The newborn found swaddled in a plastic bag and crying on top of a pile of leaves and twigs in Georgia this month is ready for her "forever home," an official says.Baby India is in a "wonderful protective home right now," said Tom Rawlings, director of the state Division of Family and Children Services: "She's gaining weight and smiling a lot. She's an easy baby who loves to be held and sung to, and she's overall thriving now."Baby India's distinctive nickname was bestowed on her by the Ragatz family, who found her on June 6.They heard cries and believed that a raccoon or baby deer was the source, but their investigation proved otherwise. "It was a poor little baby wrapped up in a plastic bag," Alan Ragatz said. Her umbilical cord still in place, she was possibly just an hour old when Ragatz and his three daughters discovered her abandoned in a wooded strip of land near Daves Creek Road in Cumming, outside Atlanta.Protective services are normally bound by confidentiality rules, but Rawlings believes that the popular nickname, shared with the media and fondly taken up by her caretakers, will ultimately protect the child's long-term privacy. "Once a forever home is found for her, she will have the opportunity to grow up under any name given to her by her adoptive parents," he said. The details of her life may be unique, but abandoned babies are unfortunately not at all unusual, he said: "Too often, babies are abandoned in terrible conditions like this. We've had babies left in bathrooms and other horrible situations."This is notable because a miracle has come out of it."Often, a mother does not feel capable of caring for a child due to economic conditions or other circumstances, he said. The mayor of St. Paul, Minnesota, says an internal investigation is warranted after video of the arrest of a 13-year-old black girl sparked angry backlash on social media.Mayor Melvin Carter said Thursday that the video of the girl's arrest, which took place September 26 at a UPS Store, was "disturbing" and "disheartening to watch."Police have said that officers were investigating a report of juveniles trying to break into vehicles when they encountered the girl, and she resisted arrest and refused orders to put her hands behind her back. The arrest video begins with two officers trying to handcuff the teen before two other officers enter to assist in removing her from the store. The girl was arrested on suspicion of assaulting an officer, obstructing the legal process, fleeing a police officer and trespassing. She was taken to a juvenile detention center. 878

TEXAS CITY, Texas – About 45 minutes southeast of Houston, the Texas City Independent School District (TCISD) takes school security to a different level than most districts across America."We do think we're the school of 2030," said Mike Matranga.Texas City is just 20 minutes from Santa Fe High School where, two years ago, a gunman killed 10 people “You don’t hire a plumber to fix an IT problem," Matranga said. "You don't hire someone who is an educator to fix real world, mass violence problems." Texas City hired Matranga to overhaul school safety and gave him .5 million to do it.Mantranga is a 12-year Secret Service veteran who's been to dozens of countries and war zones."I would say the pressure is equal if not greater," Mantranga said of his role in Texas City. Classroom doors in schools now have reinforced glass and special locks. The district has hundreds of cameras in its 14 schools. At any point in time, around two-dozen can have facial recognition capabilities. Matranga's security team estimates the software is accurate about seven out of 10 times there is an alert. That's not the only software TCISD has invested in.Teachers have an app to alert the security team of a problem. The entire district can be locked down with a press of a button. Students can report tips online. The district has also invested in software that searches social media and the dark web. The district has also created behavioral profiles of each school. The profiles track issues like the amount of in-school and out-of-school suspensions to give the district a better idea of which students might be at risk. Matranga has faced criticism for his methods. There have been concerns the enhanced security could racially profile, violate privacy, or mis-identify students. “People need to stop being so sensitive," Matranga said. "Facts and data are facts and data. I don’t make them up. We take it and build from it and we identify kids at risk.”"I think that our society has gotten to a point where we are too politically correct where people are getting hurt," he said. But in an era that’s seen a number of high profile school shootings, it’s something Matranga says he won't be sorry about."If you don’t like what we’re doing, education is free. It doesn’t have to be at TCISD," he said. 2303
