SAN DIEGO (KGTV) -- The United State Marine Corps is ordering the removal of the Confederate battle flag from public display and in work spaces aboard its installations, such as Camp Pendleton.The announcement was made late Friday night amid fiery protests across the country against racism and police killings."Today, the Marine Corps released guidance on the removal of public displays of the Confederate battle flag," read a post on USMC's official Twitter account.The order bans all depictions of the Confederate battle flag, including clothing, posters, mugs, bumper stickers, and the flag itself."Our history as a nation, and events like the violence in Charlottesville in 2017, highlight the divisiveness the use of the Confederate battle flag has had on our society," said USMC. "This presents a threat to our core values, unit cohesion, security, and good order and discipline."In 2017, white nationalists groups rallied against the proposed removal of a statue of Confederate soldier Robert E. Lee in Charlottesville. It was one of several controversial monuments targeted for removal following a massacre two years earlier in which a white supremacist gunned down nine black church members in Charleston. The rally saw violent clashes, including the death of a 32-year-old woman who was killed when a car rammed into a group of counter-protesters.USMC allows for the flag to be displayed in works of art, educational or historical displays depicting a Civil War battle where the flag is present but not the main focus of the work. SAN DIEGO (KGTV) — The San Diego Sheriff's Department released several videos of a deadly shooting that occurred after a pursuit ended in Chula Vista.The shooting took place after a pursuit that started in Orange County around midnight on Oct. 4. The suspect of the chase, identified as Christopher Ulmer, 33, of Whitter, Calif., led officers to Chula Vista, where authorities stopped his vehicle using a pit maneuver on I-805 south near Orange Avenue at about 1 a.m.Police say Ulmer exited his vehicle and pointed his arm at officers who believed he was holding a firearm, prompting officers to fire their service weapons. Officers say Ulmer got back up and pointed at officers again, prompting a second round of gunfire.RELATED: Pursuit suspect shot by law enforcement on I-805 in Chula Vista identifiedUlmer was taken to a nearby hospital for treatment, where he was pronounced dead.Video released by the Sheriff's Department showed a photo of a black, cylindrical object found underneath Ulmer's body that authorities believed to have been a gun before they fired their weapons.The CHP officers involved in the shooting were identified as Sergeant John Holm who has been employed for 22 years, Officer Pakko Mendez who has been employed for 11 years, officer Javier Mendoza who has been employed for seven years, and officer Lauren Chi who has been employed for three years.RELATED: Authorities identify officers involved in deadly South Bay shootingThe San Diego Police officers involved in the shooting were identified as Sergeant Michael Pidgeon who has been employed for 26 years, and officer Patrick Harvey who has been employed for seven years. SAN DIEGO (KGTV) -- Threats from President Donald Trump to move forward with ICE raids aren't stopping a Barrio Logan organization from patrolling the streets and alerting the community when agents are in their neighborhoods. Union Del Barrio is a 38-year-old organization. In the last year, they started the community patrols to warn neighbors of their rights, if ICE shows up at their door. Benjamin Prado is a member of Union Del Barrio. He says volunteers patrol in Logan Heights, Barrio Logan, Shelltown, City Heights and Linda Vista. Prado says they never interfere with the ICE agents doing their job, only document what they see. The organization is also training volunteers in other cities, including Los Angeles. Prado says they feel ICE shouldn't exist at all and that these patrols are to challenge the administration, trying to stop them from terrorizing and separating their families with deportations. On Saturday, Trump said the administration would move forward with ICE raids "fairly soon". Late Sunday afternoon, the president also tweeted in response to a New York Times article saying in part "people should not be entering the country illegally" while also praising the work of Border Patrol and others in law enforcement. Trump also insisted the wall is being built. So far, no word from the administration as to when the deportations will start. 1378

SAN DIEGO (KGTV) - The San Diego District Attorney's Office announced a new program Thursday that would send low-level offenders to the classroom instead of a jail cell.The Community Justice Initiative requires 12 hours of cognitive behavioral therapy, as well as four hours of community service. The participant then has their case dropped and their record sealed. They wouldn't have to report an arrest on any future job application."Some people deserve second chances," DA Summer Stephan said.The program started in the South Bay in April 2018, expanded to the East County in January 2019, then North County in May. It's funded in part by the county, grants, and 0 from each criminal."That amount is less than any fine they would have gotten on any case," Stephan said.So far the program has seen 586 participants. 296 of them completed the program.Director of Cognitive Behavioral Therapy for Adult Justice Programs and Social Worker Laura Soto spoke of one of her patients who completed the program, "she [Amanda] began to spend more time with her son, she got a diploma and she got an office job, and then she started cosmetology school."Amanda was arrested for stealing. Through the program she shifted her mindset away from entitlement."Amanda began to think about the consequences, and things to be grateful for and that made her happy," Soto said."The most common offenses in the program are in fact shoplifting, non DUI traffic violations or vandalism,." Stephan said only non-violent and non-sexual offenders qualify."Misdemeanor convictions can have damaging affects that last a lifetime," she added. Stephan said criminals will continue turning to a life of crime if they can't find a way out.10News asked Stephan what she would say to critics who believe this program could incentivize criminal behavior. She said, "the people who complete the program recidivate at 2% which is so phenomenally low."She compared it to the 16 percent who didn't complete the program and were arrested for a crime again. 2027
