MDG 4 requires that each country reduce its rate of mortality for children under age five to two-thirds of what it was in 1990.According to Van de Weerdt, most deaths of children under five take place in the first month of life. After the first month, the most prevalent causes of death are pneumonia and diarrhea.ACHIEVING THE GOAL WORLDWIDEThe international community has been doing "relatively well" in working towards achieving MDG 4, Van de Weerdt said.The UN Interagency Group for Child Mortality Estimation (IGME) stated in their 2011 Report on Levels and Trends in Child Mortality that the number of under-five deaths worldwide has dropped from more than 12 million in 1990 to 7.6 million in 2010."We really continue to see progress," Van de Weerdt said. "The number of children that die every year continues to drop so we are really pleased to see that progress. Unfortunately, the progress isn't sufficient to really be able to say that if we continue at this pace we would achieve MDG 4 by 2015."Some regions, according to Van de Weerdt, like Latin America and parts of Asia are making more headway towards the goal than others that are currently lagging behind.

CAPE TOWN, Nov. 13 (Xinhua) -- The research vessel SA Agulhas has set off from Cape Town on a 10-day polar tour intended to promote dialogue on climate change, authorities confirmed on Sunday.The trip was designed to mark the 17th Climate Conference of the Parties (COP17) to be held in Durban later this month, according to the Department of Environmental Affairs.The voyage, which set off Saturday noon with scientists, academics, students and journalists aboard, would host exhibitions, symposiums and lectures from climate change scientists on the work of the polar research vessel, spokesman Zolile Nqayi said in a statement.The exhibitions and lectures would also highlight the various scientific activities undertaken by the department and its partners in Antarctica and the Southern Oceans, according to the South African Press Association (SAPA).Apart from her research and supply work, the Agulhus also helped to rescue the Magdalena Oldendorff, which became stuck in thick ice in June 2002.In December the SA Agulhas would make its final voyage to Antarctica before retirement.The Agulhas, which has been in service for 33 years, would be replaced by a new vessel under construction in Finland."She served us very well," said Dr Monde Mayekiso, deputy director general of oceans and coasts."The new vessel will have enhanced technologies and capabilities to further understand the ocean environment and to bring that understanding to an increasing number of South Africans, " he said.

FUZHOU, Nov. 6 (Xinhua) -- China is considering to set up a special fund to finance arts creation and cultural performances in the latest move to buoy the development of the country's "soft power," a cultural official said Sunday.The fund, which is likely to be set up in 2012, will pool an initial capital of 200 million yuan (31.54 million U.S. dollars) from the government and private investors to support various forms of arts ranging from opera, philharmonic, ballet, to Chinese folk opera, said Tao Cheng, vice head of the arts department under the Ministry of Culture.Tao told Xinhua on the sidelines of an opera festival held in eastern city of Fuzhou that the fund will gradually expand to 800 million yuan in size over the years. He said the ministry has drawn up the draft and it will be deliberated and finalized.China's top leadership has recently attached greater importance to improving the country's cultural soft power after decades of economic growth. In the sixth plenary session of the 17th Central Committee of the Communist Party of China last month, the nation's decision-makers focused on cultural issues. It was the first time in 15 years that the plenary sessions have put the spotlight on culture.The Ministry of Finance had said it would increase fiscal expenditure on museums, cinemas, music companies, publishing houses and other cultural institutions, and ensure that public spending on the sector grows faster than fiscal income growth.
