SAN DIEGO (KGTV) — Police released a sketch Thursday depicting the suspect of a sexual assault at Black's Beach near La Jolla Shores this week.San Diego Police say the female victim was jogging on the beach Wednesday when she was sexually assaulted. The suspect slapped the woman's buttocks twice and grabbed her in the genital area before she broke free and called for help.Officers responded by did not find the man. The suspect is described as a Black man between 30 and 40 years old, with short to no hair and an earring in one ear. The man was naked at the time of the attack, police said.Anyone with information on this incident or any other information about the suspect is asked to call SDPD's Sex Crimes Unit at 619-531-2210. 742

SAN DIEGO (KGTV) - New rules for purchasing bullets go into effect on July 1st, requiring background checks every time someone wants to buy ammunition in California.The law is part of Proposition 63, which voters approved in 2016. In addition to the background checks, it requires a small fee for each transaction."This is to provide more checks and balances, so we have a better idea of who's being sold the ammunition," says Ron Markus, the spokesperson for San Diegans for Gun Violence Prevention. "If you're someone that doesn't pass a background check, you shouldn't be allowed to buy ammunition."But critics say the law will have unintended consequences, including creating a black market for bullets bought out of state."If you're a Californian, and you go out of state to get ammunition and bring it back into the state of California, you've just broken the law. But if you live in another state, you can bring as much ammunition as you want into the state and give it to anybody in California that you like," says Michael Schwartz, the Executive Director of the San Diego County Gun Owners PAC. He thinks that will lead criminals to conspire with people from out of state to supply bullets.Schwartz also says the background checks won't be as easy as the law intended. As it's written, the law requires instant background checks that run people's information through criminal and mental health databases. Schwartz says only people who are already in the system will get an "instant" result. The rest will have to go through more lengthy checks to buy bullets, which could take days."This won't prevent bad people from doing bad things," Schwartz says. "All it does is put onerous requirements on people who are looking to follow the law."Meanwhile, gun shops are seeing a surge in bullet sales as July nears. They also believe they'll get more business once the law goes into effect since it requires all bullet sales to be done in person at a store. Any online sales will also have to go through a licensed retailer in California.But Schwartz says gun store owners still oppose the rule, even though they stand to profit from it."It's more business for the shop owners, but not more business that they're happy about," he says.Gun safety advocates say the concerns are misguided. They say the sacrifices gun owners will have to make because of the new laws are reasonable when compared to the loss of life from guns."We're sick and tired of hearing about people being shot and killed every single day in this country," says Marcus. SAN DIEGO (KGTV) -- New details are emerging after an infant was attacked by a pit bull in Logan Heights Monday night.Family members now say the dog broke free of its leash before running to the infant’s bouncy chair. The pit bull was reportedly startled by the chair, leading to the attack.8-week-old Jema Gonzales is said to be in serious condition and has so far had one surgery.RELATED: Baby severely injured by pit bull bite in Logan HeightsThe incident happened on Irving Avenue around 2:30 p.m. Monday. After the attack, paramedics took Jema to the hospital with lacerations to the face and possibly a punctured eye. Witnesses originally said the dog licked then bit Jema’s face. SAN DIEGO (KGTV) - Port of San Diego Commissioners saw the latest draft of the new Port Master Plan this week while allowing people who live in the area one more chance to weigh in on the region's future.The Port Master Plan is a 51-page document that will guide development along the San Diego Bay. This is the Plan's first update since it was created in 1981."For the first time, we include elements, or chapters of goals, objectives, and policies that will guide issues that apply Bay-wide, not just specific to individual locations," says Lesley Nishihira, the Port's Planning Director.The new Master Plan calls for more hotel development, with nearly 4500 new rooms on Harbor Island and the Embarcadero. But it prohibits new hotel rooms on Shelter Island, the Coronado Bayfront, and the Silver Strand.RELATED: Planned park could impact USS Midway MuseumIt also includes provisions for height restrictions on new buildings, a plan to turn the parking lot at Navy Pier into park space, and commercial industry use guidelines along the Bay.Port employees have been working on it for nearly eight years, with the Port Commissioners holding 40 meetings about the Plan, as well as dozens of public forums.But critics say it is too focused on tourism and industry and does not do enough to help out San Diego residents who live along the Bay, particularly in low-income areas south of the Convention Center."The status quo isn't good enough for the community," says former City Councilman David Alvarez, who has been vocal in his criticism of the new Plan. "We've seen the pollution. We've seen the impacts; the parking problems, the lack of access to the water (for low-income residents)."Alvarez brought these issues up at a public comment session on Monday. He says, to his surprise, the Commissioners voted unanimously to make sure more Social and Environmental Equity issues go into the Plan.Port employees say they will include specific policies in the final draft to ensure all San Diegans can benefit from the Bay."We'll take a closer look at those policies and see where we can include more information to make sure we're truly addressing the issues as needed," says Nishihira.Port employees are now finishing the Final Draft of the new Master Plan. It should be completed by the summer of 2021. SAN DIEGO (KGTV) — One man was arrested and another man was injured after a violent argument at a Gaslamp convenience store.San Diego Police say a customer at the 7-11 store at 515 5th Ave. was causing a disturbance at about 9 a.m. Saturday. Another customer confronted the man inside the store and the confrontation escalated into a fight.At one point, the 31-year-old suspect stabbed the 52-year-old victim in the left side of his abdomen, police said.The victim was taken to a nearby hospital with non-life threatening injuries and police arrested the suspect, though their identities were not released. 614
