VISTA (CNS) - A man who fired a BB gun at an Oceanside business that had put up a sign supporting the Black Lives Matter movement pleaded guilty today to charges of violating civil rights by damaging property and vandalism.Steve Soto, 23, of Carlsbad, is slated to be sentenced Sept. 28 to one year in county jail stemming from the June 4 shooting that shattered a window at Bliss Tea & Treats.Oceanside police Sgt. John McKean said Soto drove by the business, then fired a BB gun out the window of his vehicle.The business had a sign in the window at the time that read: "Black owned, we stand with you," McKean said.The sergeant said surveillance video helped detectives identify the vehicle used in the crime, leading to Soto's arrest on July 15.He also pleaded guilty to an assault charge related to a May 28 incident involving a male victim and a misdemeanor vandalism count related to an unspecified July 4 incident.He was facing a hate crime allegation stemming from the Bliss Tea & Treats shooting and other misdemeanor charges of discharging a BB gun in a grossly negligent manner stemming from unspecified incidents occurring in June and July, but those counts were dismissed as part of the plea agreement. 1232

VISTA (CNS) - An Oceanside man who allegedly fatally struck a pedestrian in a crosswalk while fleeing from another crash was charged Friday with murder, among other charges.Wesley Stuart, 27, was also charged with gross vehicular manslaughter while intoxicated, hit-and-run and drunken driving, and faces 15 years to life in state prison if convicted of all charges stemming from the Tuesday night death of 65-year-old Tran Thanhminh of Oceanside.Police said the initial crash was reported shortly after 10:15 p.m. Tuesday at Douglas Drive and Mission Avenue.RELATED: 65-year-old man killed, driver arrested in Oceanside hit-and-runInvestigators believe Stuart was driving a 2011 Chevrolet Silverado pickup and was speeding eastbound on Mission, ran a red light and collided with a Ford F-150 pickup that was northbound on Douglas, Oceanside police Sgt. Rick Davis said.After the crash, the Chevy driver backed up and headed east on Mission, where he struck Thanhminh in a crosswalk, dragging him about 150 feet down the street, the sergeant said.Thanhminh, who died at the scene, was with his wife at the time, though she was not struck, authorities said.The couple had just closed their restaurant for the day and were walking home when he was hit, according to the San Diego County Medical Examiner's Office, which stated that his wife had already crossed the street when she heard the crash, but did not see her husband when she turned to look into the street.Stuart allegedly continued on Mission before getting out of the pickup at Rancho Del Oro and fleeing on foot with a passenger, Davis said.Officers searched the area with the help of a police helicopter and apprehended the two outside Stuart's home, Oceanside police spokesman Tom Bussey said.Stuart was arrested. (KGTV) - The Vista Unified School District's school board on Tuesday passed new rules for its middle and high schools seeing cases of COVID-19In a special meeting, the school board discussed a staffing issue that’s occurred since reopening for in-person learning last week.There have been at least four confirmed COVID-19 cases within the district. As a result, teachers are being quarantined and school officials say they’re having difficulty finding substitute teachers to fill in.The board unanimously approved a plan that would allow in-person learning to continue as the district addresses the staffing issue. The plan is to use a threshold system to close down some of its middle schools and high schools with positive COVID-19 cases.The details have yet to be hashed out, but in principle, the district's board agreed the new rules would be:-- If one school has two positive cases in a specific time, the whole school would have to switch to virtual learning for 14 days-- If three secondary schools see one case each within a certain period, all three would have to go virtual for two weeksMission Vista High School already has two positive COVID-19 cases, so the district plans to close the school on Thursday and transition students and staff to virtual learning. Virginia Beach Police are investigating a shooting that seriously injured two people early Sunday morning.Officers were alerted to multiple shots fired in the area around 12:45 a.m. A woman was located and suffering from a life-threatening wound. Medics treated the woman and took her to the hospital.A few minutes later at 12:48 a.m., officers received word that a victim with life-threatening injuries was located in several blocks away. EMS treated and took the victim to the hospital for further treatment.A possible suspect has been detained and the investigation is ongoing.Prior to this shooting, police responded to another shooting at the 1900 block of the Boardwalk. A woman suffered non-life threatening injuries in the incident.There is an increased police presence throughout the oceanfront area due to College Beach Weekend. Problems with violence in past years have caused some to be critical of the event. Last year, thousands signed a petition calling for an end to College Beach Weekend after four people at the Oceanfront were injured from a shooting. 1078
