SAN DIEGO (CNS) - Mayor Kevin Faulconer today signed an emergency executive order that allows restaurants throughout the city to operate outside effective immediately.Notable parts of the order include allowing restaurants to establish sidewalk cafes and use private parking lots for dining.Restaurants must still comply with county and state ordinances, including following ADA requirements for sidewalk cafes. Businesses also can’t have live music or allow customers to vape.Indoor dining will be closed for at least the next three weeks after the county remained on the state's monitoring list for three consecutive days, leading all indoor operations to be halted at a variety of businesses, including restaurants, where county health officials say many of the recent outbreaks occurred.RELATED: San Diego to close some businesses as COVID-19 cases spikeLast month, Faulconer proposed waiving fees and permits to allow businesses to expand into parking lots, sidewalks and on-street parking spaces, a move intended to maximize social distancing for employees and customers by stretching operations into outdoor spaces.In a statement announcing the executive order, Faulconer said, "Given that the state's new shutdown order has an immediate impact on local businesses, this action will provide relief while the city is finalizing a new ordinance for council approval that will cut fees and streamline permits to make it easier for businesses to operate outdoors."The San Diego City Council is expected to consider an ordinance regarding the permit regulations at a meeting next week.“It will reduce fees, it will wave and streamline permits,” said Faulconer. “It will allow for outdoor dining plazas, and it will allow businesses, in addition to operating in parking lots and sidewalks, to safely expand operations into on-street parking.”“It’s really a lifesaver for these businesses,” said Benjamin Nicholls, the Executive Director of the Hillcrest Business Association. “I’m hearing relief, I’m hearing that the mayor turned out to be the partner that the restaurant community wanted him to be.”Nicholls has been pushing the city also to allow dining in parking lanes. Vaus plans to use funding from the CARES Act to purchase the tables.Vaus added that no permits will be required to use the tables on sidewalks or in private parking lots and that they are expected to be distributed this week.Once restaurants are finished using them, the tables will be moved to local parks in Poway.“I think this is kind of a no brainer win-win type of situation I would love to see more picnic tables in our parks eventually, and so that's a great thing. The San Diego County Department of Environmental Health issued the closure Friday afternoon following rainfall this week that caused contaminated water in the Tijuana River to flow into U.S. waterways. County officials regularly issue beach closures after rainstorms due to contaminated flows from the river. The closure extends along the shoreline from the U.S.-Mexico border to the southern end of Seacoast Drive. County officials have placed water contact closure signs to alert beachgoers of the water's contamination. The signs will remain in place until water sampling meets state health standards. Duncan Hunter criticized Navy officials Monday for their plans to possibly remove a Navy SEAL acquitted of murder charges from the service against the wishes of President Donald Trump. Hunter commented Monday outside San Diego federal court regarding the Navy's handling of the war crimes case of Navy SEAL Chief Edward Gallagher, who was acquitted by a military jury this summer of stabbing a wounded teenage ISIS fighter to death in Mosul, Iraq, as well as other charges of attempting to kill unarmed Iraqi civilians. Hunter discussed the Gallagher case for about five minutes with reporters, but did not comment regarding his ongoing campaign fraud case, in which he's accused of misusing 0,000 in campaign funds for personal use. Hunter was indicted along with his wife on five dozen criminal counts, including wire fraud, conspiracy, and falsification of records. Margaret Hunter, 44, has pleaded guilty to a conspiracy charge and awaits sentencing. Monday's hearing was postponed, but Hunter will return to court Dec. 3. Hunter also criticized the Navy for ignoring Trump's authority as commander in chief. ``When the president says that Eddie Gallagher will retire with his trident with all the honors that he's earned in the Navy, that sends a pretty clear message that no retaliatory act by the Navy against Chief Gallagher is going to be accepted by the president,'' Hunter said. ``In this case, President Trump is the Secretary of the Navy's boss. He's everybody in the military's boss. So when he says something, whether he tweets it or not, or says it in a certain way or not, just because it's not written in the perfect bureaucratic order or way that we're used to from other people, doesn't mean that he doesn't mean what he says.'' On Sunday, Trump tweeted that he was ``not pleased with the way that Navy Seal Eddie Gallagher's trial was handled by the Navy,'' and said that Gallagher would retire with his Trident Pin. Navy Secretary Richard Spencer was fired Sunday, with the Gallagher case cited in a statement from the Pentagon as the central factor in Spencer's removal. DOD spokesman Jonathan Hoffman wrote that Secretary of Defense Mark Esper asked for Spencer's resignation after Spencer privately proposed to the White House to restore Gallagher's rank, despite his opposing public stance on the issue. In a resignation letter dated this Sunday, Spencer does not reference Gallagher specifically, but states that issues with Trump played a role. ``Unfortunately it has become apparent that in this respect, I no longer share the same understanding with the Commander in Chief who appointed me, in regards to the key principle of good order and discipline,'' he wrote. ``I cannot in good conscience obey an order that I believe violates the sacred oath I took in the presence of my family, my flag and my faith to support and defend the Constitution of the United States. The President deserves and should expect a Secretary of the Navy who is aligned with his vision for the future of our force generation and sustainment.'' SAN DIEGO (CNS) - A western harvest mouse found in Escondido tested positive for the potentially deadly hantavirus, San Diego County Vector Control officials announced Friday.The mouse was found during routine monitoring of the area. Since January, Vector Control has collected multiple mice that have tested positive for the virus in areas of north and east county, including Julian, Fallbrook, Bonsall, Boulevard, 4S Ranch, Warner Springs and Potrero.With each instance, county officials have reminded residents to avoid sweeping or vacuuming rodent droppings, which can push the virus into the air. Instead, residents are advised to use so-called "wet cleaning" methods like a diluted bleach spray, disinfectants or a sponge and a mop to clean up wild rodent matter like urine, feces and saliva. Wild mice, in particular, are the virus' main carriers.There is no cure or vaccine for hantavirus, which can cause deadly infections. According to the Centers for Disease Control and Prevention, symptoms of infection can include fever, aches in the large muscle groups, dizziness, digestive issues and abdominal pain.Residents can prevent exposure to hantavirus by sealing holes larger than a dime and quickly disposing of rodent debris in homes and adjacent structures.The county's Department of Environmental Health can be reached at 858- 694-2888 for more information about avoiding hantavirus exposure and infection. SAN DIEGO (CNS) - Barrels holding an unknown substance were found on a Rancho Pe?asquitos sidewalk today, and San Diego Fire-Rescue investigators were looking into it.The unidentified drums were found unattended around 9:30 a.m. on Kika Court near Mercy Road.Hazmat crews took samples from the drums but were unable to determine what substance was inside, San Diego Fire-Rescue spokesman Jose Ysea said.Investigators left the scene, and a contractor was called in to remove and dispose of the material. 510
