BEIJING, July 9 (Xinhua) -- A reception was held here Friday to mark the 49th anniversary of the signing of the Treaty of Friendship, Cooperation and Mutual Assistance between China and the Democratic People's Republic of Korea (DPRK).Abdul'ahat Abdulrixit, vice chairman of the National Committee of the Chinese People's Political Consultative Conference (CPPCC), and DPRK's ambassador to China Choe Pyong Gwan attended the reception hosted by the DPRK embassy in China.

BEIJING, July 8 (Xinhua) -- Ten years after it unveiled a strategy to promote growth in its western area, China announced a plan to continue the initiative, even as the world's third largest economy strives to shift to a more domestic-driven growth."The plan will not only benefit the western region, but is also crucial to the sound and fast development of the whole nation," Du Ying, deputy director of the National Development and Reform Commission (NDRC), the country's top economic planner, said at a Thursday press conference."Under the new plan, the central government will focus on boosting economic growth, raising people's living standards and enhancing environmental conservation in the western region during the next ten years," Du said.The central government will also enhance support for development in the region by lowering tax rates and prices for industrial lands, he added.The NDRC, along with other departments, will compile a catalogue of industries in the western region covered by the government's favorable policies. Companies in these industries will enjoy a favorable corporate income tax rate of 15 percent, compared to the regular rate of 25 percent.The move to further develop the west came as the government took steps such as subsidizing auto and home appliance buyers, to boost domestic demand and lessen reliance on exports.Challenges for China's future development lay in "whether we can continue to boost domestic demand and make it a foundation for overall sustainable growth and whether we can remove constraints on resources and environment," Du said.Turning to this vast region and market was a strategic move, which would help China bolster domestic demand and accelerate transformation of the economic growth pattern, Vice Premier Li Keqiang had said.The vast, resource-rich western region has great potential to help enhance domestic demand as the regional population accounts for 27.5 percent of the country's total, while consumption only takes 18.4 percent of national retail sales, Du said.Early this week, NDRC said it will unveil 23 new infrastructure projects in the western region this year, with a total investment of 682.2 billion yuan (100.62 billion U.S. dollars). The money will be utilized in building railways, roads, airports, coal mines and hydro-power stations.More investments in these new projects than in those started in 2009 reflected the government's intention to push the growth further into the poorer inland region, UBS Securities economist Wang Tao said in an emailed note to clients.China initiated a western region development strategy in 2000 in an effort to help this less-developed area catch up with the relatively well-off coastal area. The strategy covers infrastructure construction, attracting foreign investment and increased efforts in ecological protection.The western region involves six provinces, five autonomous regions and Chongqing municipality, accounting for more than 70 percent of the Chinese mainland's area and habitat of 75 percent of the country's ethnic minority population.Due to this strategy, the combined gross domestic product of the western region reached 6.69 trillion yuan in 2009, four times more than the 1.67 trillion yuan in 2000.

