SAN DIEGO (KGTV) - San Diego Metropolitan Transit System officials say ridership spiked in the first quarter of the 2020 fiscal year by more than a million trips compared to the same time last year.From July through September of 2019, 22,258,345 trips were taken on an MTS trolley or bus. In 2018, MTS saw 21,313,801 trips. It's a 4.4% rise from one year to the next."It's encouraging," says MTS Chair Nathan Fletcher.MTS officials say a heavy focus on investment over the past few years is starting to pay off. They recently completed a million plan to streamline services and add frequency to many bus routes. They also added the South Bay Rapid route from Otay Mesa to Downtown and expanded the Rapid Superloop service in the University City area."As we add those services where folks want them, as we squeeze every dime we can get out of our existing budget, as we make a full commitment to engage the community in what they want, people will use it," says Fletcher.The surge in riders helps MTS buck a nationwide trend where public transportation is on the decline.Even in San Diego, year-to-year numbers had been dropping for four straight years, since hitting a record high in 2015 (see chart above).Fletcher says it's a positive step as the city tries to meet strict climate goals that require a reduction in greenhouse gas emissions.Recently, SANDAG put out a plan to increase transit ridership to 10%. That sparked a debate over how much money should go towards transit vs. road construction.Fletcher says any money spent on transit also benefits drivers."Every person who chooses transit is one less car driving," he says. "The individual who says, 'I'm always gonna drive,' should support transit because that means less congestion. Less congestion means less toxic pollution and less greenhouse gas emissions. So it's a win for everybody whether you use transit or drive your car."To raise money for more expansion, MTS is looking into a ballot measure for the November 2020 election that would add a half-cent sales tax. 2046

SAN DIEGO (KGTV) — San Diego Humane Society has placed 140 rats up for adoption after they were given up by a woman in Del Mar this week.The rats have undergone veterinary exams and tests and are "happy and ready" for adoption, the Humane Society says. Because rats are social animals, the society is only adopting them out in same-gender pairs unless the owner already has a rat.The rodents were given to SDHS after a woman's pet rats multiplied out of control while she was living out of her vehicle in Del Mar. The population eventually grew to more than 300 pet rats. The rats chewed through the vehicle's wiring, rendering it inoperable.RELATED: Del Mar neighbors aid woman living in car with 300 pet ratsNeighbors have since rallied around the woman, helping her tow her old vehicle, get a new car, and turn over the rats to SDHS. Many of the rats were pregnant females and are currently in foster care through the Humane Society. The 140 rats available now are males and non-pregnant females, according to SDHS."Although rats are not as common as other small rodents, they make great pets," SDHS said. "They are very social, smart and love to interact with humans ... SAN DIEGO (KGTV) — San Diego Mayor Kevin Faulconer announced Thursday that several more shoreline park areas and piers and boardwalks would be reopened this week amid the COVID-19 pandemic.Mayor Faulconer says the following will be reopened in June and July:June 8: East and West Mission Bay Parks will be open for park and water use, including parking lots at 100% capacity.June 8: Fiesta Island opens to pedestrians, dogs, and cyclists only.June 9: All piers and boardwalks within city limits reopen.June 12: Balboa Park Central Mesa reopens and all Balboa Park parking lots open at 100% capacity.July 6: Fiesta Island opens to vehicles.Gatherings are still prohibited and social distancing is still required at beaches and parks. Mayor Faulconer said active sports at the beach are still banned as well."We're continuing to make meaningful progress as we continue to reopen across San Diego," Faulconer said.This week, county beaches allowed visitors to sit, sunbathe, and relax on the sand, in addition to passive activities like walking and running.Ocean activities, like swimming, surfing, kayaking, and paddle-boarding continue to be allowed. SAN DIEGO (KGTV) – San Diego County officials say they are no longer accepting waiver applications from elementary schools looking to reopen for in-person learning.The county’s COVID-19 Education Sector Team made the announcement Tuesday, stating:“This decision is based on the fact that as of September 1, 2020, all TK-12 schools within San Diego County would be permitted to reopen for in-person instruction, if the county’s case rate remains below 100 per 100,000 population for 14 days after coming off the State’s Monitoring List. Today is day 7 of this 14-day period, therefore in one week, all TK-12 schools could be allowed to open for in-person instruction, if the school leadership chooses to do so. Therefore, our application waiver process will be suspended.”The suspension is effective immediately.As of Aug. 20, there were 27 local schools that were approved for waivers. 893

SAN DIEGO (KGTV) - San Diego Police identified Monday the man shot and killed in the Shelltown neighborhood. Ricardo Moran, 49, was identified as one of two men who was shot on S. 42nd Street Saturday at 1:35 a.m. Officers received multiple 911 calls about gunshots. When they reached the scene, they found Moran and an unidentified 56-year-old man suffering from injuries. Witnesses heard a vehicle speeding away following the gunshots but were not able to provide a description. Moran died at the hospital. The second victim is expected to survive, police said.
