SAN DIEGO (KGTV) — Palomar College has placed its president on leave pending an investigation.The college district announced Wednesday that Superintendent and President Joi Lin Blake was placed on paid leave following a report warning of the college district's fiscal instability.“It is my request that we all respect the privacy of all parties at this time. Doing so will allow us to focus on the important work of the District. According to the district in the report, the 2018-19 budget had a ,220,001 deficit.The report stated that the district's salary and benefits costs "continue to increase year after year at a rate greater than revenue growth."The college district "has a high probability of fiscal insolvency in the near future" at its current pace, the report warned. The report adds that in two years the district "will have consumed all reserves and will be forced to borrow .5 million from an external source to remain solvent."The district said placing Blake on leave was not as a disciplinary action but "as a precautionary measure to protect all parties." SAN DIEGO (KGTV) -- Police responded Monday after a vehicle crashed into a Chick-fil-A in Mira Mesa.The crash happened on the 10700 block of Camino Ruiz near Mira Mesa Community Park. SAN DIEGO (KGTV) — More than half of the San Diego-based breweries that participated in a fundraiser to help Camp Fire victims say they've completed their donation on time, according to research by the 10News team.In December, Sierra Nevada brewing asked breweries across the nation to brew "Resilience IPA" as a way to make money for the Butte Strong Fund.Sierra Nevada offered to provide the recipe and work with suppliers to get the ingredients donated. All the local brewers had to do was brew and sell the beer, and donate 100% of the proceeds to the fund.According to Sierra Nevada's Resilience IPA website, more than 1,400 breweries across the country signed up. That includes 43 in San Diego County.Sierra Nevada asked the brewers to finish selling Resilience IPA by April 30 and complete their donation by May 14.In an email sent to brewers on May 21, Sierra Nevada said that nearly half of the breweries still hadn't completed their donation.10News reached out to all 43 breweries in San Diego that took part in the effort to see if they're living up to their end of the fundraiser. We also asked how much money they were able to donate.Of the 43 San Diego breweries we called or emailed, 29 told us they had finished their donation and sent in a check. Those breweries sent more than 7,000 combined. Three breweries told us they haven't been able to finalize their donation. Eleven breweries have yet to respond to our questions.For Societe Brewery CEO Doug Constantiner, helping Camp Fire victims was personal."One of my really good friends lost his house in the fire," Constantiner says. "When we saw the email come through, there was no question about it. SAN DIEGO (KGTV) — New details are emerging about the death of a man in San Diego Sheriff’s deputies’ custody. A recently released Medical Examiner’s report says an arrestee’s death last year was a "homicide." The District Attorney's office said last year that none of the deputies involved in the in custody death will face any criminal charges. Oscar Leal died last February 28 after deputies responded to his apartment in Vista and detained him. The Medical Examiner’s homicide classification is not a legal term, but a medical assessment. The DA's office wrote in part of a nine-page summary and statement in December last year: "... His level of methamphetamine intoxication combined with his active resistance combativeness in the duration of the struggle, all contributed to his death ... The deputies involved in his detention acted reasonably under the circumstances in bear no state criminal liability for their actions."The Sheriff Bill Gore wrote in a statement:"I am aware of the Medical Examiner's conclusion regarding the manner of death of Mr. Leal. I respectfully disagree with the classification of the manner of death in this case as a homicide.The pathologist wrote that his death was due to acute methamphetamine toxicity in the setting of agitation, physical altercation, and prone restraint. It was purely due to Mr. Leal's agitation that he was restrained. Peace officers have a duty to restrain those who are agitated and under arrest, as Mr. Leal was. Were it not for Mr. Leal's abuse of methamphetamine he would be alive today. The deputies and nurses on scene rendered immediate aid to Mr. Leal.Mr. Leal brought upon his own death with his choice to use methamphetamine. His manner of death is more accurately classified as an accident."It has not been made clear yet why the medical examiners report took 13 months to be released. 2135
