SAN DIEGO (KGTV) -- As Santa Ana winds move out of the region, a freeze warning was issued for portions of San Diego County.The National Weather Service issued a freeze warning for the county's valleys and deserts from midnight through 10 a.m. Friday. SAN DIEGO (KGTV) -- Black history in San Diego goes back hundreds of years, but a unique aspect specific to the area is a historic building that no longer stands. At the intersection of Market and 2nd in downtown, there is a small plaque on the ground. This marker is all that’s left of the historic Hotel Douglas, a place founded in the Roaring 20s that became an icon for the area.George Ramsey founded Hotel Douglas in 1924 as a place for the black community. During this time, segregation was prevalent, and many hotels were whites-only. Ramsey created the hotel as a way to give a space and economic boost to black people.“He had the idea of creating a black hotel. When I say black hotel I mean a hotel run by black people, owned by black people, employing black people, serving black people,” said David Miller, a history professor who also works with the San Diego History Center.Miller said the hotel became a famous spot because of the nightclub inside that drew in many famous black performers, including Bessie Smith and Duke Ellington, who would stop on their way to shows in neighboring major cities.“San Diego was a stopover point so the club in the hotel became a center for black performers and in fact became dubbed the Harlem of the west,” said Miller.The hotel no longer stands, but the plaque marks the history it represents. Miller said this history, similar to other major black history days like Juneteenth, is important to know and understand to grow as a society.“It’s a chance to truth tell and to learn about not necessarily a moment in history but a moment in history that illustrates the ongoing nature of making freedom and navigating what freedom means now as free people,” he said.The San Diego History Center will reopen to the public July 4, 2020 after closures due to coronavirus. There are also resources available online to learn more about local history. The museum will also have an exhibit on Nathan Harrison, a legendary African American San Diego homesteader, in spring 2021. The display was delayed due to COVID-19. 2067

SAN DIEGO (KGTV) — California drivers will want to be aware of several new traffic laws, including stipulations around unattended kids in cars and moving over for emergency vehicles, that will be enforced in 2021.Assembly Bill 2717, which goes into effect on Jan. 1, 2021, will exempt a person from civil or criminal liability for trespassing or damaging a vehicle when rescuing a child 6 years old or younger who is in immediate danger from heat, cold, lack of ventilation, or another dangerous circumstance.California had already exempted good Samaritans from liability when rescuing an animal or pet in the same circumstances. Also starting Jan. 1, Assembly Bill 2285 extends penalties for not moving over or slowing down for emergency vehicles with flashing lights on freeways to local streets and roads. Emergency vehicles will also now include tow trucks and Caltrans vehicles, in addition to law enforcement and emergency vehicles.If a driver violates the "move over, slow down" law, CHP officers can issue a ticket.Assembly Bill 47, which was signed into law in 2019, will go into effect on July 1, 2021. The law makes the act of using a cell phone "in a handheld manner while driving" for a second time within 36 months of a prior conviction for the same offense punishable by a point being added to the driver's record. This applies to violations of talking or texting while driving, except when hands-free, and to any use of the devices while driving by a person under 18 years old. 1505

  

SAN DIEGO (KGTV) - Congress is considering a bill that will push for more transparency in the online event ticketing industry. Included in the reforms would be a mandate that companies disclose the full cost of each ticket, including additional fees, up front.In the current environment, most ticket sites show only the cost of the ticket up front, but add the fees after the customer has begun the process of purchasing the tickets.San Diego Congressman Scott Peters is on the committee considering the bill and questioned leaders from the major ticketing companies during a congressional hearing Wednesday. RELATED: ESPN: Ticket sellers support mandate to show upfront fees"The main thing is that you should know going in what the fees are that you're going to pay," Peters told 10News. The hearing included representatives from Ticketmaster, Stubhub, and AXS.Other contentious issues being considered by lawmakers include battling ticket fraud, transfer of tickets once purchased, and the accusations that companies withhold putting many of the tickets on sale at one time in order to create a false sense of demand and artificially cause the ticket prices to increase.Peters says he thinks Congress will be able to pass a strong bill to create more transparency. "There was a lot of agreement about what we should do in Congress, even among the companies. They'd like to have us set rules that everyone could abide by," Peters said. 1444

  

SAN DIEGO (KGTV) - At least one person is dead after a collision in Sorrento Valley early Saturday.A field of debris marked the site of the collision on northbound Interstate 5 at the I-805 connector. California Highway Patrol officers the crash included a white Toyota Tacoma and a red Honda.The driver of the Honda died at the scene. CHP officials said they believe that person was driving the wrong way and may have been under the influence of alcohol - multiple beer cans were found in the vehicle.The driver of the Toyota was taken to a nearby hospital with serious injuries. Officials said  He was in his truck with his dog at the time of the crash.
