SAN DIEGO (KGTV) — Despite a concerted effort to repair San Diego's crumbling sidewalks, a new report by city staff details the vast number of areas in desperate need of repair, as well as the skyrocketing cost to get them fixed."We're repairing more now than we ever have, but it continues to be a source of frustration," City Council member Mark Kersey told 10News in an interview Wednesday ahead of a City Council meeting on the matter.The new data shows that crews have repaired or replaced more than 27,000 sidewalks since the last major assessment was completed in 2015. However, more than 81,000 sidewalks still need attention. And while an estimate in 2016 put the costs to complete the work at million, that number has now jumped to to 100 million."The way it's set up right now is the sidewalk is the property owner's responsibility," Kersey explained. "They own it and they're supposed to maintain it. But because it's in the public's right of way, if someone trips and falls and hurts themselves, the city is the first one to get sued."Kersey says the repair process is far more complex and time-consuming than simply seeing a problem area and fixing it. Much of this stems from trying to prod property owners into making the repairs. However, Kersey says the costs of getting the right permits can be prohibitive, even sometimes matching the actual cost of the work. There is a city program which offers to bypass permitting and have the city do the work for half of the cost, though only a few dozen repairs are processed through the program each year.Another concern is mounting legal costs. On top of the cost of the actual repairs, the city has spent millions of dollars settling lawsuits stemming from dangerous sidewalks. "I would much rather put those millions of dollars into fixing the problem than paying out legal bills," said Kersey. 1874

SAN DIEGO (KGTV) -- For students in the 3D printing club at Westview High in Poway whose goal was never to hit the 'print' button, they've come a long way."It feels really amazing to know the 3D printing club is helping those who are in need."Victor Ku is president for Westview High's 3D printing club that started up this past year.When the club started, their mission was purely educational. They wanted to create a curriculum and teach people the basics of 3D printing because they didn't have the money to actually print anything."It can be very expensive and super confusing at first which is why we believe all these limitations shouldn’t restrict one from getting the opportunity to learn its such an amazing tool."Then when March came around, Victor said "we were back to square one. We didn’t really know what to do and we realized we need to quickly pivot towards the communities needs and in this case it was face shields or personal protective equipment."That's when the team of young and aspiring engineers got to work and finally hit 'print'."We took a small break and waited for all the design and the actual professional engineers to perfect the design before we started mass producing these face shields," Victor said.They've donated about 400 face shields to five different organizations, and are some of the youngest people to make a difference."We’ve distributed them to hospitals, hair salons and post offices to name a few. That little bit could definitely help save any lives."With things easing up, Victor said they want to widen their distribution list. They're also accepting donations to help buy supplies to create more face shields. 1671

The City of San Diego is inviting residents to donate big items at a recycling event Saturday. Disposal services will be available at SDCCU Stadium in Mission Valley from 8 a.m. to 1 p.m. City of San Diego residents can drop off appliances, furniture, electronics, televisions, and other bulky belongings. Smaller recyclable items including batteries and light bulbs will also be accepted. Goodwill Industries of San Diego County and Urban Corps of San Diego will accept items and mattresses. The donation and recycling event is part of the Clean SD initiative to reduce illegal dumping. 707

  

SAN DIEGO (KGTV) - Firefighting cameras are blanketing California, shattering its goal of installing 650 cameras across California by 2022, thanks to the efforts of a UC San Diego professor and his team.The camera system, called ALERTWildfire, came from a need to confirm the ignition of a fire, and coordinate assets to be the most efficient and safe for the community.Geology Professor Neal Driscoll at UC San Diego is the Co-Director of ALERTWildfire and said just a couple of years ago it was a slow process confirming a fire sparked in the county."We’d have to send an engine to a mountaintop or launch an aircraft to verify ignition," Driscoll said.That wasted valuable time. ALERTWildfire allows fire command centers to find and assess a blaze with a few clicks on a computer.Cal Fire Captain Thomas Shoots said they look for key information from the cameras, "really just trying to hone in on where this fire is, what its potential is and who might need to be evacuated."The system launched in 2017 and now San Diego has 35 cameras across the county.The cameras pan, tilt and zoom on command and have a time-lapse function."The technology isn’t just good situational awareness, it’s also using that data and that information in real-time to evacuate people and save some more lives," Shoots said.Driscoll said they are continuing to grow the program, "locally I think we’ll cap out at 45-50."Shoots said they're working to grow to more than 1,000 cameras across the state by 2022 and Driscoll hopes to expand to other states like Colorado and Idaho.Driscoll advises the public to get familiar with the website, so in case of an emergency, you can be aware of your surroundings and evacuate safely.Driscoll also advised the public to RAP: Reduce risk, Activate your alerts, and Practice your plan. Ensure you're taking care of your property and creating defensible space, activate emergency alerts on your phone, and have a go-bag in case of an emergency, complete with masks and sanitizer during the pandemic. 2025

  

SAN DIEGO (KGTV) — Erica Norman spent months saving thousands for a cruise down the Mexican Riviera on the massive Norwegian Bliss. Norman and about 4,000 others boarded that ship this week and were whisked away from the Port of Los Angeles. They were excited for a trip down to Cabo and Mazatlan - but instead, they wound up in San Francisco."I paid ,000 for this cruise and it's just a tour going in a circle in California," said Norman, who lives in Orange County. "I'm not happy about that."Norman said that about two hours into the cruise, the passengers got an announcement that the ship would divert to San Francisco, San Diego, and make one stop in Ensenada before heading back to Los Angeles. The ship made the call to avoid Hurricane Willa down south. RELATED: Tropical storms force Norwegian Bliss cruise ship to divert to San Diego"The safety and security of our guests and crew is always our top priority," Norwegian cruises said in a statement. "Guests were notified of the change as soon as our operations team was able to confirm the modified itinerary."But Norman said many of the guests felt blindsided. "I think they knew ahead of time, and then once they got us out in the water then they decided to change the itinerary because no one could get off at that time," Norman said. The Bliss reached San Diego Wednesday morning. At 1,094 feet long and a capacity of 4,004 passengers, it's the largest to ever dock in San Diego, a city that usually gets older ships on less traveled routes. RELATED: Cruise industry booming as season begins in San Diego"The guests will visit all the attractions, go on tours, go to restaurants, go shopping," said Adam Deaton, who directs cruise business for the Port of San Diego. About two dozen taxicabs waited for the passengers as they disembarked on Harbor Drive. Bikes that normally would have baked in the sun were rented. And pedicab drivers said they were finding new passengers. A food mart across from the ship had a line about 10 deep. "I'd rather be safe than sorry to even get in the area of Willa," said Lillie West, a passenger who said she was glad the ship diverted.West had never been to San Diego and said she had 0 to spend locally. The Port says most cruise ships have a 0,000 impact to the local economy in their stops in San Diego, although the Bliss is so big it could be up to million.But not everyone planned to spend their dollars in San Diego, Norman included."I work 45 minutes from here, and I'm just trying to find something to do to make the best of it," she said. For Norman, that was to go back onto the Bliss, the ultramodern ship where many of the amenities are prepaid. 2761
