Her grandfather served in the Army. Chand eventually joined the Marines as well. Her son followed in her footsteps. After graduating from Castle Park High School, Chand served in the Marines for 22 years. Chand made history as the first female and Hispanic war interrogator translator in Chinese Mandarin. She was also the first Hispanic tactical intelligence officer.See complete coverage of Life in Chula VistaDuring her service, Chand earned four Navy Achievement Medals and one Commendation Medal. Later in life, Chand married a Marine who served for 27 years, Sergeant Major Michael Chand. He was killed while working as a civilian contractor in Iraq. CHULA VISTA, Calif. (KGTV) — The beauty industry is one of the many sectors that are being forced to shut down again after the state's new stay-at-home order goes into effect Sunday night. Many business owners are frustrated, feeling as though they are being unfairly punished.Open for now, but not for long. Instead of appointment confirmations, Boudoir Nail Bar in Chula Vista is making appointment cancellations again.RELATED: County urges San Diegans to heed new health orders as COVID-19 cases surge'The rules are changing once again' Mayor Kevin Faulconer responds to Newsom's new shutdowns"Literally, we are in limbo," owner, Nora Neff, said. The salon has already had to shut down twice since March. Since then, Neff has had to invest thousands of dollars in personal protective equipment, sanitation supplies, and filtration devices. Each time she has lost income, staff, and hope."Obviously, we are not talking about profit because that's been long gone since March," Neff sighed. "We're just talking about survival."Nail salons are just one of the many industries that are being forced to shut down completely starting 11:59 pm Sunday. According to the new State rules, they will be closed for at least three weeks.Others industries that must shut down completely include:Hair salons and barbershopsPersonal care servicesBars, breweries, distilleries, and wineriesMuseums, zoos, and aquariumsMovie theaters and entertainment centersIndoor and outdoor playgroundsCardrooms and satellite wageringCustomer, Stevie Jamison, says she feels lucky to get an appointment Saturday, right before the shutdown. But she feels terrible for the staff, who will become jobless again during the holidays."I'm here to support them and their business more than anything," Jamison said.Supervisor Jim Desmond disagrees with the State's umbrella approach regarding the shutdown."Use a surgical method as opposed to a grenade, going in and shutting down an entire sector," Desmond said.Neff suggests a case-by-case approach."Just do random inspections to random businesses," Neff said. "If people are not following the protocol, you shut those businesses down. It’s playing with people's lives at this point.”Desmond released a statement on Saturday, saying in part he did not believe San Diego County should be included with several other Southern California counties: 2366

CHULA VISTA (CNS) - A former Tijuana police officer was handed a two- year state prison sentence today for his role in a planned break-in of a Chula Vista residence, which he and others believed was a stash house containing around million in drug money.Marco Quijas-Castillo, 28, pleaded guilty earlier this year to one count of conspiracy to commit robbery for the attempted January break-in.A fellow Tijuana officer, Jesus Estrada Torres, 35, was also charged in the case and is awaiting trial on a conspiracy charge.According to preliminary hearing testimony, the two officers and four other men believed a shipment of money would be delivered to the three-bedroom residence, which was actually being rented by the FBI. The defendants were informed of the supposed shipment by an undercover FBI agent, according to testimony.According to the criminal complaint, Quijas-Castillo and Torres crossed into the United States from Mexico with Ignacio Martinez-Cruz, 34, and met up in Chula Vista with fellow defendants Nicholas Jeremiah Shaw, 25, Mario Eugene Hall, 35, and Tomas Emmanuel Ramirez, 30, who allegedly traveled to Chula Vista from San Bernardino County.Castillo and Torres ``provided counter-surveillance'' at a Kohl's store in Chula Vista, while the other four men met with the undercover agent, according to the complaint.Castillo and Torres also provided surveillance near the Chula Vista residence while Shaw walked up to the house, and ``entered a code into a lockbox containing a key to enter the house,'' the complaint alleges.According to testimony, the men planned to tie up two people believed to be inside the home, then take the money, but were arrested by law enforcement upon approaching the home. 1733
