North Korea has tested a "newly developed ultramodern" weapon in an event supervised by leader Kim Jong Un, state media said Friday, amid faltering nuclear disarmament negotiations with the United States.Very little is known about the weapon or whether it is even new, but the test is the latest sign that Pyongyang is prepared to return to a more militaristic relationship with Washington if talks continue to go poorly."He's tiptoeing towards a more aggressive posture in negotiations with the US and he's signaling that he's not going to give way and can simply return to his old practices if (the US) don't change their approach," Josh Pollack, senior research associate at the Middlebury Institute of International Studies at Monterrey, told CNN.North Korea's state news agency KCNA announced the test on Friday morning, providing no details on the location of the event and little information about the weapon itself other than it was "tactical" and had been commissioned "personally" by Kim's father and predecessor, Kim Jong Il.A South Korean government source with military knowledge told CNN the weapon was likely a piece of long-range artillery "likely to be a multiple rocket launcher.""As it is a tactical weapon test, we do not view it as a North Korean military provocation," the source said. 1320

NEW YORK CITY — Fire marshals arrested a 36-year-old man accused of setting off fireworks that burned down a Brooklyn home last month, officials said Thursday.Officials said that the video shows Damien Bend igniting the illegal fireworks on June 24. Bend is charged with arson, FDNY Commissioner Daniel Nigro said."Illegal fireworks pose significant dangers to the safety of New Yorkers and their property," Nigro said. "Our Fire Marshals will continue to actively enforce the laws relating to illegal possession and sales of fireworks in New York City."Bend allegedly set off numerous fireworks, sending one of them through a window at around 9:25 p.m. last Friday night. Officials say he continued to light them, even as flames could be seen through the window of the 51st Street home.Video shows that one of the people with Bend appeared to be smoking a cigarette and filming himself as he shot off the fireworks.His friend, also filming himself, eventually noticed the house was burning at 9:32 p.m. — about seven minutes after the fire started.The video showed one of the men trying to contain the fire with a garden hose, to no avail."They were doing it in such a confined area it was just bound to happen," said FDNY Captain Michael Koco, director of safety education. "It was a recipe for disaster."The FDNY has set up one of a number of informational booths across the city to inform residents of the dangers of setting off fireworks, given the dramatic spike in complaints."A lot of times, the people that are being harmed are the bystanders," Koco said.In the last nine days, fire marshals in New York have arrested 17 people and confiscated nearly ,000 worth of illegal fireworks.It took 60 firefighters to knock down the blaze started by fireworks at 51st Street."They're illegal for a reason," Koco said. NEWMAN, Calif. (KGTV and AP) - Newman Police Chief Randy Richardson had tears in his eyes Thursday as he talked about the grief in his department over the loss of Corporal Ronil Singh. Singh, 33, was shot early Wednesday morning, a few minutes after radioing that he was pulling over a gray pickup truck that had no license plate in Newman, a town of about 10,000 people some 100 miles southeast of San Francisco. He died at a hospital. Singh was one of 12 Newman Police officers. “My department is hurting,” said Richardson at a morning news conference. “We’re not an agency; we’re a family.” Watch the news conference:The Stanislaus County Sheriff’s Department took over the investigation from Newman Police, releasing surveillance photos of a man seen at a convenience store just before Singh’s murder. Officials pleaded for information about the attacker's identity from the public, and the California Highway Patrol sent an alert to smartphones Wednesday asking drivers to keep an eye out for the pickup truck. A truck believed to have been the one stopped by Singh was later found in a garage in a mobile home park about 4 miles from the shooting, where law enforcement officers were serving a search warrant, The Modesto Bee reported. Investigators were examining the vehicle, police said. Earlier in his career, Ronil Singh worked as a deputy with the Merced County Sheriff's Department. "He was living the American dream," said Stanislaus County sheriff's Deputy Royjinder Singh, who is not related to the slain officer but knew him. "He loved camping, loved hunting, loved fishing, loved his family." On his Facebook page, Ronil Singh posted pictures on Christmas Eve from a deep-sea fishing trip that produced a big haul of crabs and fish. His profile picture shows him smiling as he stands at a patrol car with his K9 partner, Sam — the same photograph of the officer released by the Sheriff's Department. “He will never see his son walk,” Chief Richardson said. Outgoing California Gov. Jerry Brown offered condolences to Singh's family and said flags at the Capitol would fly at half-staff in his honor. "Our hearts are with the entire community of Newman and law enforcement officers across the state who risk their lives every day to protect and serve the people of California," Brown said. New numbers uncovered by a CNN investigation show an alarming number of gun mishaps happening at the hands of federal air marshals, and it’s prompting some to call for a new review of how the program operates and whether air marshals are needed at all. Last year, an incident captured national attention, when a passenger found an air marshal's loaded service weapon in the plane's bathroom. According to CNN’s investigation, it wasn’t an isolated incident. According to the report, the Transportation Security Administration’s Office of Inspection documented more than 200 cases of air marshals allegedly misusing or misbehaving with their weapons between 2005 and 2017. Nineteen of those cases involve marshals accidentally firing their weapons. More than 70 involve lost or misplaced weapons, including some left in airplane bathrooms or in airports. And at least 13 of the incidents involved alcohol.  "I’d always get that there’s going to be a few incidents just because that's life; that's how it works,” says Jeff Price, an aviation security expert at Metropolitan State University of Denver. “But this many incidents, particularly how many are related to alcohol, that’s a serious concern, and there’s underlying problems there that need to be addressed.” Price wrote a book on aviation security and believes the program works as a deterrent. However, he says an overhaul of the air marshal program may be needed. "So, I think it’s definitely time for a stem-to-stern review of the entire air marshal program,” Price says. “I’m not advocating we get rid of it, but I am saying we should improve it, so it’s what we really envisioned." A former special agent in charge of an air marshal field office believes, when put in context with the thousands of marshals the agency has, the numbers are still relatively small. "You'd hope to have a 0 percent error rate, particularly when employees are carrying weapons,” the former official says. "But you employ human beings, and humans are going to have failures." The TSA responded to the CNN report with their own statement, saying reports of misconduct are taken seriously and investigated, adding that they take disciplinary action in the wake of any misconduct.  2280

  

News helicopters in Philadelphia captured demonstrations turning into lawlessness as several people were seen breaking into businesses Tuesday evening.Philadelphia Police said that a crowd of approximately 1,000 people were looting a business in Philadelphia on Tuesday.The unrest began on Monday after Walter Wallace Jr., a 27-year-old Black man, was shot and killed by officers in Philadelphia. Spokesperson Tanya Little of the Philadelphia Police said that Wallace was ordered to drop a knife before being shot by officers.The incident was captured on video from a bystander, and Little confirmed that two of the officers were wearing body worn cameras. Whether that video will be publicly released will be determined in the coming days.Video of the incident showed officers pointing a weapon at Wallace. After trying to back away from Wallace, officers then fired at him.Police Commissioner Danielle Outlaw said that a full investigation of what transpired is underway.Shaka Johnson, an attorney representing the Wallace family, told the Inquirer that family called for an ambulance and not officers. Johnson said that Wallace's pregnant wife told officers that Wallace had a bipolar condition. 1206
