SAN DIEGO (KGTV) -- Hundreds gathered outside Fire Station 21 in Pacific Beach Tuesday evening to remember a San Diego Fire-Rescue Department firefighter killed in a motorcycle crash over the weekend.Ryan Ferrara, 39, was riding on the back of the motorcycle as a passenger when it crashed into a parked vehicle. It happened July 18 at the 13000 block of Piping Rock Lane in the Lakeside area.The driver of the motorcycle was hospitalized; he has not yet been identified. Authorities say neither the driver nor Ferrara were wearing helmets.RELATED: San Diego firefighter killed in Lakeside-area motorcycle crashThe crash is still under investigation, but the San Diego County Medical Examiner's Office says alcohol or drugs may have been factors in the crash.Many who knew Ferrara were visibly distraught during Tuesday's remembrance ceremony. At sunset, the crowds moved to the boardwalk and sands. Many firefighters were there to show the family their support.Capt. Rich Marcello, who worked with Ferrara, says it's a Fire Station 21 tradition to go down to the beach and watch the sunset after every shift when possible."Every evening, we come out and watch the sunset and gather round each other and kind of hang out with each other, which is why we're here with the family today," he said.Before he was a firefighter, Ferrara was a lifeguard. That’s what many San Diego County restaurant owners felt after hearing the county has suspended enforcement activities on restaurants, for now.A judge’s ruling Wednesday allowed two strip clubs to stay open, and in a surprising twist, extended to the restaurant industry, allowing for in-person dining.While the county sorts out what it will do next, some restaurants are taking the opportunity to reopen for in-person dining, even if it’s short-lived.“I was thrilled to hear the judge’s ruling,” said Julian Hakim, co-owner of The Taco Stand. “I wish there was, even now, a little more clarity. We know the county is not going to enforce, but we’re not sure if ABC who holds our alcohol licenses or others choose to keep enforcing.”Hakim is cautiously optimistic and will now offer minimal outdoor dining options at his locations in downtown San Diego, La Jolla, Encinitas, and North Park.“I’m still prepared for anything,” he said. “There really isn’t any evidence that sitting outside is contributing to the COVID cases; I think there’s evidence of people being inside, so I would agree with that, and I wouldn’t open inside just yet.”Mikko Sushi’s Escondido, Carlsbad, and Vista locations reopened for outdoor dining and indoor dining at 25% capacity Thursday.“We decided to open with all the safety guidelines that are mandated by the county and state we will follow that,” said Mikko Sushi co-owner Mia Davis. “We debated actually, should we really open or not, but after thinking through overnight, many of our employees need jobs, this is right before Christmas, and they need to put the food on the table, they need to pay their rent.”Davis said she had to furlough 70% of her employees after the latest restrictions on restaurants went into place, and they could only offer takeout.Both Davis Hakim said they have many safety precautions in place, and they’re following what happens next closely.“We take this COVID-19 seriously, and we know the cases are increasing, and we just want to follow the rules.” 2069

SAN DIEGO (KGTV) - Finding a place to live is about to get easier for low-income San Diegans.Right now, landlords are not required to accept tenants who receive Section 8 rental assistance. However, in August 2019, a new amendment to San Diego's source of income ordinance will prevent landlords from declining a tenant-based only on the household receiving rental assistance."It's safe and everything is right across the street from me," said Maria Hernandez.That's how Maria Hernandez describes her neighborhood in Poway.Maria uses the Section 8 voucher program to help pay the rent. She says she waited about five years for that help."You know without Section 8, I don't know where me or my daughter would be," Hernandez said.Hernandez is lucky. Her landlord accepts Section 8. That's not always the case."I guess there's like that stereotype of people that are on Section 8, you know they think people are going to destroy their homes that people are poor who live on Section 8."Starting August 1, 2019 landlords and property managers in the City of San Diego cannot refuse an application from a prospective tenant, charge a higher deposit, or treat them differently in any other way based on their source of income.According to the San Diego Housing Commission, under the new ordinance, landlords and property managers cannot advertise or state a preference for certain sources of income. The tenant must still meet other requirements for tenancy and have the financial resources to pay any rental amounts not covered by the voucher/subsidy. Landlords and property managers must include any rental payments made by the voucher/subsidy when determining whether the applicant meets the minimum income requirements. Landlords and property managers may ask what an applicant's source of income is as long they do not discriminate based on that information."I want to give an equal treatment to every single San Diegan," said San Diego City Council President Georgette Gomez. "No matter how you're going to pay your rent, everyone should be looked at as an equal applicant."Gomez championed the changes to the city's law. She says for some it could be life-changing, allowing renters to choose what part of town they live in not just who accepts their form of payment."It's not just about housing, but better jobs and just an ability to not have that stress," Gomez said.The anti-discrimination policy is just one move making things more comfortable in San Diego.According to SDHC, "Effective July 1, 2019, SDHC increased its payment standards for the Section 8 Housing Choice Voucher rental assistance program, which helps more than 15,000 low-income households pay their rent. Raising the "payment standard" expands rental opportunities for families by allowing them to consider housing units with higher monthly contract rents, which are paid by a combination of rental assistance from SDHC and a portion of the tenants' income."Also, starting in August, the SDHC will launch the Landlord Partnership Program, which provides incentives to landlords to rent housing units to SDHC Section 8 Housing Choice Voucher rental assistance participants. SDHC tells 10news it will expand the Landlord Services Team, composed of specialized staff, to provide quality customer service to landlords and support families in the move process to ensure timely lease-ups.The agency also launched The Landlord Advisory Committee to identify best practices, programs, and incentives to attract new landlords to the Section 8 Housing Choice Voucher program. Hernandez tells 10News she's not looking for a new place to live, but if she were ever forced to make a change, she feels more secure knowing it easier to find somewhere to live."It will help people put roots down into a place," Hernandez said. 3792

