SAN DIEGO (KGTV) - Quiet neighborhood walks have turned disturbing for a growing number of women in Rancho Bernardo.Along Paseo Lucido, feet from a park, Lauren was walking her dog one early evening two weeks ago. She walked past the passenger side of an older, white, 2-door Toyota."The front windows were down and the seat was back ... looked over inside the car and saw he was exposing himself and touching himself," said Lauren.'He' was a large man in his 30s with short dark hair."He smiled when he saw me looking. I immediately looked away. Just very anxious and scared," said Lauren.Lauren took off for a neighbor's house. When she returned minutes later, the car was gone. About a week later - around 6:30 a.m. last Thursday - Robbie was blocks away on Avenida Venusto when a similar car, driven by a man with a similar description, pulled ahead of her and parked in a red zone."Kind of slouched back. He has his pants down, and he's actively touching himself," said Robbie.And again, the stranger met a woman's glance before driving off."And he looked up at me with a big smile on his face," said Robbie. These women aren't alone, as Lauren found out when she posted her incident on the Nextdoor app for her area."There are at least seven other women who have encountered this person in the last few months," said Lauren.In many cases, the women report the car pulling ahead and stopping. "I think he's targeting women who are walking by themselves or slowly walking their dogs by themselves," said Lauren.In one of the other reports, a woman says the man was driving a gray Honda. Any other victims are asked to call San Diego Police at 619-531-2000 to file a report. 1685

June 14: Two people, a 20-year-old man and 15-year-old boy, were shot and injured at Valdovinos’ memorial. Aug. 8: A 19-year-old man was shot, but not seriously injured, during a fight at Kelly Street Park. Oct. 3: A 17-year-old boy who was walking with a girl on Linda Vista Road was shot just after noon. SAN DIEGO (KGTV) — More people left California than those who moved in last year, according to recent Census data.The data shows that about 691,000 people left California for other pastures around the U.S., while only about 501,000 people moved into the Golden State in 2018.So where did everyone go? The data says most former Californians end up in Texas (86,164), Arizona (68,516), Washington (55,467), or Nevada (50,707).RELATED: San Diego homeowners creating rentals by converting garages into apartmentsPerhaps it's not all that surprising. Year-over-year, Texas added more jobs than any other state. The state added 283,000 jobs and unemployment fell to 3.7 percent in April, according to The Dallas Morning News. California, with 10 million more people than Texas, added 271,600 jobs year-over-year.With Arizona, a recent campaign to court Californians may have attracted new residents. The Greater Phoenix Economic Council's "#CAStruggles" campaign has tried attracting Californians to the desert with the promise of a lower housing cost, taxes, and other financial benefits. A recent UC Berkeley poll found that at least half of California's voters have given either serious (24%) or some (28%) thought to moving. SAN DIEGO (KGTV) — One of the deadliest, most destructive and most enormous fires ever to hit California struck 15 years ago Thursday just south of Ramona.The Cedar Fire was started by a lost hunter setting a signal fire. At the time, at least 11 other wildfires were burning in the region.What followed in the hours and days ahead would change San Diego County forever.The fire was reported at 5:37 p.m. on October 25, 2003. Within hours, Santa Ana winds raged from the Cuyamaca Mountains, flames hurled southwest at speeds of up to 6,000 acres an hour.Overnight, it consumed parts of northern Lakeside, killing 12 people and injuring others. Blinded by the swirling embers and thick brown haze, Allyson Roach and her family tried to drive out from the Paradise Fire.The car she was in crashed into a neighbor’s car and careened into a blazing tree. Burned over 86 percent of her body, she climbed out screaming for her sister Ashley to follow.Allyson would learn from the hospital bed that her sister never made it out. The origin of the Paradise Fire was later determined to be arson, though the person responsible has never been found.The 2003 firestorms ultimately claimed 15 lives, including a firefighter, and burned almost 2,400 homes.A state fire commission released a scathing report on the overall response.
