During the week as results were being compiled, a number of international leaders were careful not to speak out on Tuesday's presidential election. Now that President-Elect Joe Biden has been projected to win the election, leaders across the world have sent their congratulations to Biden, who will take office on January 20, 2021.“On behalf of the Government of Canada, I congratulate Joe Biden and Kamala Harris on their election as the next President and Vice President of the United States of America,” Canadian Prime Minister Justin Trudeau said.“Canada and the United States enjoy an extraordinary relationship – one that is unique on the world stage. Our shared geography, common interests, deep personal connections, and strong economic ties make us close friends, partners, and allies. We will further build on this foundation as we continue to keep our people safe and healthy from the impacts of the global COVID-19 pandemic, and work to advance peace and inclusion, economic prosperity, and climate action around the world.”UK Prime Minister Boris Johnson, someone generally seen as an ally of President Donald Trump, sent this tweet: 1154

EL CAJON, Calif. (KGTV) - A young trick-or-treater sorting through her candy made a stunning discovery."They were excited. Loved Halloween and candy," said Jean Bilbrey. As with so many other families, Halloween night for the Bilbrey's three children - ages 11,9 and 4 - was a blur of costumes, front doors and a steady flow of treats. Their family started around Falmouth Drive and Virgina Court and walked for several hours, stopping by 30 to 50 homes. In all, they filled about six buckets' worth. This past weekend, the kids went about the task of sorting the candy."My middle daughter, who is nine, said 'Mom, Mom, I found something in my candy' and brought me a ring," said Bilbrey. It was a woman's ring, possibly a precious one. "Looks like a wedding band similar to mine. Possibly an anniversary band ... somebody wears on a hand that means something to somebody ... my first thought was we need to get this back to the owner. As a woman, my jewelry, I don't have much but what I do have is very important to me," said Bilbrey. The piece of jewelry likely slipped off while someone was handing out candy. Like any good mystery, there are a few clues, including the candy found next to the ring. "Candy corn and the Sour Patch candies. That's what she had in her hand was the candy corn," said Bilbrey.Bilbrey spread word of the ring on social media, but so far, she's come up empty."I'll keep it safe. I've got it here. Happy to return it and hopefully soon," said Bilbrey. If you have any information on the mystery of the trick-or-treat ring, Tips@10news.com. 1574

EL CAJON (CNS) - The husband of a pregnant woman killed when her car struck a tree after being rear-ended by an alleged drunk driver in Ramona testified Tuesday that he saw the accident in his rear-view mirror.Christian Foderingham's testimony came as a preliminary hearing got underway for Andrew Milonis, charged with murder, DUI and gross vehicular manslaughter while intoxicated in the May 14 death of 29-year-old Jessica Foderingham, who was eight months pregnant. The victim's husband testified that his wife was following him in her own car on San Vincente Road on the way to her grandmother's house on Mother's Day when he heard a loud bang, saw an SUV swerve onto a sidewalk and saw his wife's 2016 Dodge Dart slam into a tree in the center median.RELATED: Judge raises bail to M in Ramona fatal hit and run"It felt like my heart stopped," he said. "I ran back to her car."Christian Foderingham, a U.S. Marine, said he cut off the seat belt holding his wife's lifeless body in place and pulled her out of the car. Jessica Foderingham and her unborn daughter were pronounced dead later at a hospital. The husband said the force of the accident made it look like someone had taken a sledgehammer to his wife's lower body.According to the California Highway Patrol, Milonis was heading east on San Vicente Road when his 2011 GMC Yukon pickup rear-ended the victim's car near Arena Drive about 6:45 p.m.Milonis fled following the collision, then abandoned his vehicle about a mile away and called for a Lyft driver to give him a ride to a bar on Main Street, CHP public-affairs Officer Kevin Pearlstein said. Deputies found him at the tavern about an hour later and arrested him.According to court testimony, Milonis was arrested for DUI six months before the fatal accident when he allegedly drove drunk and hit a fence. The preliminary hearing will continue Wednesday. When it's over, Judge John Thompson will decide whether enough evidence was presented to order Milonis to stand trial. The defendant faces 40 years to life in prison if convicted. 2067

