "The rivers in Beijing turned blue overnight and gave off a smelly odor," said Liu Peibin, vice engineer of Beijing Water Authority. There was an algae bloom due to so much pollution in the water. Algae covered the water surface and consumed most of the oxygen, and many creatures in the water died as a result. These "concrete pools" became the haven for swarms of mosquitoes which forced tens of thousands of residents nearby to close their windows and doors tightly especially in summer days. The water authorities had to act quickly for public safety. The first step was to demolish the concrete covering the riverbanks. The soil was exposed to water again, and the water could circulate down to the riverbank. Secondly, in order to stimulate oxygen in the streams, engineers put big stones in the water to create mini waterfalls. And they grew trees like willows and plants such as bulrush along the riverbanks. "Bulrush can purify polluted water through absorbing nitrogen and phosphorus in the water and exhaling oxygen," Deng added. "Gradually Zhuanhe came back to life and got rid of the polluted and smelly water. This would be impossible today if the brook was still covered in concrete." "What we did with Zhuanhe is a milestone in the progress of river treatment with new ecological ideas," said Deng Zhuozhi, vice engineer of Beijing Water Project Institute. But due to capacity limitations at its plants, there is a rising gap between demand and supply.Mao pointed out that fuel shortages are mainly triggered by the production drop at medium- and small-sized refiners scattered around the country, which contribute 5 to 10 percent of the country's supply.The National Development and Reform Commission (NDRC), the top economic planner, keeps a tight lid on domestic fuel prices to fend off inflation, only allowing refiners to set prices within an 8 percent band of a government-imposed benchmark.Sinopec will have more refining capacity on stream next year, which will help ease supply pressure, Mao said.This year, it is believed Sinopec may import more oil products from abroad if necessary. National authorities Thursday urged local governments to deal more firmly with cases of illegal land acquisitions. The move comes at a time when such cases are becoming increasingly common. An increasing amount of investment capital is flowing from the Chinese stock market to the relatively stable real estate markets in major cities like Shanghai, Beijing and Shenzhen, according to several banks and property consultancies. Low- and medium-level residential properties have been attracting the bulk of the funds diverted from stocks, while luxury residential houses and office buildings are taking in a much smaller share, according to a recent survey by Shenzhen-based Worldunion Properties Consultancy (China) Limited. The survey, which covers 16 real estate projects in Shenzhen, Beijing and Tianjin, estimates that funds diverted from stocks accounted for around 50 percent of the total transactions in low- to medium-priced residential properties from October 2006 to June 2007, 10 to 20 percent in luxury apartments and about the same percentage in office premises. "The volatility of the stock market after the stamp tax hike in late May has also increased the potential risks and reduced the returns of stock investment, prompting many risk-averse investors to shift their focus to the property market," the Worldunion report said. "It can be seen from the weak and uncertain performance of the stock market and the strong performance of property prices in various major cities," the report said. Housing prices in 70 large-and medium-sized cities in China continued to rise in June, up 7.1 percent over the same period last year, while the Shanghai Composite Index dropped 7 percent that month. SHENYANG, March 6 (Xinhua) -- A total of nine descendants of the Chinese painter Qi Baishi have made agreements with one of 19 publishers and received books worth 100,000 yuan (14,051 U.S. dollars) as compensation over copyright infringement, a local court said on Thursday. The Chinese Drama Publishing House contacted Qi's descendants and decided to give them books worth 200,000 yuan with a 50 percent discount as compensation after the court handed down the petition paper on Feb. 26, according to Shenyang Municipal Intermediate People's Court on Thursday. Qi's offspring will have 90 percent copyright of the pirated book "Wu Changshuo and Qi Baishi's Seal Cutting" during the next 49 years and the publishing house has the remaining ten percent, according to their agreement. Qi's descendants sued 24 publishers for 10 million yuan (1.3 million U.S. dollars) in damages for copyright infringement in December 2007. The court accepted 19 of them. The claims were made against publishers based in Shanghai, Chongqing and other places, according to documents from the court. Qi Bingyi, the painter's grandson said all the art works of his grandfather should enjoy the protection of copyright for 50 years after his death in 1957, but the publishers printed, published and sold the copies of the works without permission and also failed to pay contribution fees. The largest damages claim ranged from 100,000 yuan to more than three million yuan. The evidence that the plaintiffs collected included more than 100 items, including books, gold coins, paintings and seals. The court began hearing four of the suits on Feb. 25 and a decision is yet to be handed down.
