NANPING, Fujian, March 25 (Xinhua) -- Four of the five injured school children in a stabbing attack in southeast China's Fujian Province Tuesday, which left eight dead, became conscious Thursday, local authorities said.The four were in a relatively stable condition but still faced uncertainties and were all under intensive care, said Liu Bin, an official with the health bureau of Nanping City, where the bloodshed occurred.Zheng Minsheng, a former community doctor in the city, stabbed 13 children at the entrance of a primary school Tuesday morning in Nanping when crowds of students were arriving, leaving eight dead and five injured.One senior doctor and several chest surgeons arrived in Nanping from Beijing Wednesday to treat the children.The Procuratorate of Yanping District in Nanping City approved the arrest of Zheng Wednesday afternoon, on charges of intentional homicide, said Ye Xianjin, director of the Yanping District procuratorate office Wednesday.Zheng committed the attacks as he felt frustrated after breaking up with his girlfriend last year. He also said he found life meaningless, according to Xu Jingping, deputy head of the city's public security bureau.

BEIJING, April 23 (Xinhua) -- The Chinese government is "trying its best" to look for families for orphans in the Qinghai quake zone while trying to give them special care, according to the Ministry of Civil Affairs."Among all people in the quake-hit areas, children whose parents were killed during the quake are in the most difficult situation and need special care," said an unnamed official with the ministry Friday.Government organizations and social groups would work together to care for the orphans.The ministry said it would seek adoptions for all orphans in the quake zone as soon as possible, and would "fully respect" the children's preferences and the traditions and habits of ethnic children.Six children were reportedly injured in the quake when a four-story orphan school collapsed. A total of 220 students are living in tents.The total number of orphans in the quake zone is not available.According to the ministry, social welfare organizations in Xining, capital of northwest China's Qinghai Province, have set aside more than 300 beds for orphans and children whose parents or other family members have not been contactable since a 7.1-magnitude quake hit Yushu, Qinghai, on April 14.The ministry also planned to mobilize help from other regions if Qinghai had difficulty settling the orphans.Previous reports said SOS Children's Villages in Chengdu, Urumqi, Beijing and Tianjin would contact with the civil affairs department in Yushu and prepare for the arrival of orphans.The central government and Qinghai authorities would jointly provide each orphan with a monthly financial support of 1,000 yuan (146 U.S. dollars) for three months from April.In addition, figures from the ministry show that a total of 56,000 tents had reached the quake zone as of Friday evening, along with 117,000 coats and 208,000 quilts among other daily necessities and relief materials.The quake in Tibetan Autonomous Prefecture of Yushu has left 2,187 people dead and 80 missing. BEIJING, April 22 (Xinhua) -- The Chinese government announced a string of emergency measures Wednesday to provide convenient financial services for people in the quake-hit Qinghai Province and to support reconstruction.The People's Bank of China, the central bank, would lower the deposit reserve ratio for financial institutions in the quake area by 1 percentage point from Wednesday to help increase lending, said a statement posted on the website of the central bank.It would also reduce its rediscount rate for local Rural Credit Cooperatives by 1 percentage point to ease their financial burden.The rediscount rate is the interest rate charged to banks and deposit institutions when they borrow money from the central bank.The return of loans extended before the earthquake was not imperative until June 30, 2011. Residents and companies would be exempted from bad credit records if they could return their loans before the deadline, the central bank said.The statement urged local banks to resume business as soon as possible to meet rising demand for financial services.They should set up temporary outlets in tents, extend office hours and take measures to ensure adequate cash supplies so that residents could deposit and withdraw money conveniently.The measures were jointly introduced by the People's Bank of China, the China Banking Regulatory Commission, the China Insurance Regulatory Commission and the China Securities Regulatory Commission.The 7.1-magnitude quake struck the Tibetan Autonomous Prefecture of Yushu on April 14, leaving 2,183 people dead, 84 missing, and 12,135 injured as of Wednesday.
