SAN DIEGO (KGTV) - San Diego is hoping to stamp out a portion of city litter with newly installed cigarette butts receptacles along San Diego Bay.The Port of San Diego installed 31 of the cigarette butt receptacles in partnership with TerraCycle, which developed the disposal stands.Staff from the Port's General Services Department will be in charge of emptying the receptacles and shipping the used cigarette butts to TerraCycle, who in turn will process them to be used in recycled products.RELATED: San Diego County residents still disposing of more waste than other Californians"Reducing litter is a critical step in protecting San Diego Bay, our precious natural resource. SAN DIEGO (KGTV) -- San Diego County officials are warning that the county could move into a lower, more restrictive COVID-19 tier, but explained if it does happens the shift wouldn't happen overnight. In just one week, San Diego County's COVID-19 case rate per 100,000 residents is up from 5.8 to 6.9. The positivity rate is also up from 3.4% to 4.2%.These two metrics determine whether or not the county moves up or down on the state's new colored tier system. The positivity rate is low enough to move the county from the red to a less restrictive, orange tier. The case per thousand rate is moving the county closer to going from red to purple, the tier with the most restrictions. County officials explain moving up or down from a tier would only happen if there were two consecutive weeks of data in one specific tier. The increased positive cases among students at San Diego State University could have an impact on the state's increasing numbers. As of Wednesday night, there are 440 confirmed cases of COVID-19 and four probable cases. Just last week, the campus only had 20 cases. On Wednesday the county also talked about a discrepancy with testing data, saying the state is not getting the county's correct testing numbers. Dr. Wilma Wooten couldn't say how many tests aren't being recorded properly but says the county is working with the state to resolve the issue in the next two weeks. SAN DIEGO (KGTV) -- San Diego Police are investigating after a 16-year-old was shot and killed in Lincoln Park Saturday night.Police responded to the 4900 block of Magnus Way around 10:20 p.m. after receiving reports of gunfire.When they arrived, officers found the teen in a driveway with a single gunshot wound. The 16-year-old was taken to the hospital where he was later pronounced dead, police say. Police say the teen has been identified, but his name isn’t being released at this time. SAN DIEGO (KGTV) - San Diego Police identified Monday the man shot and killed in the Shelltown neighborhood. Ricardo Moran, 49, was identified as one of two men who was shot on S. 42nd Street Saturday at 1:35 a.m. Officers received multiple 911 calls about gunshots. When they reached the scene, they found Moran and an unidentified 56-year-old man suffering from injuries. Witnesses heard a vehicle speeding away following the gunshots but were not able to provide a description. Moran died at the hospital. The second victim is expected to survive, police said.
