WASHINGTON (AP) — An American citizen kidnapped in the West African nation of Niger this past week has been rescued in a U.S. military operation in neighboring Nigeria. That's according to a U.S. official who spoke to The Associated Press on condition of anonymity. Philipe Nathan Walton was taken from his farm in Massalata in southern Niger early Tuesday morning by armed kidnappers who demanded a ransom from the man's father. The U.S. official says there were no solid indications that Walton's kidnapping was terrorism-related and that it was instead "trending toward a kidnapping for ransom." Walton is now back in Niger, according to the official, who says no ransom was paid. 691

WASHINGTON (AP) — Dozens of email accounts at the Treasury Department were compromised in the massive breach of U.S. government agencies being blamed on Russia. That's according to an Oregon Democrat, Sen. Ron Wyden, who says hackers broke into systems used by the department’s highest-ranking officials. Wyden issued a statement Monday after he and other members of the Senate Finance Committee were briefed by the IRS and the Treasury Department. Wyden says that though there is no indication that taxpayer data was compromised, the hack “appears to be significant." In addition, the breach appears to involve the theft of encryption keys from U.S. government servers, Wyden said.“Treasury still does not know all of the actions taken by hackers, or precisely what information was stolen,” Wyden said in a statement. It is also not clear what Russian hackers intend to do with any emails they may have accessed.A Treasury Department spokeswoman declined to comment on Wyden’s statement.Treasury was among the earliest known agencies reported to have been affected in a breach that now encompasses a broad spectrum of departments. The effects and consequences of the hack are still being assessed, though the Department of Homeland Security’s cybersecurity arm said in a statement last week that the intrusion posed a “grave” risk to government and private networks. In the Treasury Department’s case, Wyden said, the breach began in July. But experts believe the overall hacking operation began months earlier when malicious code was slipped into updates to popular software that monitors computer networks of businesses and governments. 1645

WASHINGTON (AP) — Government scientists have classified 18 U.S. volcanoes as "very high threat" because of what's been happening inside them and how close they are to people. The U.S. Geological Survey has updated its volcano threat assessments for the first time since 2005. The danger list is topped by Hawaii's Kilauea , which has been erupting this year. The others in the top five are Mount St. Helens and Mount Rainier in Washington, Alaska's Redoubt Volcano and California's Mount Shasta ."This report may come as a surprise to many, but not to volcanologists," said Concord University volcano expert Janine Krippner. "The USA is one of the most active countries in the world when it comes to volcanic activity," she said, noting there have been 120 eruptions in U.S. volcanoes since 1980.RELATED: Hawaii's Kilauea could send 10-ton boulders half-mile into the airEleven of the 18 very high threat volcanoes are in Oregon, Washington and California.Government scientists use various factors to compute an overall threat score for each of the 161 young active volcanoes in the nation. The score is based on the type of volcano, how explosive it can be, how recently it has been active, how frequently it erupts, if there has been seismic activity, how many people live nearby, if evacuations have happened in the past and if eruptions disrupt air traffic. They are then sorted into five threat levels, ranging from very low to very high.RELATED: West Coast quake warning system now operational, with limitsDenison University volcanologist Erik Klemetti said the United States is "sorely deficient in monitoring" for many of the so-called Big 18."Many of the volcanoes in the Cascades of Oregon and Washington have few, if any, direct monitoring beyond one or two seismometers," Klemetti said in an email. "Once you move down into the high and moderate threat (volcanoes), it gets even dicier."The USGS said a dozen volcanoes have jumped in threat level since 2005. Twenty others dropped in threat level.RELATED: State's next big earthquake could be in SoCalThreat scores — and levels — change because of better information about the volcanoes, Klemetti said.Among those where the threat score — but not the threat level — is higher are Alaska's Redoubt, Mount Okmok, Akutan Island and Mount Spurr. Threat scores also rose for Oregon's Newberry Volcano and Wyoming's Yellowstone.None of the Big 18 changed in overall threat levels, even though 11 had overall threat scores dropping.Besides the top 5, the rest of the Big 18 are: Mount Hood, Three Sisters and Crater Lake in Oregon; Akutan Island, Makushin, Mount Spurr and Augustine in Alaska; Lassen and Long Valley in California; Mount Baker and Glacier Peak in Washington; and Mauna Loa in Hawaii. 2836

WASHINGTON — Melania Trump has announced plans to renovate the White House Rose Garden — the outdoor space steps away from the Oval Office. President Donald Trump has been using the Rose Garden a lot more lately for statements and news conferences in the age of coronavirus. The First Lady says the renovation will make the garden more accessible to people with disabilities, and make improvements for audiovisual and broadcasting needs. It will also provide improve drainage and conditions for the plants and flowers. “The very act of planting a garden involves hard work and hope in the possibility of a bright future,” the First Lady said in a statement published to the White House website. “Preserving the history and beauty of the White House and its grounds is a testament to our nation’s commitment to the care of this landscape and our dedication to American ideals, safeguarding them for our children and their children for generations to come.”The Rose Garden was first installed in 1962 during the Kennedy Administration. Trump's plan will restore the Rose Garden to its original footprint and, as the White House said "restore its elegant symmetry."Since moving to the White House, Mrs. Trump has renovated the White House bowling alley, and refreshed the Red and Blue Rooms, among other projects. 1318
