Shortly afterwards, a month-long cold wave with heavy snow hit their hometown, as well as the majority of southern China.It would have been "terrible" to stay in the old home in such cold weather, said 66-year-old Chen Houlian, a villager from the Tongzi County of southwestern China's Guizhou Province.Dropping temperatures and occasional sleet were predicted before this year's lunar New Year festival, which begins next Thursday.Behind the new home stood their old adobe cottage, with visible cracks on the clay walls. Wooden doors and window frames of that cottage were covered with black smoke due to more than 40 years of indoor cooking, while those of the new house were painted bright blue.In fact, the old house might collapse after the heavy snow, according to Jin Jing, deputy head of the County.Chen's family was one of the poorest in town. The farmland they grew crops on barely produced enough corn and cabbage to meet their needs, while the minimum living subsistence allowance of 2,200 yuan (334 U.S. dollars) each year was their total annual income.They would never be able to afford to build a new home on their own without receiving financial aid from a government project, Jin added.Chen's new house cost over 40,000 yuan. They received 20,000 yuan from the project and 5,000 from the local federation of people with disability. The rest was borrowed from relatives and neighbors.Five pairs of red couplets were posted by each door and window to express their gratitude to all the people who had offered help.On the day they moved in, Chen held an outdoor banquet for the entire village using borrowed money to mark the happiest event this family had witnessed for many decades.The government-funded project was launched over two years ago, after a deadly snow storm hit southern China during Jan-Feb 2008, collapsing nearly half a million rural houses and causing damage to another 1.7 million.The project was designed to provide funds to residents living in dilapidated buildings in impoverished rural regions so they might renovate or build new homes.In Guizhou alone, over 600,000 families had finished building new homes by the end of 2010 with help from that project, as over 4.7 billion yuan was allocated to subsidize this building.The project was part of China's efforts to build its social-security-based housing system, which also includes affordable housing, low-rent housing and public rental housing programs to meet the needs of low-income people amid surging property prices across the country.

ULAN BATOR, Jan. 25 (Xinhua) -- China hopes to promote political mutual trust and deepen pragmatic cooperation with Mongolia, a senior Chinese official said here Tuesday.Yan Junqi, vice chairwoman of the Standing Committee of the National People's Congress (NPC), China's top legislative body, made the remarks when meeting with Mongolian Parliament Speaker Damdin Demberel and Prime Minister Batbold Sukhbaatar on the sidelines of the 19th Annual Meeting of Asia-Pacific Parliamentary Forum.She said China and Mongolia are friendly neighbors and important cooperation partners, adding that China is willing to work together with Mongolia to achieve mutually beneficial cooperation and common development so as to bring more benefits to both sides and the two peoples.Demberel and Batbold said that consolidating and promoting the good-neighborliness and friendly cooperation with China is one of the priorities of Mongolia's foreign policy.They added Mongolia is willing to enhance high-level exchanges with China and deepen their pragmatic cooperation in various fields to bring bilateral ties between the two countries to a higher level.The 19th Annual Meeting of the Asia-Pacific Parliamentary Forum opened on Monday in Ulan Bator, Mongolia's capital.The forum was established in Tokyo in 1993. Its objective is to promote greater regional identification and cooperation among national parliamentarians in the Asia-Pacific region.

LOS ANGELES, March 4 (Xinhua) -- The California Department of Public Health on Friday announced a recall of hazelnuts which might be contaminated by E. coli bacteria.The department said it ordered the recall after seven people fell sick with E. coli bacteria from eating tainted hazelnuts.The seven illnesses include one in Michigan, three in Minnesota and three in Wisconsin, said Dr. Howard Backer, interim director of the department.The hazelnuts were distributed by DeFranco & Sons, a Los Angeles company, said the department.After being notified of the contamination, the company is voluntarily recalling the nuts, the department said.The hazelnuts affected by the recall were sold under the brand names Sunripe, George Packing, Firestone Farms and Northwest Hazelnut and were distributed nationwide from Nov. 2 to Dec. 22, according to the department.The 50-pound bags of hazelnuts and mixed nuts with hazelnuts may have been repacked or sold from bulk containers, the department said, adding people who had bought the hazelnuts should not eat them.Consumers should check with retailers to determine if their nuts are subject to the recall, and if they are, should discard them, the department added.People who develop symptoms after consuming hazelnuts should seek immediate medical attention, the department suggested.E. coli may cause symptoms that include bloody diarrhea, stomach cramps and dehydration. In extreme cases, patients can suffer potentially life-threatening complication known as hemolytic uremic syndrome, which includes kidney failure.Young children and the elderly are the most vulnerable to the risk.

