SAN DIEGO (KGTV) - It was an emotional day in a Southern California courtroom for the family of a murdered Army veteran.Nearly 20 people who were close to Julia Jacobson read victim-impact statements during the sentencing hearing for her killer, ex-husband Dalen Ware.Julia’s brother, Tony Jacobson, spoke exclusively with 10News reporter Jennifer Kastner. “It was kind of both a celebration to her as well as an understanding that this isn't just some random person. It really is someone that truly did touch her community, served her country and people really did love her very much. It was more than a year ago that the retired Army captain and her dog disappeared over Labor Day weekend.Her SUV was discovered abandoned near her home in University Heights. When she would laugh, she would snort a little bit which was makes it sound so embarrassing for her but it was one of her things that made her so personable,” adds Tony. The fact that Dalen has 15 years to life just tells me that in roughly 14 years we’ll have to revisit this again,” says Tony. 1896

Duncan Hunter, changed her plea to guilty to one count of conspiracy in a plea deal with the federal government over misused campaign funds Thursday.As part of a plea deal with prosecutors, Margaret Hunter will testify against her husband in his upcoming trial in September. The congressman and his wife both pleaded not guilty in 2018 to federal charges of using 0,000 in campaign funds for personal use and falsifying campaign finance reports. "Defendant agrees to plead guilty to Count One of the Indictment charging her with conspiring with co-defendant Duncan D. Hunter to knowingly and willfully convert Duncan D. Hunter for Congress Campaign Committee funds to personal use by using them to fulfill personal commitments, obligations and expenses would have existed irrespective of Hunter's election campaign and duties as a federal officeholder, in amounts of ,000 and more in a calendar year," the plea deal states.Those expenses include a ,000 family vacation to Italy and a 0 Easter brunch at the Hotel del Coronado.READ THE PLEA AGREEMENT HEREThrough her attorney, Margaret Hunter apologized for her actions through her attorney outside Federal Court on Thursday."I understand that there will be more consequences stemming from my actions, but as demonstrated this morning with the entry of the plea, I have taken the first step in facing those consequences," said Tom McNamara, her attorney, in a prepared statement.According to an affidavit, Hunter allegedly spent the money on expenses like vacations, dental work, tuition, movie tickets, video games and home utilities, among other things.The affidavit goes on to allege that the Hunters lied about the purchases in FEC filings, claiming the money was used for things like dinner with volunteers or campaign contributors, toy drives and teacher/parent events.Rep. Duncan Hunter issued a statement which reads:"I do not have the full details of Margaret’s case, but it's obvious that the Department of Justice (DOJ) went after her to get to me for political reasons. As Margaret’s case concludes, she should be left alone. I am the Congressman, this is my campaign and any further attention on this issue should be directed solely to me. The DOJ’s prosecutorial actions in this case were led by local U.S. Attorneys who attended Hillary Clinton fundraisers in violation of the Hatch Act. The fact remains that this entire matter should have been handled by the Federal Elections Commission (FEC). The DOJ purposely choosing to involve itself in the area where the FEC has primary jurisdiction reveals that their primary agenda was to inflict as much political damage as possible in hopes of picking up a congressional seat. It was politically-motivated at the beginning, it remains politically-motivated now."A trial date was set for September 10, 2019, but that is expected to change following this morning’s court appearance. A conviction would not force Hunter out of office. It takes a two-thirds house vote to do that, meaning 55 Republicans would have to move the same. San Diego Political Analyst John Dadian said he believes Hunter would be expelled if convicted. He added President Trump could pardon him, but it would likely be after the 2020 election. SAN DIEGO (KGTV) - Mesa Biotech, based in San Diego, has received FDA approval for its rapid COVID-19 tests that can produce results in about half-an-hour.“Our first kits are going out today to some of the health systems, county health departments, to validate the performance against the existing testing,” said Laura Dullanty, a marketing manager at Mesa Biotech. She said it will still take a few weeks before they will be able to deploy them widely to the health care providers who have requested the tests. Even that's been a challenge to plan that,” said Dullanty. “We’re staggering shifts, taking time in between, cleaning the area well.” Right now, most tests are performed on-site then sent to a lab for processing. It can take several days or longer before a patient knows the results. SAN DIEGO (KGTV) -- Mayor Kevin Faulconer condemned Governor Gavin Newsom’s amendment to the California sex offender law in a tweet Saturday morning.The mayor said he is “appalled” by the changes, which give judges discretion on whether or not to list someone as a sex offender for having oral or anal sex with a minor, the Associated Press reported.“As a parent I’m appalled that last night our governor signed a law maintaining a 24-year-old can have sex with a 14-year-old and it not be considered predatory,” Faulconer said.RELATED: California governor signs bill changing sex offender law“An adult who commits ANY sex act on a minor 10 years younger must be registered a sex offender. This bill does nothing more than treat LGBTQ young people the same way we've treated straight young people since 1944. SAN DIEGO (KGTV) - Long wait times have always been a problem at the DMV, the way to avoid that was to make an appointment online to skip the long lines. For people needing to renew their license like Debby Herscovitz, they had to plans months in advance, “I went online, booked an appointment, but I had no idea it was going to be in March”. Herscovitz got a notification from the DMV in the mail to renew her license back in December and immediately tried to make an appointment. She tells us the first available time slot was at the end of March, “I absolutely had no idea it was going to take that long”. A DMV representative tells 10News, drivers are trying to avoid the hours long line at the DMV by making an appointment online. Because so many people are scheduling appointments, the appointments are filling up faster than ever before. For Herscovitz, her appointment would have taken a total of 15 minutes to get her Real ID, however she didn’t have all the necessary documents. The DMV tells 10News to help people adjust to the new requirements and be prepared for their appointments they have a video people can watch before they make the trip in. Despite having to plan months in advance, the DMV says it’s still the best idea to schedule an appointment online before heading to a nearby office. Tips to keep in mind that could help with the scheduling process: don’t rule out nearby offices because some might not be as busy as others. Also, continue to check back online to see if any cancellations were made. Here in San Diego, there are also a few offices with extended hours and that are open on Saturdays.
