ZHOUQU, Gansu, Aug. 14 (Xinhua) -- The death toll from the massive mudslide in northwest China's Gansu Province has risen to 1,156 as of 4 p.m. Friday, with 588 still missing, local authorities said.The toll stood at 1,144 by Thursday afternoon.More than 1,500 survivors are living in tents or school classrooms while 8,300 have sought shelter with relatives and friends, said Zhao Minxue, head of the publicity department in Gannan Tibetan Autonomous Prefecture which administers Zhouqu.Water and power supplies, and telecommunication services in Zhouqu are gradually back to normal thanks to swift repair efforts.Power has been resumed in the key regions of the county seat and at 60 percent of households, the provincial information office said in a statement Friday.Relief teams are digging new wells after finding two new drinking water sources and 21 unpolluted wells, it said.Gansu had received 120.4 million yuan (17.7 million U.S. dollars) in cash donations and relief materials by Friday afternoon, the provincial department of civil affairs said.Meanwhile, relief workers continued to clear the water course of the Bailong River, which overflowed after being blocked by debris, amid fears that more downpours could trigger new floods and mudslides.Rescuers tried to give dignity to the deceased as they were striving to search bodies in the debris. But this was no easy work sometimes as many bodies were buried meters deep in sludge."All the soldiers have done their best," said survivor Bai Chengxiang, 24. "If they could not find the remains of my aunt's family, I will have to accept the reality."

BEIJING, July 29 (Xinhua) -- China's work safety authorities will investigate and crack down on manufacturers operating illegally in the coming three months, the Work Safety Committee Office under the State Council, China's Cabinet, said Wednesday.Accidents in manufacturing plants have dropped this year, but illegal operations still pose a grave threat to workplace safety, accounting for about 55 percent of the accidents above "relatively major" level, said a statement from the office.An accident above "relatively major" level referred to a case in which three or more deaths are involved, ten or more are seriously injured or an economic loss above 10 million yuan (1.48 million U.S. dollars) is caused.The crackdown beginning from Aug. 1 will focus sectors including mines, transportation, construction sites, manufacturers of dangerous chemicals, fireworks plants and smelting sector, said the statement.Illegal operations mainly refer to manufacturers that run without permits or run with insufficient or overdue permits and against safety production laws and codes.

PARIS, July 8 (Xinhua) -- Legislative bodies of China and France launched their regular parliamentary exchange mechanism on Thursday, vowing to further push forward the Sino-French comprehensive strategic partnership.Wu Bangguo, chairman of the Standing Committee of Chinese National People's Congress (NPC), and Bernard Accoyer, speaker of the French National Assembly, jointly declared the beginning of the first meeting of Sino-French Parliamentary Cooperation Committee.Wu said the launch of the high-level meeting between the two legislative bodies signals the Sino-French parliamentary exchanges were promoted to a new stage.Accoyer said the regular parliamentary exchange mechanism could serve as an important platform for both nations to exchange views on mutual concerns and promote bilateral cooperation in politics, technology, new energy and environmental protection.Ahead of the meeting, Wu and Accoyer held talks on bilateral ties and parliamentary cooperation.Accoyer said France attached great importance to Wu's visit as Wu is the first Chinese top legislator that visited France in 13 years.France regards China as a strategic partner, expecting to expand all-round strategic cooperation with China, boost coordination on international issues, through joint efforts against global financial crisis, climate change and other challenges, he said.Wu said his ongoing visit to France is aimed to build a closer relation between the Chinese NPC and the French National Assembly. BEIJING, July 1 (Xinhua) -- The State Council, or China's cabinet, has approved a plan which calls for combining four key administrative districts of Beijing, the national capital, into two larger ones.According to the plan proposed by the Beijing Municipal Government, the former Dongcheng, Xicheng, Chongwen and Xuanwu districts at the core of Beijing will merge to form the new Dongcheng and Xicheng districts.The new Dongcheng District, composed of the former Dongcheng and Chongwen districts, would have an area of 41.84 square km and a permanent population of 865,000; the new Xicheng District, including the former Xicheng and Xuanwu districts, would cover 50.7 square km, with about 1.25 million residents, as outlined in the plan.The adjustment of Beijing's administrative divisions was aimed at balancing the development of the city's core districts, said a spokesman with the municipal government.Among the four core districts of Beijing, the development of Chongwen and Xuanwu in the south was lagging behind that of Dongcheng and Xicheng in the north, said the spokesman.The action could optimize the district' social resources, reduce administrative costs and enhance Beijing's core area, he said.Further, the move was expected to speed the renovation of Beijing's Old City, which basically included the four districts, and make for better protection of the historical cultural sites in the Old City, he said.The municipal government has been striving to achieve the transformation of Beijing into a "world city", which has a global influence in terms of politics, economy and culture, by 2050.
