TIANJIN, Oct. 6 (Xinhua) -- China's top climate change official said on Wednesday that the country's greenhouse gas emissions would peak earlier than expected if developed countries complied with international protocols."We will try to get past the peak of emissions as early as possible, but this also hinges on how much money the developed nations will offer and what technology they will transfer, as required by the international protocols," Xie Zhenhua, who is also vice minister of the National Development and Reform Commission, told reporters on the sidelines of the ongoing United Nations climate talks in northern China's Tianjin."The more money they provide, or the earlier the money arrives, the sooner we should be able to pass the emissions peak," Xie said.He noted some developed countries, even with a per capita GDP of more than 40,000 U.S. dollars per year, have yet to reach their emissions peak as their greenhouse gas emissions continue to rise."Under such circumstances, how can you ask China, with a per capita GDP just over 3,000 U.S. dollars, to foresee its peak?" he asked.After three rounds of talks this year, which are moving slowly towards a negotiated text for the Cancun meeting, more than 3,000 delegates from 194 nations gathered in Tianjin to speed the search for common ground prior to a major meeting in Mexico's Cancun at the end of the year.However, the gap remains wide between developed and developing nations as rich nations remain wary of green technology transfers and providing additional financing to poorer nations.

HANGZHOU, Sept. 14 (Xinhua) -- China's top political advisor, Jia Qinglin, called for more efforts to step up the transformation of the nation's economic growth mode and ecological protection for better development in the next five years.Jia, chairman of the National Committee of the Chinese People's Political Consultative Conference, made the remarks during a five-day inspection tour in eastern Zhejiang Province that concluded Tuesday, visiting rural areas, towns, factories and companies.Jia urged in-depth research over new circumstances for an "elaborate planning" for the five years to 2015.Jia Qinglin (2nd R, Front), chairman of the National Committee of the Chinese People's Political Consultative Conference, who is also a member of the Standing Committee of the Political Bureau of the Communist Party of China Central Committee, inspects development of new and clean energy in a company in Changxing, east China's Zhejiang Province, Sept. 12, 2010. Jia made an inspection tour in Zhejiang Province from Sept. 10 to 14.Jia also inspected progress in energy savings and emission cuts, development of new and clean energy, and ecological protection in Zhejiang, vowing that China would stick to environment-friendly and energy-efficient development and improve ecological protection.Jia also called for more efforts on protection of forests and marine environment, energy conservation and emission reductions, along with development of a sustainable economy.

BEIJING, Sept. 27 (Xinhua) -- Top Chinese legislator Wu Bangguo met here Monday with President of the National Assembly of Mali Dioncounda Traore and the two sides pledged to enhance parliamentary exchanges.Wu, chairman of China's National People's Congress Standing Committee, welcomed his counterpart at the Great Hall of People in Beijing.Wu said Mali was one of the first countries in Sub-Saharan Africa to establish diplomatic ties with China and bilateral relations between the two countries have endured various tests over the years.The sustainable development of bilateral ties has its basis in political mutual respect and mutual economic benefit, Wu said.He said Chinese President Hu Jintao's successful visit to Mali last year pushed bilateral relations to a new high.This year marks the 50th anniversary of the establishment of diplomatic ties between the two countries.Expressing hope to work with Mali to deepen friendship and expand cooperation, Wu said China's National People's Congress attaches great importance to exchanges with the Malian National Assembly.Traore said Mali and China have traditional friendship and Mali admires China's national solidarity, social harmony and rapid economic growth.Mali will further develop bilateral ties between the two countries and their parliaments, Traore said.He reiterated Mali's strict observance of the one-China policy. He also said Mail supports China on issues concerning China's core interests.

  

TIANJIN, Sept. 5 (Xinhua) -- Executives from China's auto makers Sunday rejected an official warning that unchecked growth in the industry was leading to excess capacity and could harm the wider economy.Chen Bin, an official with the National Development and Reform Commission, China's top economic planner, Saturday said excess auto capacity threatened sustainable economic development and must be "resolutely" stopped.But industry representatives and the China Association of Automobile Manufacturers (CAAM) Sunday argued car makers were only trying to meet expected demand in the world's largest auto market.Dongfeng Automobile, a major Chinese auto manufacturer, had been running in top gear since last year, said Fan Zhong, a senior manager. "Our problem is not having enough capacity."Most entrepreneurs at the International Forum on Chinese Automobile Industry Development in Tianjin had similar views.Ford China was focusing on expanding capacity as demand kept rising, said CEO Robert Graziano.The overall capacity of China's auto industry might seem excessive, but the market had huge potential for restructuring and growth, said Hu Xinmin, honorary chairman of the CAAM.

  

BEIJING, Sept. 21 (Xinhua) -- Chinese Vice Premier Li Keqiang said Tuesday that China would coordinate its national family planning policy, stabilizing an appropriately low birth rate and improving the quality of its population."The fact remains that China has a large population. The issue of population is always a major issue for China's social and economic development," said Li at a seminar marking the 30th anniversary of the Family Planning Association of China in Beijing.The government must solve the issue in a way that takes into consideration the whole picture of China's long-term social and economic development, he said.Chinese government statistics show China's population stood at 1.32 billion at the end of 2008, which was about 2.5 times the number in 1949 when the People's Republic of China was founded.The Chinese government adopted a family planning policy in the late 1970s which basically permits most urban households to have only one child.The policy had helped China's total population increase less than 40 percent between 1978 and 2008, whereas it nearly doubled between 1949 and 1978.Li said the government would make efforts to improve the quality of the population, optimize the population structure and spur the rational distribution of the people, so as to turn the pressure of the population into an advantage of human resources.He also said the government would launch measures to narrow the widening ratio of men to women and address problems arising with an aging population.The population aged at or above 60-years-old will top 200 million by the end of 2015, government reports showed.
