(KGTV) — Now that guidance has been issued for playgrounds to reopen in California, Chula Vista says it reopened all of its 50 playgrounds on Friday.The city said the reopening process for its playgrounds includes guidance for visitors to follow to help curb the spread of the coronavirus:Visitors over the age of two need face coveringsUsers should wash and sanitize hands before and after useMaintain six-foot distancing from those outside your householdCaregiver supervision/monitoring required at all times to ensure guidelines are followedFollow maximum occupancy rules that are posted at entrance to each playgroundChula Vista says it will implement regular cleaning protocols, but warn that the locations may get a lot of use as they reopen. CINCINNATI – Charles Adams went on a rampage before he died in police custody Wednesday, acting wildly and damaging residents’ property at a Westwood apartment complex, according to a resident and 911 callers."It was bizarre, so bizarre," India Lavender told Scripps station WCPO in Cincinnati.Lavender said the 36-year-old Adams jumped on her car and then jumped into her neighbor’s window."(Somebody) came and knocked on my door and told me there was a man standing on top of my car," Lavender said.  “I came out. He yelled at me and told me to call the police, somebody was chasing him,  and he literally jumped off my car into my neighbor's window."Adams damaged at least five others cars while calling out for help as he went along, residents said.“It definitely seemed as if he was hallucinating,” Lavender said. “In his mind, someone really was chasing him, 'cause he was trying to get everyone else in the building to see the other people that weren’t there."Body camera video of Adams' arrest shows him becoming increasingly lethargic and unresponsive after officers put him in handcuffs. At one point, while standing, he slumps forward until he is nearly bent double.When officers escort him outside and allow him to sit down against a railing, he begins to drool and twitch before losing consciousness. "Jeez," one officer says in the recording. "He's foaming at the mouth."His breathing stopped shortly after his eyes closed.The fire department gave Adams first aid, including CPR, but he died on the scene.It’s unclear what brought Adams to the apartment complex. Neighbors said they had never seen him."Officers did not use any type of force to subdue Mr. Adams during the arrest activity," Lt. Stephen Saunders, Cincinnati police public information officer, said in the statement. The body camera footage reflects this assertion.READ the police statement here or below.Police documents released Thursday said District 3 officers responded to 911 calls about a man “exhibiting bizarre behaviors.”Adams responded to officer's verbal commands and he was placed in custody after they encountered him outside the Western Glen Apartments at 2627 Montana Ave., about 7:36 p.m., according to the police statement.Officers observed a small amount of blood from lacerations on Adams’ hands that occurred prior to their contact and immediately requested assistance from the fire department for medical aid, Saunders said.This remains an active investigation and more details will be release when available, Saunders said.  2589

(KGTV) -- Frustration is growing after a second fire broke out at the Teresina Apartments in Chula Vista on Sunday night. Witnesses tell 10News they saw a group of teens playing in the park near the apartments and a few minutes later they noticed the fire. William Maher lives in the apartment complex. He tells 10News he was the one who made the call to the fire department. Maher says the teens were recording the flames and laughing. He says they ran away when he yelled at him. The fire was so close to the apartments that the heat shattered several windows and melted window blinds.Sunday night's fire is the second fire in less than three weeks in that same area. On October 25th, fire crews responded to a fire just feet away. Maher hopes police will find the teens before someone gets hurt. He's also hoping parents look through their teen's phones to see if they can find the videos that were recorded. Anyone with information is asked to call the Chula Vista Police.  1050

  

CHULA VISTA, Calif (KGTV) -- A Chula Vista Police officer stabbed while on duty will be awarded the Congressional Badge of Bravery. On July 27, Officer David Sachs will be awarded the badge by United States Attorney for the Southern District of California Robert Brewer. The award, created in 2008, honors exceptional acts of bravery in the line of duty. On September 19 of 2017, Officer Sachs along with Officer Leo Banales and Chaplain Wes Anderson responded to a home on Monterey Avenue after receiving a report that a man’s neighbor threw a large piece of concrete over his fence, injuring the victim.RELATED: Chula Vista Police officer who shot man recovering from stabbing When officers arrived, the victim pointed out the suspect’s house. After knocking on the door, the suspect’s mother answered and invited the officers in.Police say, though they didn’t know at the time, the suspect, described as a 6-foot-tall man in his late 20s, was suffering from emotional or psychological distress.After stepping into the home’s kitchen, the suspect started attacking Sachs with a knife, stabbing him multiple times in the face, head and arm.Police say Sachs was able to knock the suspect to the ground while yelling “Knife! Knife! Knife!” to his partners.The suspect then lunged at Banales with a knife before he and Anderson went outside. According to police, Sachs drew his weapon and told the suspect to drop the knife before the suspect blocked the exit and attacked him again with the knife.RELATED: Officer stabbed, suspect shot three times in Chula Vista Police say Sachs then moved the suspect’s mother behind him for safety and shot the suspect. The suspect collapsed in the dining room after being struck.After hearing the shots, Anderson went back to the home’s front door to help. After more officers arrived, medical aid was given to the hospital who was taken to the hospital where he later died.Sachs was stabbed six times. Following seven months of recovery, he returned to full-duty and is still serving today.In May of 2018, Sachs was awarded a Medal of Valor and Purple Heart by the Chula Vista Police Department. 2141

  

China's north plain, one of the most densely populated regions on Earth, is set to become the world's deadliest heat wave zone by the end of the century, scientists say.New scientific research suggests that unless there are heavy cuts in carbon emissions, climate change will lead to humid heat waves that could push the area "against the boundaries of habitability" by 2070.The results of the study of China's northern plain, which includes the capital Beijing, are particularly worrying because many of the region's 400 million people are farmers exposed to climactic conditions.The study said that heat and high humidity can create conditions that kill even healthy people within six hours of being outside."This spot is going to be the hottest spot for deadly heatwaves in the future," said Professor Elfatih Eltahir, at the Massachusetts Institute of Technology (MIT), who led the new study."China is currently the largest contributor to the emissions of greenhouse gases, with potentially serious implications to its own population," said Eltahir, who specializes in hydrology and climate science."Continuation of current global emissions may limit the habitability of the most populous region of the most populous country on Earth," said Eltahir. 1261
