SACRAMENTO, Calif. (AP) — Gov. Gavin Newsom signed into law Wednesday a bill making California the first state to ban workplace and school discrimination against black people for wearing hairstyles such as braids, twists and locks.The law by Democratic Sen. Holly Mitchell of Los Angeles, a black woman who wears her hair in locks, makes California the first state to explicitly say that those hairstyles are associated with race and therefore protected against discrimination in the workplace and in schools."We are changing the course of history, hopefully, across this country by acknowledging that what has been defined as professional hair styles and attire in the work place has historically been based on a Euro-centric model — based on straight hair," Mitchell said.Stephanie Hunter-Ray, who works at a makeup counter, says she typically wears her hair braided or in an afro, but one day she showed up to work with it straightened and styled in a bob. Her manager told Hunter-Ray her hair had never looked so normal."It bothered me," Hunter-Ray said in an interview at the hair salon she owns in Sacramento that specializes in natural hair styles. "What do you mean by 'normal?' Your normal is not my normal. My normal is my 'fro or my braids."Alikah Hatchett-Fall, who runs Sacred Crowns Salon in Sacramento, said she's had black men come into her salon asking to have their hair cut off because they can't find jobs.The law, she said, "means that psychologically and mentally people can be at ease and be able to get the jobs they want, keep the jobs they want, and get promoted at the jobs they want."California's new law, which takes effect Jan. 1, is significant because federal courts have historically held that hair is a characteristic that can be changed, meaning there's no basis for discrimination complaints based on hairstyle. The U.S. Supreme Court recently declined to hear the case of an Alabama woman who said she didn't get a job because she refused to change her hair.The issue burst into public view last December, when a black high school wrestler in New Jersey was told by a referee that he had to cut off his dreadlocks if he wanted to compete. California's Democratic governor said the video was a clear example of the discrimination black Americans face."His decision whether or not to lose an athletic competition or lose his identity came into, I think, stark terms for millions of Americans," Newsom said before signing the bill alongside Mitchell and half a dozen advocates. "That is played out in workplaces, it's played out in schools — not just athletic competitions and settings — every single day all across America in ways subtle and overt."Though California is the first state with such a law, New York City earlier this year issued legal guidance banning discrimination against someone based on their hairstyle. The beauty company Dove is part of a coalition pushing for more hairstyle protections, and Mitchell said she hopes other states follow California.Mitchell's bill adds language to the state's discrimination laws to say that "race" also includes "traits historically associated with race," including hair texture and protective hairstyles. It further defines protective hairstyles as braids, twists and locks.The term locks, or "locs," is the preferred term to dreadlocks, which has a derogatory connotation.At Hunter-Ray's studio, Exquisite U, on Wednesday, her stylists and customers reflected on the new law.Shereen Africa, who was having her hair re-braided by Elicia Drayton, said she used to work at a television station in Mississippi where a black anchor quit after facing resistance to wearing her hair in locks. Africa said she did not wear her hair in braids at the job, even though she wasn't on air, because the environment wasn't supportive of it."If I'm in a professional setting, I won't wear my hair in certain ways," she said.An anchor at a different Mississippi TV station made national news when she said she was fired after she stopped straightening her hair."You want to go to work and feel free," Drayton said. Gavin Newsom has approved legislation prompted by the helicopter crash that killed Kobe Bryant and eight others.The bill signed Monday makes it a crime for first responders to take unauthorized photos of deceased people at the scene of an accident or crime.Reports surfaced after the January 26 crash that graphic photos of the victims were being shared. Eight deputies were accused of taking or sharing graphic photos of the scene, Los Angeles County Sheriff Alex Villanueva said then, adding that he had ordered the images deleted.Sheriff Villanueva said the department has a policy against taking and sharing crime scene photos, but it does not apply to accident scenes.The measure that will take effect Jan. 1 makes it a misdemeanor with fines up to ,000 per offense to take such photos for anything other than an official law enforcement purpose.Bryant’s widow, Vanessa Bryant, has sued the department over the photos. In her lawsuit, Bryant alleges that eight deputies took "gratuitous images" with their cell phones after responding to the scene.Bryant's suit also alleges that one of those deputies showed images from the scene to someone outside the department. According to Yahoo, that deputy showed photos from the scene to a person at a bar and bragged "about how he had been at the crash site." This time it’s linked to synthetic marijuana, also known as K2.Joyce Grady has seen the impact the drug is having in D.C. Living in shelters and on the streets has given her a front row seat to the problem.