SAN DIEGO (KGTV) — Among the propositions that will be on the November ballot in California, Proposition 17 will ask voters to decide whether or not to allow individuals on parole to vote.Voters will vote "yes" or "no" on the proposition, which is an amendment to the state's constitution introduced by Sacramento Assemblymember Kevin McCarty, according to BallotPedia.In California, those who are "mentally incompetent or imprisoned or on parole for the conviction of a felony" for a state or federal sentence are not allowed to vote.The passage of Proposition 17 would instead direct the state to only disqualify those who are currently serving a sentence for the conviction of a felony and allow those on parole for a felony conviction to vote."Parole is not an extension of punishment. It's a reintegration time for someone to come back in their community," says Shay Franco-Clausen, the Yes on Prop 17 Campaign Manager. "What better way to make them feel that they have a stake in the community is there than giving the right to them."Those who support Prop 17 argue, "when a person completes their prison sentence, they should be encouraged to reenter society and have a stake in their community. Restoring their voting rights does that. Civic engagement is connected to lower rates of recidivism. If the state does not trust them to choose where to live or travel, with whom to associate and what jobs to do, it MUST NOT trust them with decisions that will impact the lives and finances of all other members of society..."Proposition 17 will allow criminals convicted of murder, rape, sexual assault against children, kidnapping, assault, gang gun crimes, and human trafficking to vote before completing their sentence including parole."Proposition 17 started as ACA 6, and passed the State Assembly and Senate with 70% approval. SAN DIEGO (KGTV) — A woman broke her thigh bone after she was riding on a motorized scooter and lost control in downtown San Diego Friday.The 65-year-old woman was riding a Bird scooter just before 2 p.m. in the Embarcadero area, according to San Diego Police. Her family members were also riding scooters with her.For some reason, police say the woman lost control of the scooter and overturned. SAN DIEGO (KGTV) — A search was underway Friday for eight service members who disappeared in the waters off San Clemente Island after a training exercise involving an amphibious assault vehicle (AAV).One Marine died following the training accident and two were in critical condition at a hospital.The accident is the third time in less than 10 years that someone has been injured or died in an AAV during training. Colonel with a background in intelligence and amphibious reconnaissance, says one of the most difficult operations in the military is amphibious operations."There is an inherent danger because every once in a while those things will take on water and if they do you've got a lot of marines trapped in a vehicle and it's going to be very difficult to get everyone out safely," Kempfer said.In 2017, 15 Marines were injured during a training exercise when an AAV caught fire. In 2011, a Marine was killed when an AAV sank off the coast near Camp Pendleton."It does happen, that when you go into the water things will leak. There's hatches all over the vehicle on top, in back the crew has hatches," Kempfer says.Injuries during training exercises aren't specific to amphibious assault vehicles. In 2015, one Marine was killed and 18 others were injured in a single-vehicle rollover crash.Kemper says they are horrific events when they happen."We train like we fight an obviously like its very nature the armed forces is a very dangerous business that's what we do," said Kemper. 1721

  

SAN DIEGO (KGTV) -- An investigation is underway after a fire damaged an abandoned home in Southcrest late Monday night.According to the San Diego Fire-Rescue Department, crews were called to the fire on 36th and Newton avenue just before midnight.It took firefighters at least 15 minutes to stop the fire from spreading to nearby homes.Because the house is abandoned and boarded up, the fire is being considered suspicious and is being investigated.No one was injured in the fire. 489

  

SAN DIEGO (KGTV) - An advisory committee made up of medical experts met Thursday virtually and recommended that the FDA authorize the Pfizer vaccine for emergency use for Americans 16 and older.The vote was 17 to 4.Hospitals across the San Diego County are preparing their staff and most vulnerable patients for the rollout of the vaccine. They are in the first groups of people to be vaccinated.The county expects to get 28,275 doses of the Pfizer vaccine next week if it gets FDA approval. The initial shipment of doses is not likely enough to meet the large demand said Dr. Davey Smith, the Chief of infectious diseases and Global Public Health at UC San Diego Health."There probably won't be enough for the frontline workers, so we even triage between the frontline workers. So who has the most contact in terms of emergency room workers, nursing staff, those on the front desk, those are the people who should and will get it first, all across the institution," Smith saidThe vaccine is expected at a time when COVID-19 infections are on the rise, and ICUs are filling up."We have hospital beds available, and ICU beds available," Smith said. "If we hit 100 percent in one unit, we're going to open up something else. We have other outside facilities with tents. We thought through this, through every single scenario. We have people who are not taking a vacation. We have backup upon backups to keep San Diego safe." 1433