  

SAN DIEGO (KGTV) - Doorbell cameras show teen pranks getting more destructive and some wonder if the cameras themselves could be sparking some of the damage. Videos of young kids playing 'Ding Dong Ditch' with doorbells are nothing new, but some teens are now taking it to another level. "Very disturbing," said Lilly, a homeowner who lives on Hilltop Drive in Chollas View. In the last few months on three different occasions, rocks or bottles have been thrown at her home and car. Her car's back window was shattered during one incident. "All the kids were laughing and running away," said Lilly.Each time, she caught at least one middle-school-aged boy running from her home. Several cameras are clearly mounted on the front of her house. In one video from the past week, a groups of boys walks past her lawn and one of them rips out her solar lights. Last Tuesday night in Lemon Grove, three teens are seen walking in front of a home. Suddenly when one walks toward the door, motioning to his leg. With a big smile on his face, the teen kicks the door forcefully and runs off. The homeowner posted on the Neighbors by Ring app that it caused major damage to his frame and paint. In that case, the doorbell camera was again in plain sight. They're meant to deter crime and they often do, but could surveillance camera in these cases be adding to the motivation for these teens? One San Diegan posting on the app about 'truth-or-dare games' in his neighborhood with young kids and dares involving surveillance cameras."Really scary to think these are younger kids with young minds making horrible choices ... They know they can be caught and do it anyways," said Lilly."Some teens can be drawn to doing stupid things in front of thee camera because of the thrill and excitement, and because that age group is more prone to not thinking about the consequences," said Dr. Mark Kalish, a forensic psychiatrist. 1920

  

SAN DIEGO (KGTV) - Dozens of San Diego short-term vacation rental hosts sounded off Wednesday against a bill that could limit how much they're able to rent out some of their properties on sites like Airbnb and VRBO.The hosts implored the California Coastal Commission to oppose the bill at its meeting on Shelter Island.The bill, by North County Assemblywoman Tasha Boerner Horvath, is specific to San Diego County's coastal zone and would sunset in five years. It would limit how much hosts can rent out their non-primary residences on sites like Airbnb and VRBO to 30 days a year. "I can't believe this has even come up as an actual bill," Airbnb host John Wilson told the commission.Hosts also said they are using the income to put their kids through college, and that their rentals provide families affordable, large accommodations near the coast, allowing visitors to avoid renting multiple hotel rooms and resort fees. But Boerner Horvath said the bill is needed because short-term rentals are adding to the region's housing supply crunch."When the upper level of housing stock is removed for short-term vacation rentals, the folks that would have actually lived there move down the market; they usually want to live in a certain area," she said. The bill passed the Assembly and is now scheduled for state Senate committee hearings. The legislation comes after an Airbnb-led signature drive essentially blocked restrictions the San Diego City Council approved in 2018. The commission heard 90 minutes of testimony, overwhelmingly opposed to the bill. Still, it remained neutral on the legislation. Boerner Horvath said the reason the testimony was so one-sided was because her bill's supporters were likely busy working day jobs. 1745