“It's gotten to the point if you hear an ambulance, or police, you automatically put that together with a K2 overdose,” Grady said.The drug is often made to look like marijuana. A mix of chemicals is usually sprayed onto herb or plants, that is then smoked.It can be cheaper and more powerful than marijuana, which is part of its appeal. However, it comes with a high risk.“With marijuana, you can still take a puff and get a smile,” Grady said. “With this K2, you can take a puff and die.” 790
Robots are the latest in technology working to reduce the risk of COVID-19 at airports.A robot, called the "Breezy One," just started working at the Albuquerque International Sunport. It operates autonomously and can decontaminate a 100,000 square foot space in about 90 minutes.“We're working closely with chemical manufacturers who have created very effective and very safe chemicals that have been rigorously tested,” said Kimberly Corbitt from Build with Robots.“It's providing even a protective layer throughout the day, which is pretty exciting when you think about the robot leaving behind a protective layer that really helps people stay safe in these environments,” said Melonee Wise with Fetch Robotics.The robot's creators say the disinfectant it uses is registered by the Environmental Protection Agency, and has been tested and approved by multiple government agencies.The City of Albuquerque’s Director of Aviation, Nyika Allen, hopes the robots eases some concerns about flying.“Here with robots, we actually have the whole facility mapped out and we can see what it’s done, what it hasn't done, how long it took the robot and so we're actually able to guarantee the customer and the passenger that these spaces that they're touching in the airport are getting disinfected on a nightly basis,” said Allen.Allen says the custodians have been part of the process of bringing on the robot, and that it's not replacing any of them. Instead, it's making their job safer and letting them focus on other tasks.The robot's creators are in talks now to place them inside a large factory in the U.S. that's currently disinfecting there by hand.The Pittsburgh International Airport is another airport that recently started using a robot to clean. It's also autonomous but utilizes UV lights retrofitted on the airport's existing floor scrubbers.And in Grand Rapids, an autonomous robot that sprays FDA approved disinfectant is joining the airport there.Something else we're seeing more of now with the mask requirements for air travelers are vending machines for personal protective equipment in the airport. The machines were recently added in the Denver and Las Vegas airports.The future of travel is also expected to be more touchless. RMH Franchise Holdings, a company that operates a number of Applebee's restaurants, announced this week that customers who used credit cards at some locations may have been subject to a data breach. "Upon learning of a potential incident, RMH promptly launched an investigation and obtained the help of leading cyber security forensics firms," the company said in a statement. "Based on the experts’ investigation, RMH believes that unauthorized software placed on the point-of-sale system at certain RMH-owned and -operated Applebee’s restaurants was designed to capture payment card information and may have affected a limited number of purchases made at those locations."The company said that customers’ names, credit or debit card numbers, expiration dates and card verification codes were subject to the breach. Customers who used Applebee's tabletop payment system, or its online ordering system were not subject to the breach.RMH said that customers should closely monitor their payment card statements, and check for any unauthorized transactions. If customers notice any unauthorized transactions, they should contact their bank.RMH said that it learned of the incident on February 13, and has since contacted law enforcement. "RMH is continuing to closely monitor its systems and review its security measures to help prevent something like this from happening again," the company said. The company did not say why it waited three weeks before notifying the public. Many of the affected transactions took place from December 6 through January 2.