  

SAN FRANCISCO, April 22 (Xinhua) -- Apple and Google collect smartphone users' location information as part of their race to build massive databases, The Wall Street Journal reported on Friday after analyzing data and documents.According to the report, security analysts with the newspaper found that Apple's iPhone and smartphones running Google's Android operating system regularly transmit users' locations back to the two companies respectively, which is part of their race to build databases capable of pinpointing people's locations via smartphones.A report by research firm Gartner indicated that the market for location-based services is expected to rise to 8.3 billion U.S. dollars in 2014 from the current 2.9 billion dollars.In the case of Google, a security analyst with The Wall Street Journal said an HTC Android phone collected name, location, signal strength of any nearby Wi-Fi networks, and a unique phone identifier every few seconds and transmitted the data to Google at least several times an hour."All location sharing on Android is opt-in by the user," Google said in a statement to technology blog site All Things Digital, in response to the concern that how Android system uses location information."We provide users with notice and control over the collection, sharing and use of location in order to provide a better mobile experience on Android devices. Any location data that is sent back to Google location servers is anonymous and is not tied or traceable to a specific user," said the statement.Worries on the iPhone tracking issue surfaced on Wednesday after two British researchers announced at a technology conference in California that iPhone has been collecting users' location information and storing the data for extended periods of time.The researchers said starting on June 21 2010, after the release of iOS 4 mobile operating system, iPhones began logging and storing location information in a file, which shows the users' latitude and longitude and is timestamped to the second. They noted the information is not encrypted on the phone or on the iPhone backups made by iTunes and the file is also persistent, transferring itself to a new iOS device when the old one is replaced.They added they had no evidence that the file was being transmitted to Apple.On Thursday, U.S. congressman Edward Markey reacted angrily to the news in a letter to Apple CEO Steve Jobs, which is posted on Markey's official website.Markey asked Jobs to make a response within 15 business days or no later than May 12, saying "Apple needs to safeguard personal location information of its users to ensure that an iPhone doesn't become an iTrack."Apple has made no comment on the issue so far, but a letter it sent to U.S. Congress last July came under spotlight. In the letter, Apple said it collects Wi-Fi and GPS information when the phone is searching for a cellular connection and gathers the data to help build a "database with known location information."

  

BEIJING, Feb. 18 (Xinhua) -- In the next five years, China will further expand the coverage of its basic medical insurance system and ease the cost of medical services, Health Minister Chen Zhu said Friday.Chen made the remarks while addressing a meeting for the reform of the health care system.The medical expenditure that shouldered by individuals had been cut to 38.2 percent of China's annual overall spending on medical services in 2009, down from 60 percent in 2001, thanks to increasing government funding support for the measure, said Chen.He said the country is striving to bring down the ratio to below 30 percent by the end of the country's 12th five-year plan period (2011-2015).China is steadily pushing towards the implementation of a basic medicine system which aims to ensure affordable access to essential drugs for patients, Chen said.In the areas already covered by basic medicine system, the average price of basic medicine has dropped by around 30 percent, Chen added.He said that the reform of government-run hospitals, which is key to ensure that the masses gain universal access to basic health care services, must be undertaken.In 2011, more measures will be made to restructure the distribution of public hospitals, reform government-run traditional Chinese medical institutions and support building and developing hospitals in county-level regions, Chen said.