BEIJING, June 30 (Xinhua) -- The Party School of the Communist Party of China (CPC) Central Committee, or the Central Party School, opened its door to more than 60 correspondents from domestic and overseas media on Wednesday, one day ahead of the 89th anniversary of the founding of the CPC, on July 1.It was the first time the country's highest institution for the training of high- and middle-level Party officials invited a large group of media workers from home and abroad to tour the mystery-shrouded campus in northwestern Beijing.Forty-two correspondents, photo journalists and TV reporters from major overseas media organizations - including the Associated Press, the Agence France-Presse, the Guardian, CNN and the Australian Broadcasting Corporation - participated.During the two-hour tour Wednesday afternoon, the group attended a press conference, a class and interviewed some teachers and students during their visit to the school's main teaching building, gymnasium, canteen and dormitory building."The Central Party School and the whole Party system haven't interacted much with the outside world -- this is something we are trying to change," said Li Baosheng, the school's vice president.The Party, founded July 1, 1921, is the world's largest political party. It had 78 million members as of last year."The Party system should open up to the outside world because the Party exists to serve the people and the Party has nothing to hide," Li said at the press conference.Some correspondents from overseas media interviewed by Xinhua said they had known nothing about the school before the tour. Other correspondents from domestic media said it was their first time to visit the school.The school's history dates back to the School of Marxism and Communism set up in March 1933. Late chairman Mao Zedong served as president of the school. President Hu Jintao also served as the school's president and its current president is Vice President Xi Jinping.The school has trained 60,00 high- and middle-level officials over three decades. Its curriculum includes Marxism masterpieces and Party principles, western political theory, economics, contemporary law, religion and military affairs.The school has academic cooperation agreements with government departments, research institutes and universities from nearly 30 countries.The media group found the tour interesting, and some even took photographs of the food menu in the canteen. Some walked around the huge campus decorated with trees and fountains like many other college campuses in the world."It's a beautiful campus. The environment here is a great place for study," said Stephen McDonell, the Australian Broadcasting Corporation's China correspondent.The tour of the school was welcomed by many correspondents. The school's spokesman, Luo Zongyi, made his debut at a press conference held Tuesday.Some correspondents from overseas media expressed their wish to know more about how the school plays its role as the highest institution."The tour was interesting and the school is probably less mysterious than people think. I hope we will have more opportunities of this kind to visit and see for ourselves and to have interactions with officials, teachers and students as we did today," Jaime A. Florcruz, CNN's Beijing Bureau Chief, said after the tour.Florcruz said that he wanted to interact with teachers and researchers at the school and know their views about international and domestic affairs because "whatever they are thinking and studying here is a reflection of what's going on in China."The school's vice president, Li Baosheng, pledged to organize more activities to help the media know more about the Party system."The Central Party School will not be a mysterious place in the future. SHENYANG, Aug. 22 (Xinhua) -- Some 253,500 residents have been safely evacuated in northeast China's Liaoning Province after torrential rains caused waters to rise to the highest level in more than a decade along a major river bordering China and the Democratic People's Republic of Korea (DPRK), local officials said Sunday.The hundreds of thousands of residents, mostly in Dandong City, were relocated in less than 24 hours from late Saturday to Sunday, provincial flood control authorities said. Among those rescued was a 23-year-old woman who gave birth to a healthy baby just hours after she was air-lifted out of the flood zone.No new casualties were reported on Sunday. Previously, authorities said four people were killed and one remains missing following floods in Dandong, a border city facing Sin'uiju City in the DPRK.Heavy rainfalls that began Thursday have swelled the Yalu River, which marks the border of China and the DPRK. On Saturday night, the water level at one monitoring station in Dandong rose to 2.35 meters above the warning line, the highest in a decade and the second highest since records began being kept in 1934.However, water levels began to dip late Sunday as rains stopped, though provincial authorities warned that the danger has not yet passed.Workers are racing to build sand bag flood barriers along part of the river where the water has overflowed. Over two thousand soldiers and crews have been mobilized to rescue stranded residents. About 70 vehicles, 38 speed boats and six helicopters were used in the rescue operations, local officials said.BABY BORNOn Sunday, a healthy baby weighing 3.9 kilograms was born in the Women and Children's Hospital of Dandong. Hours before, her mother, 23-year-old Liu Li, was stranded at home in rural Kuandian County waiting for mid-wives to come amid heavy flooding.After learning of Liu, Liaoning Governor Chen Zhenggao first ordered helicopters to send experienced doctors to Liu and later had Liu air-lifted to Dandong. Liu was immediately admitted to the hospital as she arrived."I never thought my daughter could be born in this way. If not for the emergency rescue, we both could have died," she told reporters.She was still unable to tell her family the good news as traffic and telecommunication services have not been fully restored. But doctors at the hospital said Liu and her daughter were being well taken care of and most of her hospital fees had been waived.
