XIAMEN, Sept. 8 (Xinhua) -- China will further open up to the world and step up its international investment cooperation, Vice Premier Wang Qishan promised here Monday.     Addressing the 12th Xiamen International Trade and Investment Fair in the east Fujian Province, Wang said the country would continue to stick to the national policy of opening up, constantly improve its policies on utilizing foreign investment and investing in foreign countries, and create more space for foreign companies to develop their business in China.     China's reform and opening up policy had significantly transformed the country in the past 30 years, and its accession to the World Trade Organization had further integrated it with the global economy, he said.     Although the country met with severe natural disasters and an unfavorable international economic environment, its coping measures made its national economy stay healthy on the whole, he said, noting it was confident in and capable of overcoming the current difficulties and challenges.     Expounding on improving its policies on utilizing foreign investment and investing in foreign countries, Wang vowed to further improve the country's investment environment including building a service-oriented government, a market of fair competition, a transparent legal environment and stable policy environment.     He also stressed lifting the quality and diversifying the means of utilizing foreign investment, and encouraging domestic enterprises to invest in foreign countries.     The Chinese government had always supported trade and investment liberalization and opposed protectionism in any form, he said, vowing to work with the world to eliminate trade and investment barriers and cope with various difficulties and challenges for global economic prosperity and stability.     Attendants of the forum are from 120 countries and regions and seven international organizations

UNITED NATIONS, Sept. 24 (Xinhua) -- China will stick to the path of peaceful development and continue to pursue the policies of reform and opening-up and an independent foreign policy of peace, Chinese Premier Wen Jiabao said here Wednesday.     "The whole world wants to know in what direction China is heading" after the Beijing Olympic Games, Wen said in a speech delivered at the annual high-level debate of the United Nations General Assembly.     "Let me tell you in unequivocal terms that China will remain committed to the path of peaceful development, unswervingly pursue reform and opening-up, and continue to adhere to an independent foreign policy of peace," he said.     "This is in the fundamental interests of the Chinese people and the people of all other countries. It is also in keeping with the trend of the world." BEIJING, Aug. 6 (Xinhua) -- Senior Chinese leader Jia Qinglin urged here on Wednesday that the role of the Chinese People's Political Consultative Conference (CPPCC) in scientific and democratic policy-making should be strengthened.     "We should increase the forms of political consultation and make it an important aspect in making scientific and democratic policies," Jia, chairman of the 11th CPPCC National Committee, said at a seminar held by political advisory body.     Jia, also a member of the Standing Committee of the Political Bureau of the Communist Party of China Central Committee, stressed improving democratic supervision in three phases: information, communication and feedback.     Jia said the work in the latter half of 2008 would be extensive and tough, and he urged officials at all levels to closely track changing international economic trends and research the new issues emerging in domestic economic development. BEIJING, Sept. 13 (Xinhua) -- China's State Council, the Cabinet, has started the first-class national food safety emergency response to deal with the tainted Sanlu milk powder incident that has caused kidney stones in at least 432 babies.     The State Council has set up a national leading group comprising officials from the Health Ministry, the quality watchdog and local governments for the incident.     A preliminary investigation has confirmed the Sanlu baby milk powder contaminated by melamine was the cause of kidney stones in infants, said an official statement released here Saturday evening.     The melamine substance found in some of the Sanlu products was deliberately added to increase the protein percentage in raw milk or milk powder, it said.     The statement said the Central Committee of the Communist Party of China and the State Council attached high importance to the issue, urging all-out efforts in treating the affected babies. The patients will be given free medical treatment and the cost will be shouldered by the government.     Meanwhile, the State Council urged a thorough overhaul of the milk powder market, directing the Administration of Quality Supervision, Inspection and Quarantine (AQSIQ) to join other departments to check all the brands of baby formulas circulating in the market, and immediately pull those disqualified products off shelves.     The reason why the Sanlu baby formula was contaminated must be found out as soon as possible, the State Council said, directing the local government and relevant departments to overhaul all the links including the milk powder production, cow raising, raw milk collection and dairy processing.     Based on the findings, the criminals and all those responsible would be severely punished, it said.     Relevant local government and departments should draw lessons from the incident and improve the food safety and quality supervision mechanism to ensure the food safety of the public, it added.     The State Council has directed the provincial government of Hebei, where the Sanlu group is based, to halt production of the group. An investigation team set up by the health ministry and other departments is also in the province to probe into the cause, and the quality watchdog AQSIQ is conducting an all-round overhaul of baby milk powder producers across the country

BEIJING, Sept. 16 (Xinhua) -- The infant milk powder produced by most companies in China was safe according to the nationwide check results following the Sanlu baby formula scam, the country's State Council departments said on Tuesday.     The State Administration of Quality Supervision, Inspection and Quarantine said it had tested 491 batches of baby milk powder produced by all the 109 companies in the country in a special inspection move. The infant milk powder produced by most companies in China was safe according to the nationwide check results following the Sanlu baby formula scam, the country's State Council departments said on Tuesday. 69 batches from 22 companies nationwide were found containing melamine, a chemical which had tainted Sanlu's baby formula and led to kidney stone illness of more than 1,200 infants across the country.     The number of companies with melamine-tainted milk accounted for 20.18 percent of the total of milk powder companies in China. And the number of tainted batches accounted for 14.05 percent of the total batches tested.     The melamine content in the Sanlu brand reached 2,563 mg per kg, the highest among all the samples. In other samples, the range was from 0.09 mg to 619 mg per kilogram. Parents with their babies wait for examinations at a children's hospital in Hefei, capital of east China's Anhui Province Sept. 16, 2008.Authorities have sealed the problematic milk powder products in companies, or removed them from store shelves and recalled all those sold.     Safe powder milk products will continue to be sold on market to ensure enough supply, according to the State Council.     To ensue the quality safety, the quality inspection bodies will dispatch supervisors to each baby milk powder company since Wednesday to oversee the quality of raw materials and production procedures. Every batch of products will be checked.     Sanlu, which is 43 percent owned by New Zealand dairy company Fonterra, has been ordered to halt production. The Hebei provincial government decided on Tuesday to dispatch four working teams to Sanlu Group for a thorough investigation.     So far, four milk dealers have been arrested and 22 others detained for questioning by Hebei police.
