BEIJING, Jan. 14 (Xinhua) -- A senior leader of the Communist Party of China (CPC) vowed Friday to enhance bilateral ties with Estonia.Li Changchun, a member of the Standing Committee of the Political Bureau of the CPC Central Committee, made this pledge during his meeting with visiting President of the Parliament of the Republic of Estonia Ene Ergma in Beijing.Li praised the recent growth of relations and cooperation between the two nations, saying China values its ties with Estonia and regards the country as an important partner in the Baltic Sea region.China would work to increase the mutual political trust with Estonia, encourage the exchange and communications between the two business communities and strengthen the humanitarian exchange between the two peoples, Li said.Li recalled his visit to Estonia last September and applauded the close contact established between the CPC and the Estonian political parties, expressing his hope that the two sides could step up exchanges and cooperation based on the principles of independence, equality, mutual respect and non-interference in each other's internal affairs.He also briefed the Estonian guests about China's latest economic and social developments.Ergma, who was visiting Beijing at the invitation of Chinese top legislator Wu Bangguo, said Estonia attaches great importance to its relations with China and is expecting to expand cooperation with China in fields such as biology and information technology.The Estonian parliamentary delegation arrived in China on Wednesday. Besides Beijing, the delegation is scheduled to visit the southwestern province of Sichuan and the Hong Kong Special Administrative Region.

SANTIAGO, Chile, Dec. 22 (Xinhua) -- Chilean President Sebastian Pinera and visiting Chinese State Councilor Liu Yandong met here Wednesday to discuss the development of relations between their two countries since the establishment of diplomatic ties 40 years ago.Pinera said that Chile was the first South American country to establish diplomatic relations with China. LONDON, Jan. 14 (Xinhua) -- The British business sector was pleased at the successful visit this week of Chinese Vice Premier Li Keqiang which concluded on Wednesday.During the four-day visit, Li signed business agreements with an estimated value of more than 4 billion U.S. dollars with the British government."China is vital to the UK economy. China is now the world's largest goods exporter and the UK's largest goods export market outside the U.S. and EU. We are keen to realize the immense potential for deepening and broadening areas of commercial cooperation," said British Minister of State for Trade and Investment Lord Green during the visit.The British coalition government was faced with a near-record public spending deficit of 149 billion pounds (about 236.5 billion dollars) and has chosen to tackle it immediately with the deepest set of cuts to public spending since the Second World War.In such an economic climate, Vice Premier Li's visit to Britain brought welcome contracts but it also brought wider agreements that will bear fruit over a longer period, and that has been hailed as a great success.In an interview with Xinhua after Li's visit, Andy Scott, director international of the Confederation of British Industry (CBI), hailed the visit's success, the achievements of the deal itself, and the longer-term prospects which were very positive.Commenting on the visit, and on the wider China-British relationship, he said, "in the long-term prospects are very positive. They are positive on the political front, they are positive on the business front. And from a political point of view I think it is very telling that this government here in the UK ... has made international trade investment one of the top priorities for Prime Minister David Cameron and right across his Cabinet."Scott said that Cameron's visit to China last November, when he headed the largest trade delegation from Britain to China and the largest ministerial delegation, was a sign of Britain's keenness to do business with China. Scott said he believed there were more ministerial visits planned."That's all extremely positive and I think it demonstrates that at a political level as well as at a business level, China is seen strategically as being a crucially important partner for the UK, and I think this visit -- this very successful visit this week -- will only further help to reinforce that relationship," he added.The headline-grabbing part of Li's visit, apart from the loan of the pandas, was the largest single deal announced this week, allowing the import of 40,000 Jaguar Landrover vehicles into the Chinese market.Scott hailed this as demonstrating "the continuing strengths and this continuing strengthening" of the Sino-British relationship.The monetary value of deals announced was important, but Scott stressed the importance of framework deals which were agreed upon during Li's visit."They weren't necessarily contracts that were being signed there and then, yesterday or today. They were setting the framework and they will themselves be providing further opportunities to develop on those frameworks," he said.In addition, he stressed "professional services, the retail sector, design, the creative area, and the whole engineering consultancy arena" where Britain has goods which China wants in its infrastructure development.Scott particularly welcomed Chinese investment into Britain, and hoped that it would continue the momentum achieved recently."We are increasingly seeing China now investing directly in UK companies and that we see as being very positive," he said.That was now "a further example of where the whole relationship with China is changing; it is not just about physical goods, it is about investment, it is about capital coming into the UK," he added.

  

VIENNA, Dec. 3 (Xinhua) -- China remained open to initiatives on the establishment of an international nuclear fuel bank , a senior Chinese diplomat said here Friday. "The International Atomic Energy Agency (IAEA should play an active role in establishing such mechanism, on the prerequisite of maintaining its independence, " said Hu Xiaodi, China's permanent representative and ambassador to the United Nations and other international organizations in Vienna. "China is of the view that the establishment and operation of multilateral mechanism on assurance of nuclear fuel supply involves complex political, economic, technical and legal factors as well as practical interests of all Member States, " Hu told a board meeting of IAEA. Referring to an U.S. proposal on the establishment of an IAEA low-enrichment uranium bank, Hu noted that some IAEA Member States still had concerns on that proposal. "The concerns of relevant states should be taken into full consideration and resolved in order to seek the most extensive support," Hu said. He also said that while the objective of preventing the proliferation of nuclear weapons should be promoted, Member States ' right to peaceful uses of nuclear energy should not be affected.There have been a number of initiatives to establish nuclear fuel reserve banks in recent years.The U.S. proposal envisions a nuclear fuel bank run by IAEA, to which countries could turn to if their regular supplies were cut.However, the plan has met opposition from some developing countries. They worry that a nuclear fuel bank could undermine their right to acquire their own nuclear technology for peaceful purposes. Some countries are also concerned with the possibility of fuel supply being controlled by western powers and used for political purposes.

  

BEIJING, Dec. 3 (Xinhua) -- During the 11th Five-Year Plan period (2006-2010), China spent 3.26 trillion yuan on social security, an annual increase of 17.6 percent, the Ministry of Finance (MOF) told Xinhua Friday.Wang Jun, vice minister of the MOF, said in the 2006-2010 period, the social security expenditure from the central government stood at 1.4 trillion yuan (210.19 billion U.S. dollars), which was 2.1 times the expenditure in the previous five years.As the improvement of civil welfare is a crucial component of the harmonious society China is pursuing, financial authorities at all levels should continue to raise investments in social security when making the 2011 fiscal budget and plans for the 12th Five-Year Plan starting from 2011, Wang said.
