An Idaho woman reported to the Nampa Police Department Tuesday night that her 6-year-old son had been given a small bag of marijuana while out trick-or-treating.She reported that she had been going through his candy bag and found the small plastic baggie that appeared to contain marijuana. She brought the baggie to the Nampa Police Department and turned it over to officers.   Nampa Police field tested the substance found in the candy bag and it indeed tested “presumptively positive” for marijuana, said Nampa Police Sgt. Tim Riha.“Officers obtained the route that (the child) took while out trick-or-treating. (The child) had been to several houses in that area, but it is unknown which house provided the marijuana to the trick-or-treater,” Riha explained.  The baggie that contained the marijuana will be sent to the lab for fingerprint testing, he added.The incident is still under investigation.  The Nampa Police Department reminds parents to inspect all candy and items obtained by their kids while out on Halloween.“If any candy looks like it has been tampered with or opened, it is best just to throw the item away. An explosion near a pub in the northern Japanese city of Sapporo on Sunday night injured at least 42 people, including one critically, said Hokkaido Police public relations officer Ryohei Kashihara.A subsequent fire caused one building to collapse. Residents reported smelling gas after the explosion and seeing broken windows in the area, public service broadcaster NHK reported.The cause of the explosion, which occurred around 8:30 p.m. local time, is unknown, and emergency services continue to investigate.Video shows the blast's destructive aftermath. Firefighters sprayed water onto the building's remnants, and debris was strewn across the nearby street.The explosion also shattered windows across the street, sending broken glass onto the sidewalk, a Twitter user posted.The Sapporo fire department told CNN that more than 20 fire engines were deployed. As a massive caravan of migrants treks north, US officials have been negotiating with Mexico about how to handle the caravan should it reach the US border.Officials are weighing the legality of certain steps the Trump administration could take and looking at whether any processes could be changed to speed up the removal of migrants who have no legal basis to remain in the US, according to a senior Department of Homeland Security official.The official says the administration hasn't made any "firm decisions" about how to respond if the caravan reaches the border.Among the topics being discussed with Mexico is whether migrants from the caravan could be held there before entering an official port of entry, the DHS official said. The official said this is already being done to some extent, and described this as a more official process of what is known as "metering," when Customs and Border Protection officers keep immigrants in Mexico to limit the flow into the US. This process has been sharply criticized by advocates, who accuse officials of illegally trying to block immigrants from claiming asylum.A spokesperson for Customs and Border Protection referred all questions on the caravan to DHS.Additionally, the US is negotiating with Mexico about whether migrants from the caravan could be deported there, regardless of their country of origin. This process, known as "return to territory," which was included in President Donald Trump's January 2017 executive order on border security, isn't currently carried out by Immigration and Customs Enforcement, because Mexico would need to agree to take foreign nationals back."A lot of these (options) depend on cooperation and discussions with Mexico," the official said.There were 401 claims for asylum from the caravan that made its way to the US last spring, with 374 of those receiving "credible fear referrals," which is the initial screening to ensure a claim could have merit, according to Citizenship and Immigration Services data.ICE has been talking with contractors to discuss the possible need for additional detention capacity, according to the DHS official. As coronavirus cases surge throughout the US, there is an apparent strain on labs conducting tests.Quest Diagnostics said on Tuesday that it is processing 50% more tests per week than at the end of September. This has caused a slight delay in priority tests for high-risk patients and essential workers.“We will continue to expand our physical capacity, with the addition of new testing instruments and related equipment,” Quest said. “We also intend to expand our lab referral partner program. And we will continue to strive to provide the fastest testing for priority patients, which includes those who are hospitalized, pre-surgical or receiving care in congregate settings, such as nursing homes.”LabCorp says it is still processing coronavirus tests in one to two days. The company is conducting 210,000 coronavirus tests per day, but has the capacity to do 300,000 a day.With Thanksgiving just a week away, there is concern that the holiday will cause increased testing demand.
