SAN DIEGO (KGTV) -- The City of San Diego says it is working to earn back the public's trust after thousands of families got hit with erroneously high water bills this year. But the problems appear to be persisting. Ed Kitrosser and his wife just got a bill for 3, more than double the usual for their home in Pacific Beach."We're on automatic sprinklers. Nothing has changed, the setting has not been changed for several years," said Kitrosser. RELATED: Inside San Diego: Audit shows City sent thousands of faulty water billsKitrosser is one of about a dozen residents in the P.B. and La Jolla area complaining about outrageously high water bills they received in September. Their concerns come after a city audit found that about 3,000 San Diegans got erroneous water bills, largely due to human error. Shawn Tobias, of La Jolla, is questioning a bill he received for more than ,800."You call the city and say 'I'm pretty sure you made a mistake on this' and they say 'no, no, this is what you used,' and then your heart drops," Tobias said. RELATED: San Diego man furious with city over ,000 water billThe city, meanwhile, says it is making progress on installing a series of reforms after the audit. That includes increased oversight on meter readers, addressing a backlog of meters that need repair, and improving communication with customers."We are now holding everyone accountable," said Johnnie Perkins, the city's deputy chief operating officer. "It's going to take some time, because this wasn't created overnight, but we're certainly going to improve it as fast as we can."The city says it is not charging late fees or turning the water off on anyone disputing a bill. RELATED: City launches app to help customers monitor water bills  1801

SAN DIEGO (KGTV) — The city of San Diego may turn to homeowners to help chip away at the housing crisis. On Wednesday, the San Diego Housing Commission floated the idea of offering loans to homeowners in the city to build backyard granny flats to be rented out as affordable housing. The plan could help homeowners pay their mortgage while also providing more low-income units to those who qualify. "They present an opportunity to increase production at potential lower costs in a faster time frame and with a smaller environmental footprint," said Jeff Davis, the housing commission's chief of staff.RELATED: Making It in San Diego: San Diego's housing market cooling down, new report showsThe commission pitched the idea to the city's Land Use and Smart Growth committee Wednesday. Councilmembers on the committee appeared to be in support of the idea. Commission staffers said it was too early to know details about the loan, but if all goes as planned, they could be offered by next year. The idea comes about a month after Poway Mayor Steve Vaus floated a plan for his city to pay to build granny flats in backyards to be rented as affordable homes. The city would take a cut of the rent for about ten years before the homeowner gets it outright. Vaus said Wednesday the city of Poway was studying his idea.RELATED: Realtors expect busy spring for buyers and sellersMeanwhile, San Diegans continue to deal with increasing rents - the average now nearly ,200 a month, Zillow says. Angie Samples, who lives in Hillcrest, said her landlord just told her the rent would be going up in the next year. She doesn't believe she'll be able to stay once she retires in five or so years. "As much as I love it here, my families here, my grown children, my grandson," she said. "I think everybody has a roommate." 1815

SAN DIEGO (KGTV) - The mother of a Southern California girl diagnosed with rat-bite fever is sharing her story at a San Diego hospital Friday to educate other parents about the danger. Rat-bite fever is a potentially deadly infection spread through contact with domestic rats. 8-year-old Cali from Menifee contracted the disease when the rat’s saliva came into contact with an open wound, according to Rady Children’s Hospital officials. Cali has eczema on her fingers which may have contributed to the situation, a doctor said.Rat-bite fever is a bacterial disease which can cause a rash, fever, and body aches. The illness started Friday night, said Cali's mother Sabrina. By Sunday, Cali had a fever of 104.6 degrees. She lost the ability to use her hands and arms and had a whole-body rash."Really, really scary. Really hard to watch," said Sabrina.Cali's family bought two rats, Shell and Onyx, from a feed store about two years ago with no warning about the potential of rat-bite fever.Doctors recommended the family get rid of their rats."We didn't want to do it," said Sabrina. “It’s not a fun thing to tell your kid you’ve got to get rid of your best friend."Cali's mother had a recommendation for other parents."Just know that this can happen," she said. "Wash your hands."Watch the news conference at Rady Children's Hospital: 1344
