SAN DIEGO (KGTV) -- A showdown is brewing between two San Diego County supervisors about the reopening of the local economy amid the coronavirus pandemic.In a video on his Twitter account, Supervisor Jim Desmond said current California metrics make it impossible for the county to full reopen.During a Board of Supervisors meeting on Tuesday, Desmond plans to ask the county to not follow the state’s tier system, which determines when more businesses can reopen.Desmond said on Twitter: “San Diego has been backed into a corner. If the county reaches a case rate of more than 7 per 100,000 residents or a testing positivity percentage of more than 8% for two consecutive weeks, the county would move back into Tier 1, or the Purple Tier.Also, during Tuesday’s meeting, supervisors are expected to vote on a stimulus program that would distribute money to small businesses.Under the program, .5 million in funds would be granted to nearly 500,000 businesses. SAN DIEGO (KGTV) - A San Diego woman is among those killed in the Conception boat fire off Santa Cruz Island, her coworkers in Coronado told 10News Tuesday. A manager at Nicky Rottens restaurant at 100 Orange Ave. identified Nicole Quitasol as one of the victims of the deadly fire. Quitasol was on the dive trip with four relatives, her coworkers posted on Facebook. "Nicole has worked with our Nicky Rottens Coronado family for years, and she will be remembered as an adventurous & loving soul," wrote Bryn Butolph, who described Quitasol as smart and loving."She will be greatly missed," Butolph added. He told 10News Quitasol was devoted to her dog, Peanut Butter.The family of five was among 34 people presumed dead in the blaze. All were sleeping below deck when the fire started early Monday. SAN DIEGO (KGTV) -- A San Diego woman said her ex-boyfriend stole naked pictures of her and posted one online without her permission. She said people saw the post and took screenshots of it.She’s now suing the man she says posted the photo, her ex-boyfriend William Ashley Oliver III."This pretty much consumed my life,” she told Team 10 investigator Adam Racusin.That’s L.S describing how one social media post of her naked body wrecked her sense of security. 10News is not naming the woman, but instead using the initials L.S. as they appear in her lawsuit against Oliver to protect her identity.“He was threatening for so long to do it that I didn't think he'd really do it,” she said.Their relationship started as most do: Girl meets boy, they fall in love and move in together. "I felt like I really got to know him fast and fell in love fast,” she said.Just like many relationships, everything was great until it wasn't. Unlike the typical breakup story, here's where this takes a different path.L.S. said she moved back to California in October of last year, about eight months after the relationship started.Oliver came to visit in late November, but things did not go well, she said.She said her ex-boyfriend became aggressive."He smashed my laptop in two, he smashed my brand new iPhone on the ground until it was shattered, and was calling me really horrible things,” she said.According to the lawsuit she filed, before leaving, Oliver took L.S’s passport and jewelry from the bathroom sink.A few days after that incident, while Oliver was still in San Diego, he began sending harassing text messages and copies of private photographs to L.S. to make it clear that at some point in their relationship he illegally accessed her computers and cell phones and stole sexually explicit and private digital photographs without her consent, the lawsuit stated."The pictures that he had were never sent to him they were taken before I ever met him," she said.According to the lawsuit, Oliver texted her: “Posted all your naked pics to the industry whore boards.” It said he also wrote among other things: “Your pics are getting blasted on services Moxy.”The lawsuit says L.S.’s pleas for Oliver to stop had no effect on him. The lawsuit claims Oliver then posted a sexually explicit photo of her on his public Instagram account, accessible by anyone, followed with the text: “(y)our naked pics are starting to proliferate.""My best friend sent me a text message, and she just said oh my god, and it was a screenshot of the picture that Will had posted on Instagram of me,” she said.Team 10 investigator Adam Racusin asked her what she thought when she saw that.“I was just so scared,” she said. “I was just devastated.”According to the lawsuit, Oliver admitted he posted the picture. SAN DIEGO (KGTV) — After receiving criticism from the Chicano Federation, UCSD Health officials met with the group Friday to review plans to recruit volunteers for a COVID-19 vaccine clinical trial.The Chicano Federations sent the following statement Thursday after hearing about UCSD’s plans to enroll approximately 1,600 volunteers to participate in the AstraZeneca COVIS-19 Phase 3 clinical trial:“Once again, the burden of COVID-19 is falling on communities of color. It is unfair that underserved communities who have the least access to information are now being targeted to participate in an experimental vaccine. This tactic, unfortunately, does not come as a surprise given that this country has a history of using people of color for experimental medical treatments. SAN DIEGO (KGTV) - An apologetic teenage girl explained how she crashed her mother’s car into her neighbor’s garage in Encanto Friday.13-year-old Akasha Alexander had been taught how to start the BMW in the morning to help her mother. On Friday, the car was parked a big too close to the edge of a steep hill.The girl pulled the clutch and the car took off, crashing through the neighbor’s fence, clipping a water line, and ending up in the garage.“I see the fence go down and i'm like, oh no, and then all I see is boom,” said Alexander.Neighbor Melvin Glover’s daughter and grandchildren are visiting him for Easter. They said the impact shook the Glover home and frightened them all.The car was towed from the home.Alexander said she plans to bake Glover a red velvet cake. 784
