California roads ranked on the list as the 48th worst in the nation while the state took the 36th spot for premium increases after adding a teen driver to a policy. SAN DIEGO (KGTV) - A San Diego artist wants to paint murals around the city that she hopes can help bring an end to gun violence."My concept is just something beautiful that people can take a picture in front of and just really enjoy the artwork of it but also take a message away from it," says Hanna Daly.Her concept is a series of artworks that look like colorful doorways. Each will have a message written above them, like 'Thoughts and Prayers Aren't Enough.""I thought it could be, like, a doorway to change," Daly says. "You walk away from it thinking, maybe there's a little something I can do. Like a doorway you step through it and now you're part of the cause."Daly became part of the cause last year, when her brother comitted suicide. He had shot himself in the head."Then a few weeks after that was Las Vegas," she says. "And then another shooting and another. It just kept hitting me, so I finally thought I should do something."Daly is working with with the Brady Campaign and Moms Demand Action on the project. She has the designs, just not the space to paint them."We need some people with some great walls out there that are visible, on main drags, where people are going to see it, where we can create some beautiful art, but that has a strong message," she says.She's hoping to paint the murals in high traffic areas like the Gaslamp District or along the boardwalks near beaches. SAN DIEGO (KGTV) - A San Diego Congressman is responding to a Team 10 investigation that uncovered claims the government is not providing sufficient medical care to people in its custody.Court documents uncovered by Team 10 claim a man was arrested at the border then held for nearly three days in a potentially dangerous medical state.According to court documents, "Mr. Centeno was kept in a small cell where the lights were on the entire time. Mr. Centeno was not given a change of clothes during the nearly three days while he was at the Port of Entry. The cell where Mr. Centeno was held did not have a bed, and Mr. Centeno was given a thin foil blanket and a torn yoga mat to lie on. There was no soap, no toothbrush, and no hygiene products."RELATED: Members of Congress respond to Team 10 Border Detox InvestigationIn a statement to 10News Congressman Scott Peters wrote, "CBP's continued violation of DHS policy is unacceptable. Part of the supplemental funding I voted to support this summer included crucial funding for medical care for migrants. In the coming weeks, my staff will meet with the head of CBP's San Diego Field Office to demand a stop to this behavior. No person should have to endure this level of pain and suffering at the hands of federal law enforcement officials, so we will continue to press the Department until appropriate changes are made."The ACLU of San Diego and Imperial Counties is also calling for changes to the way CBP provides medical care.A letter from the organization to the Executive Assistant Commissioner CBP Office of Field Operations stated, "Over the past few months, multiple reported instances indicate that U.S. Customs and Border Protection ("CBP") is knowingly denying access to medical care to persons in CBP custody at the San Ysidro port of entry while these individuals detoxify from a variety of controlled substances, including prescribed medications. CBP's failure to provide detained individuals with medical supervision during this process puts these individuals at risk of serious injury or death."RELATED: Claim: Government is not providing adequate medical care to people in its custodyThe letter pointed out that when CBP deprives detainees of emergency and other necessary medical care, the agency violates its policies.The ACLU of San Diego and Imperial Counties requested CBP revise and strengthen its policies surrounding: reasonable accommodations, medical staff, and facilities at the Port of Entry, intake and medical screening procedures, length of detention, and written policies."It's not rocket science, there should be trained medical staff to ensure that people who are undergoing any kind of medical emergency, including detoxification but not limited to detoxification, have access to a trained medical official as opposed to a law enforcement officer," said staff attorney Mitra Ebadolahi.The letter stated, "These individuals' experiences are not outliers, but part of a long list of recent cases that show that many similarly situated individuals detained at the San Ysidro POE face similar risks. The ACLU and undersigned organizations urge CBP to reform their deficient practices and adopt the following improved policies to safeguard detainees." 3391

SAN DIEGO (KGTV) -- A San Diego judge has ruled that demolition of the historic California Theatre would violate environmental law.The theatre, which was built in 1926, was the largest vaudeville and movie palace in San Diego.City Council approved the demolition of the theatre in 2017. The proposed demolition, however, required an environmental impact report.RELATED: San Diego approves replacement for dilapidated California Theatre?The legal challenge to the approval, filed by the Save Our Heritage Organization, said the city failed to adequately address the ability to adapt and reuse the California Theatre.The court granted SOHO’s legal petition because the review failed to comply with the California Environmental Quality Act.The demolition approved by the city would have allowed a 40-story skyscraper to be built that would have included 282 residential units."The California Theatre is an outstanding historic building that has been standing for almost 100 years, it presents many opportunities for successful adaptive reuse to revitalize the C Street corridor. When the City's EIR failed to study alternatives to demolition, we put our faith in the Court to enforce CEQA. We are grateful for the Court's comprehensive enforcement of environmental law and look forward to review of an alternative in an EIR that will allow this historic building to survive as part of a successful new project. SAN DIEGO (KGTV) - A new report paints a grim picture of the housing supply in San Diego.According to numbers just released by the Southern California Real Estate Research Council, housing permits in San Diego County dropped by 43% through the first six months of 2019, compared to the same period in 2018.So far this year, there have been 2,037 units of housing permitted in San Diego."We are in deep trouble in housing production," says Borre Winckel, the President of the Building Industry Association of San Diego County. "We can't build the housing for the people that need it most."Winckel says decades of increased costs from state and local fees, regulations, labor costs and more have led to this point. He says it's too expensive for developers to build anything that the average San Diegan can afford. He says that's pushing the "workforce" population of teachers, first responders and military out of the market."There will be homelessness, and there will be more workforce displacement to Temecula and points beyond," says Winckel. "That's all because we have screwed up the regulatory environment that exists to build houses for the people that need them."The numbers show a steady decline in housing construction in San Diego.2015: 6,403 permits2016: 6,0362017: 5,2302018: 4,2862019: 2.037 (so far)Winckel says the only solution is to ease regulations and make it easier for companies to build.According to the report, Santa Barbara had a 40% decline, while Los Angeles and San Bernardino had declines in permits around 20%. 1547
