SAN DIEGO (KGTV) - A new report is calling for San Diego County jail reforms to address mental health issues and inmate suicides.From 2014-2016, 17 people have died by suicide while being held in a San Diego County jail facility, according to an investigation?by Disability Rights California (DRC).By this rate, the group says San Diego County's rate of inmate suicide is "staggeringly" high compared to national, statewide, and local data. During this three-year period, the county's rate of 107 deaths per 100,000 was double the national rate of 50 per 100,000, the group says.More: TEAM 10 INVESTIGATIONS"People with mental health needs and their families deserve better," DRC Attorney Rebecca Cervenak said. "Without appropriate community services and improved conditions, people will continue to suffer."The report says four aspects contribute to the high suicide rate: over-incarceration of people with mental health needs, lack of jail oversight, failure to provide mental health treatment and harmful solitary confinement, and a lack of efficient suicide prevention.DRC spoke with jail staff, inmates, and San Diego Sheriff's Department (SDSO) leadership as part of their investigation.The SDSO said they welcome feedback regarding the jail system and will work to improve procedures, but had a number of concerns with how data was gathered and recommendations were formed: 1409

SAN DIEGO (KGTV) -- A new report found that nearly half of U.S. renters are spending 30 percent or more of their income on rent.The report also found that nearly one quarter of renters spend half of their income or more on rent.The share of cost-burdened renters has doubled since 1960, when just 24 percent of renters were burdened in the U.S., according to Apartment List.RELATED: Rent increases in San Diego due to higher demand, lack of supplyIn San Diego, those numbers rose significantly. In 2016, more than 57 percent of San Diego renters were cost-burdened, meaning they spent 30 percent of their income or more on rent. San Diego ranked 94 for affordability out of the nation’s top 100 largest metros. SAN DIEGO (KGTV) — A man and teen were shot in Linda Vista early Friday while visiting the memorial of another local gunshot victim.San Diego Police officers responded to reports of shots fired in the 6500 block of Kelly Street at about 12:30 a.m. Friday. Several witnesses at the scene told officers a man who had been shot was taken in a vehicle that fled the scene.Numerous bullet casings were found in the area.RELATED: Suspect arrested in Linda Vista shooting that left teen deadOfficers headed to Sharp Memorial Hospital to check for a gunshot victim, where they found two men who had been shot. One victim, a 20-year-old Hispanic man, had been shot in the leg and the other victim, a 15-year-old Hispanic male, suffered two gunshot wounds to the buttocks area and one to the leg.Both victim's injuries were considered non life-threatening. Both were uncooperative with police and no suspect information was available, police added.An officer at the scene told 10News the two victims were visiting a memorial set up for 16-year-old Carlos Valdovinos, who was gunned down in the same area in late May. A baseball cap, flowers, and plastic angel could still be seen in the are to two were visiting.The officer said a driver reportedly drove up, leaned out of the vehicle, and shot the two victims before fleeing.SDPD Gang Detectives are handling the investigation. SAN DIEGO (KGTV) -- A Navy SEAL was sentenced Tuesday after pleading guilty to molesting his relative in California.Gregory Kyle Seerden pled guilty to seven counts of molestation following a preliminary hearing in which the victim testified. According to the court, the abuse happened while Seerden was a Navy SEAL stationed in San Diego. "We can start healing today by making him answer for his crimes every day for the rest of his pathetic existence," Alicia Reppert said, reading a prepared testimony.Reppert is Seerden's ex-wife. She said on the stand, that her daughter endured abuse from her father, starting from when she was five years old. The Deputy District Attorney said the girl mustered up the courage to report her father's crimes in 2015. At the pretrial hearing in May, the now 12-year-old testified in front of a judge. The testimony was so powerful, Seerden pleaded guilty to seven of the nine counts of molestation, without going to trial. He was sentenced to 60 years in prison. Seerden is already serving a 27-year federal sentence for manufacturing child pornography. In 2017, Seerden was accused of of raping a woman while serving in the Navy in Virginia. When authorities searched his cell phone, they found child pornography, including a video of him abusing another 5 year-old relative, while she slept. "In California, you can use that evidence to corroborate molestation in this case," Deputy DA Amy Colby said. Seerden was arrested on April 3, 2017, for the case involving child pornography. SAN DIEGO (KGTV) - A San Diego company created technology for NASA's 2020 Mars rover, launching in July.The Perseverance is set to launch July 20, at 9:15 a.m. EST.NASA's been working on this project for more than a decade, drawing from past missions with hopes of finding evidence of past life on the red planet."It's a really exciting mission!" Mike Carpenter, VP of Engineering at KULR Technology said."We don't know for sure what they're going to find, but if they find any hard evidence of life that would be wonderful." Carpenter is thrilled to be a part of this mission, bringing a piece of San Diego to Mars.Carpenter said the company is known for it's technology that keeps batteries from exploding.For the rover, they created heat sinks that control the temperature around sensitive instruments. Specifically the heat sinks on Perseverance protect SHERLOC, a detector on the arm of the rover that looks for signs of past life.KULR sent similar tech to Mercury, but this is their first trip to Mars."It is the largest most sophisticated rover NASA has sent there," Carpenter said.According to NASA, Perseverance will be landing in the Jezero Crater, the site of an ancient river delta.The mission has four Science Goals:1. Determine whether life ever arose on Mars.2. Characterize the climate on Mars. (Seeking to find if an ancient climate could have supported life.)3. Characterize the geology of Mars.4.
