(KGTV) - The state Supreme Court started hearing oral arguments Tuesday in San Francisco over San Diego’s pension changes that were approved by voters six years ago.More than 65 percent of San Diegans voted for Proposition B, the "Citizens Pension Reform Initiative" which switched most new city workers to a 401(k) plan instead of a guaranteed pension.Ever since then the measure has been challenged by labor unions. The Public Employment Relations Board (PERB) has been trying to overturn the pension cutbacks in court and now it’s in front of the state Supreme Court.The court will review the Fourth District Court of Appeal’s 2017 ruling on the issue.The focus then was on whether former San Diego city leaders illegally put Prop B on the ballot because they did not meet and confer with the labor union first. The appellate court ruled in favor of the city then.Now, political analyst John Dadian says if the Supreme Court rules in favor of the labor union, the city could be upside-down millions of dollars, directly impacting taxpayers.“Taxpayers should be very scared,” said Dadian.  “They could have to go back and retroactively give the original pension benefits to the new 3,000 employees and that would be horrendous.”Dadian says there is still hope for the city if the court rules in favor of the union.“If it rules against the city they have several options, they could craft a new one (prop) to go back on the ballot and it could possibly go to federal court,” said Dadian.After Tuesday’s hearing, the court has 90 days to make a ruling. 1575

A 20-year-old man with Down syndrome was carrying a toy gun when he was shot dead by Swedish police in Stockholm on Thursday, according to CNN affiliate Expressen.Eric Torell was diagnosed with both autism and Down syndrome and could not verbally communicate, his mother told Expressen.Torell's family reported him missing after he ran away from home, something he had been known to do before. He had a plastic toy gun with him, which "looked a little like a submachine gun" and was given to him as a gift, said his mother, Katarina S?derberg.Early Thursday morning, the police received reports of a person with a gun in the Vasastan district. After arriving on the scene, they shouted at Torell to "lay down his weapon and lie on the ground," an eyewitness told Expressen.Police officers are then believed to have fired at Torell, according to Expressen. Torell was taken to the hospital, but could not be saved.When S?derberg was first notified of her son's death, she said: "There's got to be a mix-up."She was "totally, totally devastated," she told reporters in her home, as she showed them photos of Torell. "I couldn't understand that it was true, I still can't believe that it is true."She and Eric's older sister, Elsa, were nearly paralyzed by the news, S?derberg said. Why, she asked, did the police officers have to shoot? And why did it have to be a fatal shot, instead of one to the leg?"Even if he made a mistake, even if he went outside with a pistol thing, a toy gun, do they have to shoot him dead because of that? It was light outside," his mother said."You can see a mile away that he's got Down syndrome. It can't be missed," she said. "A 'threatening man'? (KGTV) -- Summer is nearly here, and the County is preparing for pests. On Wednesday, the first rounds of larvicide will be dropped on 48 rivers, streams ponds and waterways. In previous years, crews sprayed neighborhoods by hand to fight mosquito-borne illnesses like Zika and West Nile viruses. This year, the County will use a helicopter to drop the batches or solid, granular larvicide on the waterways that cannot be treated by hand.The drops will take place about once each month of mosquito season (April to October). Mosquito larvae that ingest the larvicide will be killed, but the larvicide is not harmful to people or pets. The list of waterways equals just over 1,000 acres from Chula Vista to Fallbrook and from Oceanside to Lakeside, according to the County News Center. Protect yourself from mosquitos 864

  

A 13-year-old middle school student from Elkhorn, Nebraska was arrested on Thursday on suspicion of terroristic threats. According to a release, the student made non-specific threats on a national social media gaming website on Wednesday. After he was questioned Wednesday, he made similar non-specific threats again on Thursday on a different social media platform. The student was booked in the Douglas County Youth Center. Because of his age, his name was not released. Elkhorn Public Schools released a statement: "On Wednesday, law enforcement investigated an Elkhorn Valley View Middle School student regarding a nonspecific threat made on a national social media gaming website. Elkhorn Public Schools administration cooperated fully with local law enforcement throughout the investigation.  Elkhorn Public Schools takes all threats seriously, and in this situation, at no time did we feel students were in immediate danger. Parents of the student affected received an email on Wednesday afternoon, informing them of the situation." Captain Wayne Hudson with the Douglas County Sheriff's Office said deputies will be patrolling schools more closely in upcoming days given the alleged threats. Hudson says law enforcement agencies across the nation are not taking any potential copycat shooting threats lightly and encourage people to report any suspicious activity. "The whole thing of, if you hear something, say something — we need that information. As we saw in Florida, it seems several kids had information," Hudson said. "They knew this individual had made certain comments and certain threats — especially kids. You're going to find probably some of your most critical information is coming from students and parents. Students are the first line at school and know what's going on." 1884