During an Election Day appearance on Fox & Friends, President Donald Trump remained tight-lipped on reports that he would declare victory in the 2020 presidential race even if a significant portion of votes remained uncounted in key swing states. When asked when he would deliver a victory speech, Trump said simply, "when there's victory.""We won't play games," Trump said. The comments come days after Axios reported that three of Trump's confidants believe the President will deliver a victory speech "if it looks like he's 'ahead.'" Trump has also hinted at rallies that Republican lawyers will flood several key swing states with lawsuits in order to prevent some votes from being counted after Election Day.During his interview Tuesday, Trump decried a recent Supreme Court decision that upheld some state-imposed rules that allowed some state election boards to continue counting votes following Election Day.He also said it would be "bad for our country" if Americans don't know the outcome of the presidential election by Tuesday night or early Wednesday morning. While analysts can often make a projection about the outcome of the race on Election Night, that doesn't mean election boards stop counting ballots. It typically takes several days for ballots to be counted and a week or two for the results of an election to be verified. This year, it will likely be much harder for analysts to make a projection about the presidential race due to a high number of mail-in ballots. In some states, like the key swing state of Pennsylvania, poll workers cannot begin processing mail-in votes until the morning of election day. It's likely that results from Pennsylvania won't be clear until later in the week.According to Vox, about 100 million Americans voted early in the 2020 election. 1802

Each winter, many people wonder whether its worth getting a flu shot while health officials repeatedly warn against not getting one.Now a new study sheds light on the benefit of doing so. Even when the flu shot is just 20% effective it can still reduce US doctor visits due to illness by an estimated 20 million in a single year, the new report published in the scientific journal PNAS (Proceedings of the National Academy of Sciences of the United States) finds. In addition, vaccination also can prevent thousands of hospitalizations and deaths, the study authors estimated based on the average vaccination coverage rate in the United States."Getting vaccinated against influenza is beneficial to the individual and to the community even when the vaccine is of relatively low efficacy," said Burton H. Singer, co-author of the study and an adjunct professor for the Emerging Pathogens Institute at University of Florida in Gainesville.Caused by viruses, flu is a contagious respiratory illness with mild to severe symptoms that can sometimes lead to death. The flu virus evolves rapidly and new viruses circulate in different parts of the world, so each year scientists must reformulate the vaccine. Add to that an imperfect manufacturing process and even a 'good match' formulation may not be as effective as scientists would like.In fact, the Centers for Disease Control and Prevention estimated just 36% effectiveness for the 2017-18 seasonal vaccine as of February 3. (The season ends in May.)For the new study, Singer and his colleagues created a mathematical model of flu transmission and vaccination to evaluate how much illness is prevented by even a very low effectiveness flu vaccine. The research team found that at the average rate of US coverage even a poor vaccine would prevent a significant amount of illnesses, hospitalizations and deaths. For example, at just 43% coverage (the average rate of Americans who received a flu shot for the years 2012 through 2017), a vaccine with just 20% effectiveness could avert more than 20 million infections or illnesses as compared to not getting the vaccine. In addition, 129,000 hospitalizations and 61,000 deaths could be prevented.Based on the model, if more people got a flu shot, say half of the US population, the same 20% effective flu shot would prevent an additional 3.63 million infections, 21,987 hospitalizations and 8,479 deaths."When a vaccine is fully effective on 50% or more of the people who are vaccinated, you need to primarily focus on vaccinating young children," said Singer. The reason? Children are still building immunity and they pass germs around at school."As efficacy of the vaccine decreases, it becomes increasingly important for the elderly to be vaccinated in addition to young children," said Singer, since the elderly are more likely to develop complications from the flu, such as pneumonia, which can be deadly. The CDC reported a total of 160 flu-related deaths in children and 30,064 flu-related hospitalizations overall?between October 1, 2017 and April 21, 2018. The highest rate of hospitalization occurred among adults 65 years old and older.Richard Webby, a flu scientist who is part of the World Health Organization's advisory board and a member of St. Jude Children's Research Hospital's Department of Infectious Diseases, said "effectiveness estimates go up and down based on a number of factors including match of vaccine and circulating strain and probably other factors we don't fully understand.""The take home message from the past few seasons is that there is much room for improvement," said Webby, who was not involved in the research.Still, more people, particularly the elderly, need to get vaccinated even when the vaccine effectiveness is lower than hoped, Webby said: "This study suggests that even with a less than optimal vaccine there is still much public health benefit that can be achieved if these are used properly and widely." 3992
