SAN DIEGO (KGTV) - Ross Rock, or as locals prefer "The Rock," has had its share of headgear.The lone rock just off the coast from Sunset Cliffs Boulevard has been the target of vandals in the past and has again been crowned, this time by a mermaid.It's not clear how the mermaid was installed on top of the rock. Placing objects on the Ross Rock has almost become a ritual.In 2006, a large pterodactyl had sat atop the rock before being washed away. A peace sign, the numbers "2010" — local graduates, perhaps? — a Christmas tree, a tiki head, and at one point, a toilet with a Raiders fan wedged inside have all been found taking refuge from the waves below.It remains unclear who makes the objects or how they have installed them in the past.Time and again, however, Mother Nature or possibly another vandal has removed what's been placed. 1359

SAN DIEGO (KGTV) — San Diego Police officers on Friday were working to get a suspect to surrender after a reported shooting.Police say a shooting between the two vehicles occurred just before 2:30 p.m. in the 9800 block of Scripps Westview Way in Scripps Ranch. No one was injured in the shooting.The person who was shot at told police he knew where the suspect lived and officers responded to an apartment complex at 9700 Scripps Westview Way.Officers were trying to get the suspect to come out as of 3:15 p.m.10News is following this breaking news. SAN DIEGO (KGTV) — San Diego City Council leaders will consider several measures aimed at lessening the impacts of the coronavirus pandemic in San Diego.Among the legislation are measures that place a moratorium on evictions due to non-payment from loss of wages due to COVID-19, prevent immigration enforcement operations at hospitals and other healthcare facilities, and provide relief from utility shutoffs or late fees because of non-payment due to coronavirus.“The COVID-19 pandemic is already causing harm throughout our communities and across our regional economy, impacting vulnerable families, individuals, and businesses,” City Council President Georgette Gómez said. “We must act immediately to protect those who most are at risk of devastating financial hardship.”The council will also request Gov. Gavin Newsom implement a temporary moratorium on residential evictions due to loss of wages caused by the outbreak.Council leaders also plan to request Mayor Kevin Faulconer enforce earned sick leave and minimum wage ordinances, place a temporary ban on vehicle habitation fees and impounds, and work with hotels to offer rooms to unsheltered individuals and families. 1187

SAN DIEGO (KGTV) - San Diego Mayor Kevin Faulconer issued a warning to motorized scooter and bike companies, tweeting a letter Friday night. In part it reads, "ongoing violations will result in revocation of your permit to operate within the City, or will serve as justification for not renewing your permit when it expires in six months... It is your responsibility to proactively move your devices within three hours... or it will be impounded."The companies could face an impounding fee of per device.Several riders told 10News they had no idea what the rules for riding and parking scooters were. They didn't know about the 300 freshly painted corrals around San Diego streets.Other infractions include riding on the sidewalk, riding two at a time, ignoring the rules of the road and dumping or parking scooters on the sidewalk."We enjoyed it but I got pulled over by two police officers, they said read the signs there were no signs anywhere," Rider Melissa Sherman said in frustration.The only sign you can see is the painted warning on the foot of the scooters, reading 'do not ride on sidewalk.'"You see them laying all over the ground, wherever, people don't want to take the responsibility of them so it is what it is, everybody has to abide by the rules. you know?
