SAN DIEGO (KGTV) -- A local father is recovering from stab wounds after getting attacked by an intruder in his home. The man's 20-year-old son shot and killed that intruder according to San Diego Police. It happened just before 6:30 Tuesday morning at a home in the 6300 block of Lake Shore Drive in San Carlos. Neighbors heard the violence. "I heard the gunshots, it was like three or four gunshots, then screams for help immediately after," said Denise Rolla. When police got to the home, they found the suspect dead in the pool and the 54-year-old homeowner with stab wounds to the upper body. Police say the homeowner's son shot and killed the intruder, who stumbled out the back and landed in the pool. "I heard what turned out to be the suspect fall into the pool and then a couple minutes later, you could see the blood start to spread out through the pool," said Andrew Grogg, who lives right next door. There are walking paths and Mission Trails Golf Course is located behind the homes which are just southwest of Jackson Drive. Neighbors say they don't have a problem with transients in the area, but police say so far, it appears the 38-year-old suspect is homeless. His name hasn't been released. The family owns a tire shop in La Mesa. They are well known and liked in the community. "They're local business owners in the community. They're great neighbors. They're kind, they're nice," said Grogg. Police say so far, the attack appears to be random. 1472

SAN DIEGO (KGTV) -- A man was arrested Tuesday night following a chase that injured one woman.According to San Diego Police, officers noticed that the man’s headlights were out and tried to pull him over near Nimitz Boulevard and Rosecrans Street around 8:22 p.m.The man then reportedly took off, striking two cars along the way. The pursuit then led officers onto Interstate 5 where the suspect struck the back of an SUV, injuring a woman inside.Officers were able to take the man into custody after he tried to cross I-5 and run down a steep embankment.The severity of the woman’s injuries are unclear. 612

SAN DIEGO (KGTV) — A proposal to create a police oversight commission in San Diego took a step forward Tuesday.The San Diego City Council voted unanimously to begin meeting with the San Diego Police Officers Association, a key legal step along the path to the November ballot.A group called Women Occupy San Diego has been pushing for years to change the city's current Community Review Board on Police Practices, which a 2018 Grand Jury report concluded lacked oversight. That Grand Jury noted the community review board does not have subpoena power and that San Diego Police personnel can sit in on what are supposed to be closed-door deliberations."It's not independent of the mayor, it does not have its own investigative powers," Attorney Genevieve Jones-Wright said at a rally outside City Hall before the Tuesday vote. "The concern from the community is that it is just a rubber stamp of what police officers have already determined in their own investigations."RELATED: Transparency Project focuses on police files regarding officer-involved shootings and misconduct allegationsThe proposed independent commission would investigate all deaths occurring while a person is in police custody, all deaths resulting from interactions with a San Diego police officer, and all officer-related shootings. It would have subpoena power and its own legal representation. "One of the things that's most disturbing about the current CRB is that it is required to have as its attorney the City Attorney. And the City Attorney is the same attorney for the police department," said Andrea St. Julian, who authored the proposal submitted to the city. The meet-and-confer with the union is expected to happen in time for the November election. Jack Schaeffer, who heads the association, welcomed the talks. "We're going to make sure that the way that they're planning on rolling this thing out isn't going to interfere in our ability to investigate a crime scene, and then how we interact and things like that," he said. "It's going to be really important to figure that out during meet-and-confer."In a statement, Police Chief David Nisleit said the department will work with civilian oversight in any manner approved by the voters. The city's independent business analyst said the commission could cost between .1 million and .3 million per year, depending on staffing. SAN DIEGO (KGTV) -- A San Diego County sheriff’s deputy was arrested and charged with multiple sex crimes involving minors.Chula Vista police said they received anonymous tips via Crime Stoppers on April 9, 2020, “regarding an unidentified adult male suspect, who engaged in sex acts with an underage victim. Investigators were able to identify the suspect and also determine that there were two additional underage victims.”During the probe, investigators identified the suspect, 27-year-old Jaylen Fleer, as a correctional deputy with the San Diego County Sheriff’s Department.According to CVPD officials, Fleer surrendered to investigators on Wednesday, July 22. After being processed at CVPD headquarters, he was transported to the sheriff’s Vista Jail.Jail records obtained by ABC 10News show Fleer was booked on 15 charges, including oral copulation with a person under 16, luring a minor for a sex offense, and sending harmful material to seduce a minor.Chula Vista police noted that the sheriff’s department “cooperated and assisted with the investigation.”In a statement, the San Diego Sheriff Department said that Fleer was placed on administrative assignment when the department was made aware of the possible incident and that because of the seriousness of the allegations, his authority as a peace officer was taken away.
