NEW YORK — Governor Andrew Cuomo announced the passage of legislation that prohibits domestic abusers from possessing handguns and long guns as part of his 2018 Women's Agenda.Previously, there was a loophole in which domestic abusers only had to surrender handguns, they must now surrender all firearms."The recent wave of mass shootings is horrifying, and the federal government's failure to act on any form of meaningful gun safety laws is unconscionable," Governor Cuomo said. "New York is once again leading the way to prevent gun violence, and with this common sense reform, break the inextricable link between gun violence and domestic violence.This legislation builds on our gun laws -- already the strongest in the nation-- to make New York safer and stronger." New York law previously prohibited the possession of firearms for those convicted of a felony or a limited number of misdemeanor "serious" offenses. This legislation expands the list of "serious" crimes, which will lead to the loss of a gun license and the surrender of all firearms for those who are convicted.This legislation will also restrict any individual with an arrest warrant from obtaining or renewing a firearm license which was previously not the case.Governor Cuomo cites the fact that in nine of the last 10 mass shootings, the shooter had an existing record of committing or threatening violence against women or harassing them. 1447

  

NEW YORK (AP) — Netflix added a flood of new subscribers amid the coronavirus pandemic and also offered clues to a possible successor for founding CEO Reed Hastings, who on Thursday named the company’s chief content officer, Ted Sarandos, as co-CEO. The company picked up 10.1 million worldwide subscribers during the April-June period, more than triple what it usually adds in that period. The increase announced Thursday with Netflix’s second-quarter earnings eclipsed the gain of 8.3 million subscribers projected among analysts polled by FactSet. Netflix ended June with 193 million worldwide subscribers, including 70 million in the U.S. and Canada, its largest geographic market.Nearly 26 million of those subscribers have joined Netflix during the first six months of this year — more than double the number compared with last year — as the pandemic curtailed travel and even nights out on the town. The restrictions have turned out to be a boon for Netflix, which also faces a slew of new streaming competitors such as Disney Plus and HBO Max.Netflix Inc., however, said its subscriber growth has begun to slow following the “initial shock of Covid and social restrictions” after it added just 2 million fewer customers in the past six months as it did for all of 2019. It forecasts just 2.5 million new additions for the current quarter.The pandemic has shut down Hollywood, limiting the ability of TV and movie studios to produce more entertainment to feed Netflix and other video streaming services. New research confirms that temperature and symptom checks miss many coronavirus infections. A study published Wednesday found that these measures failed to detect infections in new Marine recruits before they started training, even after several weeks of quarantine. Many recruits had no symptoms yet still spread the virus. The work has implications for colleges, prisons, meatpacking plants and and other places that rely on symptom screening. Doctors say more COVID-19 testing is needed, especially in younger people who often don't develop symptoms.“We spent a lot of time putting measures like that in place and they’re probably not worth the time as we had hoped,” said Jodie Guest, a public health researcher at Atlanta’s Emory University who had no role in the research.“Routine testing seems to be better in this age group” because younger adults often have no symptoms, she said.The study was led by researchers from the Icahn School of Medicine at Mount Sinai in New York and the Naval Medical Research Center.It involved 1,848 Marine recruits, about 90% of them men, who were told to isolate themselves for two weeks at home, then in a supervised military quarantine at a closed college campus, The Citadel in Charleston, South Carolina, for two more weeks. That included having a single roommate, wearing masks, keeping at least 6 feet apart and doing most training outdoors. They also had daily fever and symptom checks.The recruits were tested for coronavirus when they arrived for the military quarantine and 7 and 14 days afterward. Sixteen, or about 1%, tested positive on arrival and only one had any symptoms. Another 35 -- an additional 2% -- tested positive during the two-week military quarantine and only four had symptoms.Only recruits who tested negative at the end of both quarantine periods were allowed to go on to Parris Island for basic training.Genetic testing revealed six separate clusters of cases among the recruits.A separate study published Wednesday in the New England journal reports on an outbreak last spring on the aircraft carrier USS Theodore Roosevelt. Among the crew of 4,779, mostly young people, 1,271 became infected; 77% did not show symptoms when diagnosed and 55% never developed any.The case shows that “young, healthy persons can contribute to community spread of infection, often silently,” Dr. Nelson Michael of the Walter Reed Army Institute of Research wrote in a commentary. 2442
